STATEMENT OF WORK
QUANTAR Radio Open, Inspect, Report (OIR) and Possible Repairs
1. SCOPE OF WORK:
The Coast Guard Surface Forces Logistics Center has an ongoing requirement to provide “Ready for Issue” stock parts and equipment to field units in support of U.S. Government and Coast Guard missions. This Statement of Work provides for the repair of VHF Transceiver, QUANTAR Base Station, Radio Set, T5365A-25WATT to Original Equipment Manufacturer (OEM) standards.
Work completed under this order will cover Open, inspect, initial diagnostics for each QUANTAR Radio to determine if the radio can be repaired below beyond economical repair costs. Once determined, Units shall be repaired to Original Equipment Manufacturer (OEM) standards, individually packaged, and returned FOB Destination to CG SFLC Warehouse located in Baltimore, MD 21226.
The vendor will notify the Contracting Officer’s Representative (COR) if there are any BER units and the number of units that could not be repaired.

3. PERIOD OF PERFORMANCE:
The total period of performance for this requirement is Date of Award – 60 days; 30 days to Open, Inspect, and Report and 30 days to repair the units or return BER units. Please see section 8 Deliverables for more details.

5. DESCRIPTION OF WORK:
A. Open and inspect the equipment listed in Table-1 below.
B. Complete and submit an Open and Inspect Report (OIR) – Attachment 5 – for each item to the COR within 30 days of receipt of the equipment.
C. Validate that the equipment can be economically repaired as listed in this SOW.
D. For equipment that is able to be repaired, the contractor must provide the COR and the
Contracting office an open and inspection report and a FIRM-FIXED price quote to repair the repairable items in Table-1 as follows:
NO REPAIR ACTION IS TO TAKE PLACE UNTIL A NEW CONTRACT AND/OR
MODIFICATION HAS BEEN EXECUTED BY THE GOVERNMENT.
- Repair to OEM standards.
- Provide Cleaning, Painting, and Repair of markings.
- Provide Bench/Mockup Re-Testing of each of the repaired units.
- Provide Quality Inspection Report with the unit and email a copy of the report to the
COR.
- Provide new package for each unit to allow individual shipping from the Coast Guard Inventory Control Point.
- Mark all packages with the appropriate markings as listed in Section-7B or Section-7C.
- Government will not provide the vendor anything to complete the services required by the Government.
- All testing, special tools, software, analyzers, etc. the vendor needs to have access to will not be provided by the Government.
- Ship all repaired and BER units to the address listed in section-7A
E. For equipment that is Beyond Economical Repair (BER) the contractor will do the following:
-Submit an Open and Inspect, Report (OIR) form (Attachment 5) to the Contracting Officer and Contracting Officer Representative outlined in the
SF1449
-Submit a Beyond Economical Repair (BER) form (Attachment 4) to the Contracting Officer and Contracting Officer Representative outlined in the SF1449
-Return the units per the instruction in Section 7 ensuring to comply with Attachment 3, Military Packaging and Marking Instructions
F. Mark all packages with the appropriate markings as listed in Section-7B or Section-7C.
G. Ship all repaired and BER units to the address listed in Section-7A.

6. UNITS BEYOND ECONOMICAL REPAIR (BER)
Units not repaired shall be returned as follows:
A. Mark the item’s packaging with Condition Code “H” with the corresponding barcode label listed in Section-5C to show the item was not serviced.
B. Return the unit/s to SFLC as listed in Section-5A in accordance with SFLC ICP Packaging Requirements.
7. SHIPPING/PACKAGING
All units must be shipped FOB Destination to SFLC at the Address below in accordance with the SFLC ICP Packaging Requirements Document.

8. DELIVERABLES
A. Vendor must provide a report to the COR within 30 days of award listing the faulty component(s) in each Furuno Antenna Pedestal.
B. All Units are requested to be repaired or units that are BER must be delivered within 60 days of award to the Address listed above in Section-7A.
Note: Early and Partial Deliveries are Acceptable and Appreciated.
9. SECTION 508 REQUIREMENTS
Section 508 does not apply to your deliverables.
