Building 993, Fort Vancouver National Historic Site, Custodial Contract-Statement of Work

1.0 BACKGROUND AND PURPOSE

1.1 General: This is a non-personal services contract to provide janitorial services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.

Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.2 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, services, facilities, transportation, tools, materials, supervision, permits, licenses, insurance and other items and non-personal services necessary to perform janitorial services as defined in this Scope of Work (SOW) except for those items specified as Government furnished property and services.

1.3 Objectives: The goal of this SOW is to provide information that assists the Contractor with providing janitorial services and supplies that meet the following objectives -

• Provide a healthy and safe environment for employees and visitors.

• Support Government efforts for sustainable and energy efficient facilities.

• Protect quality of Government property by employing cleaning processes meeting manufacturer’s instructions.

• Eliminate prescriptive requirements that inhibit efficiency and cost control.

1.4 Background: Building 993 is located within Fort Vancouver National Historic Site in Vancouver, WA, at 993 McClellan Road, Vancouver, WA, 98661. Building 993 has approximately 2,945 total square feet to be cleaned and serviced on three floors in the base contract, consisting of a “core” between two wings on either side of the building occupied by Federal Government Agencies. Options included in this contract are specific to those wings of the Building 993. The West wing is occupied by United States Fish and Wildlife Service (FWS), 12,585 SF of office space across 3 floors. The East wing is occupied by United States Bureau of Indian Affairs, 12,641 SF of office space across 3 floors. See (separate attachment) for site plan and building floor area plans.

2.0 DEFINITIONS

The following list provides definitions for terms used in this Performance Work Statement:

2.1 Acceptable Quality Level (AQL): Maximum error rate acceptable when the result of a performance objective is compared to a standard.

2.2 Clean: Free of dirt, dust, spots, streaks, stains, smudges, litter, debris, and other residue.

2.3 Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the government.

2.4 Contracting Officer/CO: A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.5 Contracting Officer’s Representative (COR): An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.6 Exterior Entranceway: The area immediately in front of a building exterior door. The entranceway includes the entire covered walkway at the building main entrance and 10 lineal feet of sidewalk in each direction measured from the center of the door for all other exterior doors. If less than 10 feet of sidewalk exists in any direction the boundary is the edge of the sidewalk.

2.7 Concrete Walkways: Sidewalks located between the building and 5th Street on the North side of Building 993, between the building and the parking lot area on the South side of Building 993, and between the building and the field on the North side of Building 993.

2.8 Performance Objective: The end result of a required service or supplied product.

2.9 Monitor: Pick up and dispose of loose leaves, trash, paper, and debris.

2.10 Disinfect: A process for hard inanimate surfaces undertaken to destroy or irreversibly inactivate infectious fungi and bacteria.

2.11 Green Cleaning: Cleaning activities that by process and use of a systems approach to cleaning protects human health and the environment.

2.12 Quality Assurance Surveillance Plan (QASP): An organized written document specifying the QASP methodology used by the Government to monitor and verify that services provided by the contractor are performed according to contractual standards and requirements.

2.13 Quality Control: Measures performed by the Contractor to assure the quality and fidelity of products and janitorial services provided to the COR assigned to the contract.

2.14 Sanitize: Processes intended to reduce but not necessarily eliminate microorganisms from the inanimate environment to levels considered safe as determined by public health codes or regulations.

2.15 Standard: Criterion against which the performance objective is measured.

2.16 Standard Operating Procedure (SOP): A set of written guidelines that govern cleaning procedures, chemical handling and tracking, equipment maintenance and operational procedures, communication protocols, training and inspection, and reporting and record keeping.

2.17 Unsatisfactory Performance: A service output that does not meet the standard of performance associated with contract requirements.

2.18 Vulnerable/Sensitive Employee: Government employees who are more susceptible than the general population to chemicals and products that might pose a risk to human health.

3.0 APPLICABLE CONTRACT INFORMATION

3.1 Contract Time: The Contract time is 1 Base Year with 4 Optional years with other optional work items. Contract time will be accounted for on a calendar basis including Saturdays, Sundays, and Federal Holidays and will run continuously from the Notice to Proceed effective date.

3.2 Estimated Start Work Date: October 1, 2024

3.3 Hours of Operation: The Contractor shall perform the majority of the work by this Contract (unless otherwise proposed and accepted by the Contracting Officer) between 1800 hours and 2200 hours, during the standard work week, Monday through Friday. The only exclusion to these days will include Federal Holidays or days designated by Federal Statute, Executive Order, or Presidential Proclamation. Known Government observed holidays are:

New Year's Day – 1st day of January Martin Luther King, Jr's. birthday – 3rd Monday of January President's Day – 3rd Monday of February Memorial Day - last Monday of May Juneteenth Day – 19th of June Independence Day – 4th of July Labor Day – 1st Monday of September Columbus Day – 9th Monday of October Veteran's Day – 11th day of November Thanksgiving Day – 4th Thursday of November Christmas Day - 25th of December When a holiday falls on a Saturday, the preceding Friday is observed. When a holiday falls on a Sunday, the following Monday is observed. Observance of such days by Government personnel shall not by itself be cause for an additional period of performance or for entitlement of compensation, except as set forth within this Contract. The Government reserves the right to close its facilities due to weather conditions or medical emergencies as necessary. If the office is closed due to inclement weather or for any other reason, the COR will notify the Contractor as soon as closure is known.

4.0 TIMING LIMITATIONS, TECHNICAL REQUIREMENTS, SCHEDULE, AND

DELIVERABLES

4.1 Timing Limitations: The following timing limitations are applicable to the Contractor Schedule.

1. Work shall be accomplished between 1800 hours and 2200 hours, during the standard work week, Monday through Friday.

2. The lunchroom/breakrooms shall not be cleaned during Government events in the lunchroom/breakrooms.

3. Conference rooms shall not be cleaned when they are occupied by Government employees.

4.2 Technical Requirements for Building 993 (Applies to Base Year and Option Period Years Two through Four): The Contractor shall accomplish the following technical requirements and adhere to frequencies noted in parenthesis for respective service area.

General Requirements

1. Provide all equipment, tools, and materials necessary to perform janitorial services.

2. Provide bathroom supplies, recycle/waste can liners and facility sanitary paper products.

3. Maintain and manage at all times, an on-hand 14-day stock of janitorial supplies, materials, and tools. Stock/fill bathroom product dispensers, such as toilet paper, toilet seat cover dispensers in all bathrooms. Supply and change out urinal tablets. Stock/fill paper towel dispensers in all bathrooms/breakrooms/kitchenettes where applicable. Stock/fill soap dispensers in all bathrooms/breakrooms/kitchenettes where applicable. Segregate bathroom cleaning tools and material from other cleaning tools and materials. Clean and maintain storage and janitorial closets in a neat and safe condition.

4. Trash and Recycling – Monitor areas around trash and recycling containers for loose trash or recycling. Empty all trash containers and replace liners as necessary. Empty all recycling containers. This includes removing broken down cardboard boxes). Empty trash and recycling into the appropriate collection dumpsters. (Perform daily Monday – Friday).

5. Water fountains/Door push plates, and Door knobs – Disinfect and wipe down all water fountains and water bottle dispenser stations, door push plates, and door knobs throughout buildings (Perform daily Monday – Friday).

6. Interior walls/Doors/Windows/Window Sills - Disinfect and wipe down interior walls, doors, and interior glass windows located throughout the buildings. Dust or wipe down window sills and examine for and address cobwebs (especially in light fixtures and window sills) (Perform once weekly).

7. Window blinds/Air grills – Vacuum, brush, and/or dust window blinds and HVAC air grills throughout the buildings. Pull filter on floor HVAC units and vacuum. (Perform once weekly).

8. Provide electronic or hardcopy forms for use by facility occupants to provide feedback and comments on level of service.

9. Adhere to industry best practices for cleaning and/or disinfecting stainless steel surfaces to avoid damage to finish.

Base Service Area Requirements (Applies to Base Year and Option Period Years Two through Four):

10. Bathrooms – Disinfect and wipe down mirrors, sinks, faucets, handles and sink countertops, disinfect and scrub toilets/toilet seats and urinals, disinfect and wipe down bathroom walls, doors, dispenser units, and bathroom stall partitions, disinfect, scrub and rinse down shower stalls, sweep and mop bathroom floors. Refill all required bathroom dispensers with product.

Supply and change out urinal tablets. Empty all trash containers, sanitary containers and replace liners. (Perform daily Monday – Friday).

11. Entranceways/Porches/Patio – Sweep at all door entranceways, porches and concrete patio Remove dirt, debris, leaves, pinecones, bird/animal droppings, etc. that are present. Vacuum indoor and outdoor rugs and mats (Perform daily Monday – Friday).

12. Elevator - Vacuum floor. Disinfect and wife down exterior and interior buttons and touch plates.

(Perform daily Monday – Friday).

13. Hallways/Stairways/Floor Base Molding– Sweep and mop hardwood floors including floor base molding and vacuum carpeted areas, in all hallways and stairways throughout the buildings.

(Perform once weekly).

14. Ceiling Fans – Clear fan blades of dust. (Perform quarterly)

15. Deep Clean Carpets and Hardwood Floors – Shampoo and wet vacuum carpeted floors), sweep, mop, and apply protective coatings to hardwood floors. (Perform once annually).

Option Item Requirements (Applies to Option Items 1 and 2, Base Year, and Option Years One through Year Four): Optional cost items are pre-priced services or supplies but are not included in the base contract price. NPS will perform a contract modification if any optional items are to be exercised.

The Contractor shall provide a price for the following option items in their proposal response to the Government’s solicitation. Unless otherwise specified, each option item is assumed as a single performance item.

West Wing (FWS) Option Item 1

1. Office/Cubicle Areas/Conference Rooms – Dust desktops, tables and chair arms, vacuum general area and under carpeted desk areas, tables, bookcases (on legs), sweep and mop general area and under hardwood or linoleum desk areas, tables, bookcases (on legs), empty all trash containers and replace liners as necessary, empty all recycling containers (Perform once weekly).

2. Breakrooms/Kitchenette – Disinfect and wipe down sinks, faucets, handles, sink countertops, cupboards, refrigerators (outside), tables and chairs. Sweep and mop breakroom floors including under tables and chairs. Refill all required breakroom/kitchenette dispensers with product. Empty all trash containers in breakrooms/kitchenettes and replace liners. Empty all recycling in breakrooms/kitchenettes (Perform daily Monday – Friday).

3. Hallways/Stairways/Floor Base Molding– Sweep and mop hardwood floors including floor base molding and vacuum carpeted areas, in all hallways and stairways throughout the buildings.

(Perform once weekly).

4. Deep Clean Carpets and Hardwood Floors – Shampoo and wet vacuum carpeted floors), sweep, mop, and apply protective coatings to hardwood floors. (Perform once annually).

East Wing (BIA) Option Item 2

1. Office/Cubicle Areas/Conference Rooms – Dust desktops, tables and chair arms, vacuum general area and under carpeted desk areas, tables, bookcases (on legs), sweep and mop general area and under hardwood or linoleum desk areas, tables, bookcases (on legs), empty all trash containers and replace liners as necessary, empty all recycling containers (Perform once weekly).

2. Breakrooms/Kitchenette – Disinfect and wipe down sinks, faucets, handles, sink countertops, cupboards, refrigerators (outside), tables and chairs. Sweep and mop breakroom floors including under tables and chairs. Refill all required breakroom/kitchenette dispensers with product. Empty all trash containers in breakrooms/kitchenettes and replace liners. Empty all recycling in breakrooms/kitchenettes (Perform daily Monday – Friday).

3. Hallways/Stairways/Floor Base Molding– Sweep and mop hardwood floors including floor base molding and vacuum carpeted areas, in all hallways and stairways throughout the buildings.

(Perform once weekly).

4. Deep Clean Carpets and Hardwood Floors – Shampoo and wet vacuum carpeted floors), sweep, mop, and apply protective coatings to hardwood floors. (Perform once annually).

5. Gallery - BIA Gallery space, (1,225) SF. This space to be treated as conference room with the exclusion of displayed art. These items are not to be dusted, cleaned, nor moved for cleaning walls/carpets, etc.

Optional/Emergency Services – Upon notification of the COR, the contractor shall perform emergency or special event cleaning required in any building, area, or room covered under this contract or as area as designated by the COR. These services will be based on a daily rate and will be billed separately to the COR with a copy to the CO. Should services not be required for an entire day, the contractor will be guaranteed a prorated payment of a minimum of 3 hours (unless the work was not performed in a

The CO shall order cleaning services through the issuance of a statement of required services per the line item on the contract at which time the contractor will provide a total price for that service which efficiently uses the bid price per day on the original contract for appropriate and required work task(s). Most services will not require more than 1 day of additional work. The CO or COR will notify the contractor as soon as a special event requirement is known, but no less than 24 hours prior to the event. For emergency services, the contractor shall begin emergency work, at such time as determined by the COR (but no later than 24 hours after notification). Notification may be verbal. A completion schedule shall be determined for each requested special or emergency work. Should the contractor be unable to provide the service, he/she must notify the COR immediately and may refuse the work. In addition, this line item does not guarantee the work to the contractor and does not preclude the Government from seeking the same service from another contractor.

4.0 Additional Information:

In accordance with FAR 28.303 Insurance against loss of or damage to Government Property, the Contractor shall be liable for damage to Government property.

4.1 Deliverables:

If Contractor elects to use an alternative cleaning/chemical product that does not adhere to Section 5.0 Cleaning/Chemical

Product Regulations, then Contractor shall submit a materials certification to be approved by

COR.

* It should be noted that the Government reserves the right to conduct periodic cleaning supply checks. If Contractor does not notify Government of alternative products used, then appropriate documentation and action will follow.

5.0 CLEANING/CHEMICAL PRODUCT REGULATIONS

5.1 Sustainability and Energy Savings: The government has implemented a number of sustainable practices and processes throughout its facilities. The contractor in its role as the janitorial supplies and services provider can have a substantial impact on the level of sustainability and energy/water usage. The following listed is the minimum level of participation by the contractor with sustainability and energy/water saving practices for work performed –

• Materials, products, supplies, and equipment shall support sustainability, energy efficiency, and/or water economy to the maximum extent possible consistent with economical and effective janitorial activities.

• Contractor work practices shall identify specific activities performed by its personnel that support sustainability and energy/water use economy.

• Each of the Contractor’s employees before beginning a work assignment, shall receive training on the sustainable and energy/water saving activities.

5.2 Contractor Furnished Supplies: The Contractor shall furnish all equipment, supplies, cleaning solutions, powders, and other incidentals necessary to perform work under the contract. Contractor furnished supplies shall include, but is not limited to non-slip floor wax, germicidal detergents, spot cleaners for rugs, wall cleaners, and glass cleaners necessary to perform the contract.

5.3 Chemical Products: The Contractor must comply with the Federal Acquisition Regulation to provide biobased products. All custodial cleaning products required in the performance of this SOW shall be biobased and meet as a minimum, Green Seal Product Standards (http://greenseal.org). Biobased products that are designated for preferred procurement under USDA’s BioPreferred program must meet the required minimum biobased content standards as listed below:

5.4 Biobased Product Certification Background: Congress passed a law to encourage the purchase of biobased products: The Farm Security and Rural Investment Act, Section 9002. Federal agencies must purchase designated biobased products and will establish agency preferential procurement programs for such products. Benefits of biobased products are to: enhance the nation’s energy security by substituting domestically produced biobased products for fossil-fuel-based products derived from imported oil and natural gas; improve demands for biobased products to increase demand for agricultural commodities, which are the feedstock of biobased products; spur the development of value added agricultural processing and manufacturing in rural communities, which would create new jobs and income in rural regions; and establish an healthier environment for users.

5.5 Biobased Products to Be Provided by the Contractor: The following is a list of products USDA requires for custodial purposes. It is desirable that vendors be able to supply the greatest number of biobased products listed meeting the health and environmental specifications. Labeling should be printed on all containers. The products must meet the required content levels as stated in the USDA Final Rule for that item.

5.6 Alternative Chemical Products: The Contractor shall adhere to the biobased products described above.

If the Contractor elects to use an alternative cleaning/chemical product, then a materials certification must be submitted to the COR for approval (See Section 4.5 Deliverables Table for more information).

5.7 Chemical Product Inventory: The Contractor shall maintain the smallest possible inventory of chemical products as necessary to meet immediate needs. All chemical containers will have the appropriate label, tag or marking prominently displayed that indicated the identity, safety and health hazards. The label used to identify the product must be identical to the product name on the Safety Data Sheets (SDS).

Portable containers which contain a small amount of chemical need not be labeled if they are used immediately during that shift, but must be under the strict control of the Contractor employee using the product.

• The inventory shall include the following:

• Name of the Manufacturer:

• Quantities stored on-site and locations of storage area

• Copies of the product Safety Data Sheets (SDS)

• The inventory shall be updated whenever products are added or removed from use.

5.8 Additional Note: The COR will be made aware of any Government employee’s sensitivities or negative reactions to cleaning/chemical products and shall notify the Contractor. The Contractor shall use a different cleaning product if available or not clean around the impacted Government employee while they are in the area.

5.9 Non-Chemical Products: All non-chemical products proposed for use under this contract whether furnished by the Government or the Contractor must conform to the Environmental Protection Agency (EPA) Comprehensive Procurement Guidelines (CPG): https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program for recovered (recycled) content, if the products are CPG designated items. Requirements for bathroom tissue, paper towels and trash bags are explicitly stated below:

• Bathroom Tissue – The bathroom tissue must contain at least 20-100% recovered fiber, including at least 20-60% post-consumer fiber.

• Paper Towels – The paper towels must contain at least 40-100% recovered fiber, including at least 40- 60% post-consumer fiber.

• Plastic Trash Bags – The plastic trash bags must contain at least 10-100% post-consumer content.

• For non-chemical products that are not CPG-designated, it is desirable for those products to meet the desired objective (e.g., ability to clean effectively) and contain the highest-possible amounts (by percentage) of recovered material(s) and postconsumer content, unless specific content requirements are set by the Forest Service.

5.10 Supplies, Material and Equipment to be provided by the Contractor: Unless otherwise specified herein, the Contractor shall furnish all supplies, materials and equipment necessary for the performance of work under this contract. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. All supplies, materials and equipment to be used in the performance of work described herein are subject to approval of the Contracting Officer’s Representative

(COR).

6.0 GOVERNMENT FURNISHED PROPERTY

6.1 Government Furnished Property: The following is a list of Government Furnished Property that the Contractor may make appropriate use of –

• Electrical power for existing outlets to operate the equipment used in this contract. Additional outlets required in the operation will be the responsibility of the contractor.

• Hot and cold water exclusively limited to the sources currently existing in the building.

• Drain sink for disposal of water-based cleaning solutions generating during cleaning operations.

• Restrooms and sanitary facilities for use by janitorial staff.

• Heating, ventilation, and air conditioning to the building during the working hours of building occupants.

• Trash and recycling receptables unless otherwise stated in this contract.

• Storage areas for supplies.

8.0 CONTRACTOR’S KEY PERSONNEL

8.1 Requirements: Contractor shall provide key personnel and qualifications associated with contract requirements.

9.0 SECURITY REQUIREMENTS

9.1 Contractor Employee Security Screening: The Contractor shall ensure that each of their employees working at the facility has successfully NPS security screening prior to working in the building. The Contractor is responsible for contractor employee labor cost associated with obtaining NPS security clearance. The Contractor is responsible for planning and schedule leave time of its employees. The Contractor shall ensure that employees filling in for personnel on leave have received an NPS security clearance prior to working at the facility.

9.2 Contract Employee Absence: In the event of a Contractor employee’s unexpected absence, the Contractor may have an employee who has not satisfactorily completed NPS security screening, perform the work of the absent employee(s). Non-cleared personnel may be granted access to the building by complying with the following: Non-cleared employees shall be escorted at all times by a cleared contractor employee.

9.3 Building Access: Contractor employees shall be issued keys, passwords, and/or security access devices as needed to provide them access to normally locked areas. Contractor shall not leave a secured spaced unattended or open during cleaning. Locked rooms shall be locked after cleaning. Access keys shall remain on Federal property.

9.4 Lost Articles: Lost and found articles shall be turned into the COR.

9.5 Items for Repair: Burned out lights, dripping faucets, and other items that need repair shall be reported to the COR.

9.6 Government Electrical Equipment: Contractor shall not disconnect equipment in the building from electrical outlets without prior approval from the COR.

9.7 Safety Data Sheets: Contractor shall maintain up-to-date SDS’s for supplies and materials provided by the Contractor. The SDS’s shall be kept at the janitor closet.

12.0 SAFETY REQUIREMENTS

12.1 The contractor shall comply with all OSHA requirements and other binding regulatory agencies for record keeping and reporting for all accidents. Accidents to include those resulting in trauma, death, occupational disease, environmental damage, or motor vehicle related shall be reported. In all cases, the contractor shall provide an oral report to the COR within twenty-four (24) hours and a sworn statement in writing (signed and dated) within three working days from the occurrence of the accident.
