PART 1: GENERAL
1.1 DESCRIPTION
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform tank inspection and cleaning for five (5) potable water storage tanks and one potable water storage reservoir building within Lake Roosevelt National Recreation Area.
A. Inspect the interior and exterior of tanks and reservoir. Inspection shall include structural, sanitary, safety, security, and coating conditions. Items inspected shall include piping (supply, drain, and overflow), ladders, shell, roof, vents, hatches, covers, seals, welds, seams, bolts, foundations, anchors, safety systems, and cathodic protection anodes, where present.
Identify any deterioration or deficiencies that may require repairs.
B. Clean tank interiors as needed, including the removal of sediment or debris build-up from floor, walls, ladder, and piping, without creating turbidity.
Contractor shall be responsible for disposal of sediment and any contaminants in accordance with applicable laws or regulations. Discharge of wastewater shall be filtered and routed through a de-chlorination process with a final chlorine residual of <0.20 ppm for water to be discharged onsite.
C. Repair of minor cracks and corrosion identified during the inspection and cleaning shall be made with NSF/ANSI 61 certified epoxy or polyurethane material in accordance with manufacturer recommendations and as appropriate for the specific tank material.
D. Provide DVDs of interior inspections and provide an electronic and hard copy report summarizing work and findings. Report shall describe any deficiencies (including photographs of deficiencies) and recommend corrective actions, including an estimate of cost for each corrective action not completed with the inspection and cleaning.
E. All interior inspections, cleaning and minor repairs shall be conducted by divers or robotic means while the tanks are in service. Equipment shall be clean and disinfected prior to entering the tanks. Ensure water remains in a potable condition while work is conducted and upon completion of the work.
F. All work will be performed under a single contract.
Clean & Inspect Water Storage Tanks 01 11 00-2 SUMMARY OF WORK
1.2 BACKGROUND
A. The park maintains and annually inspects multiple public water systems and storage tank infrastructure. Over time, tanks accumulate sediment which in turn incurs poor water quality and increased maintenance time and cost.
Inspecting, cleaning, identifying, and correcting any deficiencies will restore water quality and minimize future maintenance requirements.
B. All reservoirs, except Fort Spokane Reservoir Building which has a man door, have top entry hatches that are at least 24” in width with exterior access ladders, if needed. Most but not all sites are accessible to standard four-wheel drive vehicles with support trailers, although some sites have steep access roads with limited turnaround capacity that may require backing up or down narrow service roads. Electrical service is only available at the Fort Spokane Reservoir Building.
1. Spring Canyon: Tank is accessible off the main Spring Canyon Access Road via a 450 lineal foot gated gravel access road with room to turn-around at the water tank. The Spring Canyon tank is less than 15 minutes from Park Headquarters.
2. Porcupine Bay: Tank is accessible via a 450 lineal foot steep gated access road off the main Porcupine Bay Access Road adjacent to the campground entrance road. Typical drive time between Spring Canyon and the Porcupine Bay tank is just over 1 hour (approximately 65 miles).
3. Fort Spokane: Tanks are accessible via a 500 lineal foot relatively flat gated access road with no turn-around off Highway 25. The Reservoir Building is accessible via a 1700 lineal foot gravel road off the Visitor Center Access Road. The last 500 lineal feet is steep and rocky and there is limited turn-around room at the building. Typical drive time between Porcupine Bay and Fort Spokane tanks is about ½ hour (approximately 20 miles).
4. Hunters: Tank is accessible via a 300 lineal foot moderately steep access road with no turn-around. The access road is adjacent to the trailer dump station off the boat launch access road. Expected drive time between Fort Spokane and the Hunters tank is about ½ hour (approximately 20 miles).
C. Table 1 (below) provides basic construction information on the five water storage tanks to be inspected and cleaned, as described in this statement of work. Attachments provided with this solicitation contain photos of the tanks as limited drawings are available. Contractor shall verify and correct any discrepancies with data provided in Table 1 or the drawings. Corrections shall be highlighted in the final report.
