UNITED STATES DEPARTMENT OF THE INTERIOR

Bureau of Land Management

Colorado Field Office Denver Federal Center Building 40

Lakewood, CO 80225

Statement of Work Garmin InReach Service Subscription

In support of Bureau of Land Management Colorado

A. Introduction

The Bureau of Land Management (BLM) Colorado conducts remote field operations throughout millions of acres of remote and mountainous terrain. Field going staff have daily check-in requirements along with the need to communicate logistics or emergencies as required by safety policy identified in the BLM Safety and Health Manual-1112-1 and the DOI Safety and Health for Field Operations handbook.

Additionally, BLM law enforcement officers and emergency response employees utilize these devices in disaster areas or during special operations where other means of communication are non-existent, damaged or don’t allow for group messaging in a closed communication loop. Often, mission related work is conducted in areas far from cellular service or radio service. Reliable satellite communications are critical to successful and safe field operations year-round.

Incorporating the Garmin InReach and a web-based monitoring and tracking communications platform for all devices while use in remote areas and communication dead zones allows for continuous communication links between working groups and emergency services. Supervisors, managers and co-workers are able to use the web-based program to communicate directly to the devices in the field or identify approximate location, in the event of an emergency or non-response. This proposal would provide critical and required equipment for all personnel conducting field operations in Colorado by:

• Having the ability to closely monitor and communicate with employees traveling in remote locations that generally do not have other communication options. This drastically improves check-in requirements, emergency response times, accuracy of any mishap or additional resource needs.

• Law enforcement entities and emergency responders (wildland firefighters) have vital communication links during disaster response, during special operations on the border regions, or just in communication dead zones of Colorado.

B. Scope of Work

The Contractor shall provide service subscriptions and application services for up to 120 Garmin inReach devices for one year with three option years on a variety of seasonal plans beginning June 1, 2025.
