About this file

This Statement of Work (SOW) details a parking lot repair and concrete pad construction project for the USDA Center for Grain and Animal Health Research (CGAHR) in Manhattan, Kansas. The project requires comprehensive parking lot maintenance including cleaning and resealing surface cracks in east and west parking lots, patching asphalt potholes in the west parking lot, repairing concrete driveway entrance holes, and constructing two new concrete pads: one for a liquid nitrogen bulk tank and another for an in-ground mounted bike rack.

The project scope includes specific technical requirements such as removing loose materials, ensuring proper base aggregation, applying new asphalt and concrete, and precise pad construction specifications. The contractor must have skilled road maintenance technicians, provide all necessary materials and equipment, obtain required permits, and complete work within 30 days of starting, contingent on moderate temperatures above freezing. The acquisition is a 100% small business set-aside under NAICS code 237310, with a project magnitude between $25,000 and $100,000. The project will be performed at 1515 College Avenue, Manhattan, KS, 66502, with final inspection and verification by the government's location monitor.

A. Introduction

The USDA Grain and Animal Health Research Center (CGAHR) at 1515 College Avenue, Manhattan KS, 66502 has a need for the following repairs and construction. All the parking lot surfaces need to have surface cracks in the blacktop cleaned and resealed. The west parking lot has three areas that are damaged and needing repair. In addition, two concrete pads need to be poured: one to hold a liquid nitrogen bulk tank and the other for an in-ground mounted bike rack.

B. Background

The parking lot has been in service for over 50 years. The parking lot was resurfaced in 2011, and in 2014 cracks in the asphalt were cleaned up and resealed. However, new cracks have opened and need to be filled. Several areas have become damaged due to truck activity and need to be restored to their original conditions.

There is a need for additional liquid nitrogen storage capacity for the Insectary and Cell Culture

Laboratory at CGAHR. We will be renting a large bulk tank, but prior to installation of this tank, a concrete pad needs to be installed to support the tank.

The front of CGAHR currently has an old metal bike rack, but it is set on gravel and not attached to the ground. To provide a cleaner look, and better security for visitors and staff that ride their bikes to our location we want to install a concrete pad that will support a 7 foot long in-ground mounted bike rack and provide a flat surface to which people can secure their bikes.

C. Scope

1. The West parking lot has three areas that are needing patched and repaired.

2. The west and east parking lots need all cracks cleaned and resealed.

3. The north concrete driveway entrance area in the west parking lot needs cracks and impressions repaired and sealed.

4. The East front parking lot entrance to the building needs a concrete bicycle rack built.

5. On the side of building #2 we need the asphalt removed and a concrete pad poured fori setting a large nitrogen tank on.

D. An onsite walkthrough is necessary before a bid can be accepted
