STATEMENT OF WORK (SOW)
1. SCOPE: The contractor shall provide all tools, materials, equipment, personnel, transportation, and any related items and logistics necessary to perform pyrotechnics demonstration in the 2025 Wings Over Wayne (WoW) Air Show, May 3-4, 2025 on Seymour Johnson Air Force Base, NC. The contractor must be in good standing with International Council of Air Shows (ICAS).
2. MATERIALS: The following shall be provided by the contractor:
a. One (1) pyrotechnics demonstration for Seymour Johnson Combined Arms Demonstration
(CAD) per day (3 and 4 May 2025). Shots for the CAD consists of eight (each) 50 bullet strafes, eight (each) double bomb effects, and one (each) wall of fire.
b. The Special Effects Team shall possess required Federal BATF&E licenses.
The following will be provided by the customer:
a. Contractor will advise vehicles that are required (type and quantity), and Seymour Johnson will provide the vehicles.
b. Contractor will advise the number of rooms required, and Seymour Johnson will provide the lodging. Rooms are expected to be booked for Check-in May 1st, 2025 and Check-out May 5th, 2025.
c. Contractor will provide the approximate amount and specification of fuel required for the pyrotechnics demonstration, and Seymour Johnson will provide the fuel.
d. Seymour Johnson will provide transportation of the pyrotechnic crew to and from the nearest commercial airport.
e. Due to the unique nature of the pyro operations, the airshow will provide a POC to support the pyro team. The POC should be dedicated to the pyro team and should be available to support the team prior to the show as well as during the show.
f. Due to typical show timing and location of the pyro box, the pyro team is unable to take advantage of typical performer tent and food and water. The airshow will make accommodations for lunch to be provided for the pyro team (box lunches are acceptable) and two cases of water per day.
g. The airshow will provide a porta-john for the pyro team that is easily accessible by the pyro team without crossing runways.
h. Legal storage of explosive materials is required. If local approved explosive bunkers are available, we suggest use of these. If portable magazine bunkers are required, the show must pay the rental, delivery and pick up of same. SJAFB may make available a location for storage of the explosives for the special effects with advance coordination and approval, but military personnel may not assist in the handling or transportation of the explosive material.
The contractor would be required to transport and provide the storage device that holds the material (e.g. a trailer).
i. The pyro area (box) will consist of a space 1200’ x 600’ that is positioned at least 500’ from the crowd line at the show center. The pyro box will be clear of towers and obstructions that could interfere with the pyrotechnic performance. The customer will pre burn the pyro box, and at least 100’ on all sides of the pyro box, at least one week prior to the airshow to enable effective control of fire during and after the performance. The pre burn is essential to ensure the show is not interrupted due to fires caused by the special effects. If for any reason the pyro box cannot be pre burned, then the pyro box plus 100’ on all sides shall be mowed to 1 ½” height and all clippings shall be removed from the area. Additionally, a fire apparatus appropriately equipped for responding to grass fires will be positioned next to the pyro box prior to the pyrotechnics demonstration to support rapid response to extinguish fires created by the special effects. Due to possible liability and safety considerations, if the pyro box is not suitably prepped prior to the pyrotechnics demonstration, the contractor will not be able to perform their demonstration.
j. The airshow will provide two pressurized water 2A fire extinguishers, and two 20lb. BC fire extinguishers for use by the pyro team.
3. LOCATION: This performance is to be accomplished on Seymour Johnson Air Force Base, Goldsboro, North Carolina, May 1st, 2025 to May 5th, 2025.
4. EMPLOYEES: The contractor shall ensure all employees working on Seymour Johnson Air
Force Base possess proper identification and/or citizenship documentation. Under the Immigration and Nationality Act (INA), employers may hire only persons who may legally work in the United States (i.e., citizens and nationals of the U.S.) and aliens authorized to work in the U.S. The employer must verify the identity and employment eligibility of anyone to be hired.

5. CONFIDENTIALILY: All terms and conditions set forth in this contract shall remain confidential between the Contractor and the Customer and its agents.
6. INSURANCE: The Contractor agrees to indemnify and hold harmless the United States Air Force, its invitees, heirs, and assigns from all liability and against any demands, actions, or causes of actions arising out of or relating to Contractor’s participation in the WoW Air Show 2025 including costs, expenses, and attorney’s fees associated with said actions or causes of action.
Contractor has in effect a policy of insurance, including liability insurance, covering such events.
7. CANCELLATION: The Contracting Officer (in concert with the Seymour Johnson Air Show
Director) is the Sole Authority to cancel the agreement. Cancellation of the agreement by the Contracting Officer due to weather, natural disaster, Force Protection issues, or military contingency will not constitute breach of contract or subject the Sponsor to any liability for damages, if cancelled before scheduled arrival date of Supplier.
