STATEMENT OF WORK (SOW)
Project: BRL Fuel Tank Removal
5/6/2024
Location: Biosciences Research Laboratory 1616 Albrecht Blvd N Fargo, ND 58102
GENERAL INFORMATION
1.0 Scope of Work: Remove underground diesel fuel tank.
2.0 Background: Decommissioned generator was fueled by diesel stored in an in-ground storage tank (IST). This tank must be removed and rendered inert for environmental safety concerns.
Items to be addressed by this contract:
Excavation and backfill of IST system located at USDA in North Fargo including:
• Excavation and removal of tank, dispenser, and all In-ground Storage Tank components.
• Backfill trench, compact and grade.
• Cleaning, rendering inert and removing the IST system in accordance with City and State regulations.
• Removal and disposal of existing IST content remnants.
• Removal and disposal of contaminated soil if soil contamination from fuel tank is found.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements
A. Excavation and Removal of existing diesel fuel tank in accordance with OSHA Regulations (especially with trenching and shoring requirements for safety).
• Conduct a thorough utility locate prior to digging. See attachment 2 for prior site survey information.
• Disconnect electrical components required to remove IST system.
• Remove existing concrete cap, tank, and slab, anchor straps, pump and pipe leading from tank into the adjacent building.
• Empty IST of all regulated substance and accumulated sludge, and purge vapors.
• Collect samples and access site to determine if any substance released.
• After the tanks are removed, native soil in the tank hold, pipe chases, dispenser, and remote fill-pipe area (if present), and the backfill must be checked (sampled) for the presence of a release. Collect environmental samples of soil or tank-hold excavation water (or both) from any excavated areas as soon as possible after first exposure to the atmosphere.
• Empty; disconnect; and plug, cap, or remove tank, piping, and ancillary equipment.
• Remove all pea gravel from and around the original placement of the IST.
• Provide safe slopes on the excavation sides per OSHA requirements as noted above.
B. Empty, clean, dispose, render removed tank inert, and dispose of existing fuel.
• Dispose of existing tank, fuel, and potentially contaminated soil according to local, state, and federal regulations.
• Removal of IST from site within 24 hours of excavation.
C. Backfill Trench and Grade to Level
• Compact new soil fill in level, loose lifts not greater than 8” thick from the base to the top. Be sure to compact the soil at a water content within -3 to +4 percentage points of the optimum water content to at least 95% of the maximum dry density of Standard Proctor, ASTM D698. Bench the new fill into the sides of the excavation with the benches being 12” to 18” high. The lean clay soil fill shall have a low potential for elastic movements. Area sandy clay or clayey sand is available, as long as the sand is uniformly mixed within the clay. The clayey sand shall have at least 20% clay content. The fill can have up to 15% natural gravel mixed in, but the maximum gravel size shall be 3 inches.
• If very moist soils exist, place a layer of screened crushed aggregate at the excavation base, from 8 to 10 inches thick. Compact the new soil fill upon this layer. The crushed aggregate shall have less than 12 percent passing the No. 40 Sieve and consist of crushed limestone or crushed Portland cement. River-run or pea gravel is not acceptable. Asphalt grindings are not acceptable. The aggregate shall have a nominal size of from ¾ to 1.5-inch, depending upon local availability. Place and pat the top of the aggregate with a backhoe to a firm condition. Compact the new fill soil directly upon this soil moisture cutoff layer of aggregate to grade and level.
• Add top layer of soil and seed for grass cover.
4.0 Government Furnished: Attachment 1 shows original IST blueprints. Attachment 2 shows a site survey for a future construction project that shows the location of the fuel tank and possible utilities around it.
5.0 Deliverables / Schedule:
• Submittals (must be received no more than 30 days after award):
o Provide work schedule, including schedule for delivery of equipment, no more than 30 days from the date of the award.
• Testing:
o Contractor will provide test results to verify contamination status and plans for remediation.
6.0 Travel: Not Applicable
7.0 Contractor’s Key Personnel: Contractor will ensure that a site supervisor is present during the project. Furthermore, the contractor shall provide proof that an OSHA certified “competent person” will maintain a presence at the work site whenever general or subcontractors are present. Contractor must have staff experienced in testing and handling contaminated materials.
8.0 Security Requirements: Contractor shall meet with the Maintenance Staff on 1st day of project to coordinate temporary parking permits, badges and keys as necessary. All contractors shall have a U.S. photo ID, such as U.S. Driver’s License or U.S. passport.
9.0 Data Rights: Not Applicable
10.0 Section 508 – Electronic and Information Technology Standards: Electronic submittals to include all reports are to be in Adobe file format.
11.0 Period of Performance: The performance period for this task is 60 days from notice to proceed with 30 days allotted for submittals and approvals and 30 days allotted for excavation and testing.
12.0 Cleanup: The construction site shall be kept clean and free of debris at all times. Disposal of the old equipment is required. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.
