Fort Laramie National Historic Site Fort Laramie, Wyoming
STATEMENT OF WORK:
Hazard Tree Pruning and Removal
PMIS 313555
DATED: March 2023
1. GENERAL
The National Park Service (NPS) and Fort Laramie National Historic Site (FOLA) have a responsibility to manage hazardous trees (HZT) in the park’s developed areas to provide for visitor and employee safety.
A hazardous tree is one that is in an identified public use area or facility, and because of a recognizable mechanical flaw, poses a threat to people, property, or resources. This project will remove and reduce hazardous tress located within FOLA highly visited areas. There are three main areas to review which includes the Picnic Area, Historic District, and Confluence trail.
2. PARK OVERVIEW
FOLA was established under the Franklin D. Roosevelt administration in July of 1938. As stated in the presidential proclamation which established the monument, the site was to preserve the lands and historic structures for the public interest as a historical site. Since the fort’s establishment in 1834 FOLA has served as a fur trade and then army post during the westward migration. It was as a key military post along the emigrant trails which included the Oregon, California, and Mormon trail. Further, during the middle of the1800s the site served as an embassy of the plains in which time several treaties were signed with Northern Plains Indian tribes. This project helps preserve park resources and facilities by way of a direct visitor restoration activity that alleviates any risks that may be developing.
3. DESCRIPTION OF PURCHASE
This is trimming/pruning and removal of hazardous trees. The park reserves the right to reject any work that is not suitable per the attached specifications. The work of this section consists of removing, pruning and trimming in three selected areas. This includes the park Picnic Area, Historic District, and Confluence Trail. It also includes the chipping of all debris from tree removal and pruning operations. The vendor will trim/prune and remove trees in accordance with the attached specifications. The service must be completed in a prompt manner at the request of the NPS. Park personnel will be responsible for inspecting and signing off on work. Coordination of work schedule and inspection shall be through park COR. No work will be performed on weekends or holidays unless approved in writing by CO or COTR. The contractor will have work approved by a representative of the government.
4. LOCATION
Work will be conducted within the park boundary. FOLA is located 3 miles south of the town of Fort Laramie. The physical address is: 965 Gray Rocks Road, Fort Laramie, Wyoming 82212
5. SPECIFIC WORK/TASK
a. Task to be preformed
i. Contractor will provide the trucks, equipment, chipper and drivers necessary to perform work addressed in this scope.
ii. Contractor will perform work at location stated in this SOW.
iii. Contractor will operate their vehicle in a safe manner.
iv. Contractor will have work approved by a representative of the government.
v. Contractor will ensure that all safety regulations are followed, and that safety equipment is always worn while performing work.
vi. Contractor will list any discrepancies that they see on differing site conditions and give a detailed cost and description for remedy.
b. Task to be preformed by buyer
i. The government will coordinate work schedule and location with contractor to ensure minimal interruption to park visitors.
c. Description of Work
i. PROTECTION OF TREES AND PLANTS TO REMAIN AND PHYSICAL IMPROVEMENTS
1. Trees and branches shall be removed in such a manner as to not damage other trees, roads, pavements, concrete, irrigation, or structures. Damage to items shall be repaired at the expense of the contractor.
ii. IDENTIFICATION OF TREES TO BE REMOVED AND TREES TO BE PRUNED
1. Identified HZT within the three identified areas (map attached) to be removed, trimmed, and pruned. It is estimated approximately 30-60 Cottonwood trees have been identified for trimming and/or removal. Diameter at breast height (DBH) typically ranges from 10-60 inches, height range is between 15-70 feet. If HZT are to be removed in totality, grind stump of tree no less than 10 inches below ground surface. Tree locations will be visited during the site walk-through prior to project undertaking.
iii. APPLICABLE STANDARDS
1. All work shall be done in accordance with the most recent version of ANSI Z133.1 Pruning, Repairing, Maintaining, and Removing Trees, and Cutting Brush -Safety Requirements; and ANSI A300 Pruning Standards
iv. SAFETY
1. The contractor shall be required to barricade all walkways and roads within the work area and install barrier tape encircling the work area to prevent all park visitors from entering the work area. The contractor shall also be required to maintain a safe working area for employees and all park visitors and shall take all measures necessary to ensure safety.
2. All debris must be removed, and the area cleaned up before moving to the next site.
3. Contractor will be required to submit a Safety Plan for all operations to be reviewed and approval by FOLA Safety Officer. The Safety Plan shall be submitted at least 2 weeks prior to scheduled start date.
v. DISPOSAL
1. All logs, debris, and other material shall be removed from the park for appropriate disposal.
6. PERIOD OF PERFORMANCE
May 15, 2023 – December 31, 2023
7. TECHNICAL COORDINATION
The points of contact (POC) and site inspectors are the Park’s Cultural Resources Manager, Facility Chief and Exhibit Specialist. The contracting officer’s representative (COR) for this project is Sara Volkmann.

The goal of this project is to reduce the numbers of hazardous trees/limbs in order to prevent possible injuries, death, or property damage due to the risk from falling trees or limbs in the high use areas of FOLA. There are various options that will be considered and shall be evaluated through contractor proposals on how to accomplish the work. The contractor shall organize and direct all equipment and personnel needed to accomplish the work. The contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to complete the work required within the timeframe of this contract.
TECHNICAL SPECIFICATIONS
Definitions of work needed follow ANSI A300 standards.
1) Crown Clean: The removal of dead, dying, diseased, weak branches, and water sprouts.
2) Crown Thinning: To increase light penetration, air movement, and reduce weight.
3) Crown Raise: Removal of lower branches to provide clearance.
4) Removal: To safely remove a tree.
PERFORMANCE STANDARD- Remove obvious dead and dying limbs. Cut limbs back to next joint. Remove entire limb to tree collar, NO stubs
The Contractor shall protect all "areas to Protect", and all known and identified or discovered historic or prehistoric sites, buildings, objects, and properties related to American history, architecture, archaeology and culture against destruction, obliteration, removal or damage during Contractor's operations. The Contractor shall immediately notify FOLA staff if damage occurs to any Cultural Resources and immediately halt operations in the vicinity of the Resource where damage occurred until FOLA authorizes the Contractor to proceed. If such damage is negligently or willfully caused by the Contactor's operations, the Contractor shall bear costs of investigation and restoration in accordance with 36 CFR 296.14(c), provided that such payment shall not relieve Contractor from civil or criminal remedies otherwise provided by law. Wheeled or track-laying equipment shall not be operated within such areas except on approved roads, landings, tractor roads or skid trails. Unless agreed otherwise, trees shall not be felled in such areas.
