About this file

This document is a Statement of Work for a federal contract opportunity related to color consulting services. The Library of Congress requires a professional color consultant to perform color science research and develop advanced imaging techniques to accurately and efficiently image cultural heritage collections in digital form. The work will support the Library's ongoing digitization program and its leadership of the Federal Agencies Digitization Guidelines Initiative (FADGI) Still Images Working Group. The contractor will research imaging prior art, adapt advanced techniques for reflective and transmissive digitization, investigate improved processes, and research the feasibility of techniques to accurately render images as seen by the human eye. The contractor will provide the Library with two research reports per year over a 4-year period. The contract is a sole-source firm fixed price award to Avian Rochester LLC, valued above the simplified acquisition threshold, with a period of performance from 08/05/2024 to 08/04/2029.

Statement of Work - Color Consulting Services

C.1. OVERVIEW / BACKGROUND

The Library serves millions of digital images a year to patrons, a number that continues to grow as more materials are made available in digital form. In order to ensure we are capturing the best image possible, we must consistently evaluate imaging quality and color management for both systems and output. The Library supports multiple still image digitization programs converting books, manuscripts, maps, photographs, and film to digital form.

Essential to this effort are the Library’s ongoing digitization research and standards development programs. All Library digitization units and contractors rely on these to assure consistent, high quality imaging, both within a project and spanning multiple projects.

In addition to the Library’s efforts to digitize our vast holdings, the Library leads the Federal Agencies Digitization Guideline Initiative (FADGI). FADGI establishes the imaging standards and metrics for all Federal agencies, and as such, serves an essential role for digitization efforts for the entire cultural heritage community. This Specification is for continued development of advanced imaging technologies and techniques to more accurately and efficiently reproduce our collections in digital form, in close coordination with a professional color consultant.

The digitization staff at The Library of Congress have worked in close coordination with professional color consultants as part of continually occurring efforts to provide the best possible information in the FADGI Still Image guidelines and the best possible deliverables from digitization work.

The previous work performed has included extremely complex color science and the creation of customized color targets with reflective and light transmissive patches (color patches that allow light to pass through them). These color targets are used during the digitization of materials by the Collections Digitization Division in The Library of Congress to confirm color accuracy in the digitization work being performed on a daily basis. Work previously included the measuring of color of thousands of cultural heritage objects to provide a data set that includes the colors most representative of what would be found in most objects being digitized.

The contractor’s work shall involve research into imaging science to more accurately and efficiently image objects to match the way the human eye “sees” color and the contractor shall apply the research to improved methodologies for cultural heritage digitization. The contractor shall support two activities:1) the Library's ongoing digitization program; and 2) the Library's leadership of the interagency group Federal Agencies Digitization Guidelines Initiative (FADGI) Still Images Working Group (http://www.diqitizationquidelines.gov/).

This effort involves research in imaging science to more accurately and efficiently image objects to match the way the human eye “sees” color, and apply the research to improved methodologies for cultural heritage digitization. These professional services will support two activities:

1) the Library's ongoing digitization program, and 2) the Library's leadership of the interagency group Federal Agencies Digitization Guidelines Initiative (FADGI) Still Images Working Group (http://www.diqitizationquidelines.gov/).
