About this file
This document is a Statement of Work (SOW) for the United States Air Force (USAF) Mission Planning Systems (MPS) program, titled "Project: BLUE OCEANS". The USAF requires the purchase of high-performance 2-in-1 detachable tablet computers with keyboard docking stations, along with associated peripherals and accessories. The entire package must meet strict technical and functional specifications, including prohibitions on wireless communications, built-in microphones, and cameras. The USAF intends to purchase between 652 and 1,861 units, with the contract including a 4-year parts and labor warranty. The contractor must provide ISTA-certified packaging, adhere to specific labeling requirements, and meet delivery schedules. The contract also includes an early production option for 15 units and a first article inspection process. Key performance requirements include minimum CPU, graphics, and storage specifications, as well as compliance with various military standards.

1. Introduction
The United States Air Force (USAF) Mission Planning Systems (MPS) is a collaborative Department of Defense (DoD) program that leverages technical solutions and practices for all DoD aerial platforms. The Mission Planning equipment is a critical component for the USAF to effectively plan and coordinate operations worldwide.
The Mission Planning equipment must function seamlessly in both connected and disconnected network environments. This dual-mode capability is crucial for supporting USAF operations across diverse locations, including those with restricted or inconsistent internet access.
The USAF intends to deploy these devices across a spectrum of operational environments, encompassing standard office settings, austere locations, and areas exposed to inclement weather. The devices must be engineered to operate effectively in both enclosed spaces and open-air settings, potentially lacking temperature control systems. This versatile design ensures functionality across various deployment scenarios, from climate-controlled facilities to challenging field locations where environmental conditions may be unpredictable and harsh.
The USAF’s intent is to centrally store and distribute these Mission Planning equipment items through the USAF Supply System. This centralized management will ensure efficient and coordinated logistics, enabling the USAF to deploy the necessary equipment when and where it is needed.
This SOW outlines the technical specifications and requirements for the Mission Planning Aircrew Computer Procurement, "Project: BLUE OCEANS" for the USAF. The USAF requires the purchase of a best-in-class 2-in-1 Detachable Tablet Device, along with associated peripherals, packaged in a durable, cardboard box.
Adherence to the specifications outlined in this Statement of Work (SOW) is crucial to guarantee the safe, timely, and reliable operation of the MPS. Consistent performance is paramount to the success of USAF operations.

5. Packaging and Labeling Requirements All packaging and labeling specifications shall be strictly adhered to in a consistent manner. These items shall be packaged to provide safe storage and shipment. System components must remain capable of their operational function after being subjected to shocks and vibrations induced when transported by air, rail, sea, and when ground transported by forklift and/or truck over unimproved terrain.
Items identified for CLINs 0005 – 0012, shall be individually packaged, ready for immediate reshipment.
These Item shall be secured to prevent tampering and pilferage through use of tamper-proof sealing tape applied to the outermost cardboard box.
5.1 Packaging Requirements
For all packaged end items weighing more than 2 pounds, the Contractor is required to obtain International Safe Transit Association (ISTA) certification before shipping the First Articles to the United States Air Force (USAF). This certification process involves submitting representative samples of Item A and Item B to a certified ISTA laboratory for testing and evaluation. However, an exception to ISTA testing is granted for components that are already certified to MIL-STD 810 for 4' drop shock.
The specific ISTA certification procedure is primarily determined by the size and weight of the packaged end item, as well as the intended method of shipment. Given that the USAF typically reships items using Less-Than-Truckload (LTL) and/or parcel delivery methods, Test Procedure 3B is likely the most appropriate choice for these Items, based on their expected size and weight. The Contractor must ensure that the packaged end items successfully pass the selected ISTA certification procedure, unless exempt due to MIL-STD 810 certification. It's important to note that ISTA certification is not required for Contract Line-Item Numbers (CLINs) 0001-0005, which are designated as Evaluation and Early Production Items.
Immediately following the ISTA assessment (or MIL-STD 810 certification review for exempt items), a functional assessment of the tested devices shall be conducted. To be considered acceptable (Pass), devices must be capable of immediate operation after the assessment. The ISTA report or MIL-STD 810 certification documentation should include documentation of all physical damage, including cosmetic scratches. The complete report must be provided to the Government with or before the delivery of the First Articles.

Failure to successfully deliver (in a timely manner) an acceptable First Article within the terms of the executed Delivery Order can be used a basis for contract termination.
10. Quality Assurance Inspections The Government shall, at their discretion, conduct Quality Control or “Pre-shipment” inspection of the Item(s) supplied after First Article Acceptance in performance of this SOW. The Contractor shall coordinate with a designated Government representative to conduct a “Pre-Shipment” Inspection before any shipments are made to the Government. Inspections will occur at the Contractor’s factory or integration facilities immediately prior to shipment. Contractor shall provide a completed DD Form 250 to the Government representative prior to this inspection. The inspection usually consists of a sampling from the order ready for shipment. Sample size is at the discretion of the Government. Process normally entails visual inspection and may include brief operational testing. Adequate space and resources shall be made available by the Contractor to accomplish inspection(s).
In instances where on-site inspection is impractical or not possible, the Contractor shall provide required photographic evidence of Items and pallets ready for shipment.
Shipments shall not occur without the Government’s approval. Government representative will sign Contractor provided DD Form 250 and provide other important documents for shipment to occur.
