About this file

This is a Statement of Work for diesel fuel testing and tank cleaning services at Fort Harrison VA Medical Center in Fort Harrison, Montana. The contractor shall provide all labor, materials, equipment, supervision, and expertise to perform services in accordance with National Fire Protection Association (NFPA) 110 standards.

The required services include: (1) annual fuel quality testing on seven diesel fuel storage tanks ranging from 500 to 10,000 gallons using ASTM-approved methods, with testing parameters encompassing flash point, water and sediment, distillation, viscosity, sulfur, cetane index, cloud point, density/API gravity, thermal stability, pour point, free water, trace metals, microbial contamination, and visual appearance; (2) as-needed fuel remediation for tanks testing outside acceptable ranges per ASTM D975 standards, utilizing high-velocity recirculation and filtration systems to remove water, sediment, gums, microbes, and oxidized fuel, with biocide application as required; and (3) up to three additional quarterly fuel quality tests per calendar year following remediation until results are acceptable. The contractor must submit fuel test reports and fuel remediation reports within 30 days of completion, detailing laboratory results compared to acceptable levels, tank conditions, remediation activities performed, test results confirming successful remediation, and any additives used. All work must be coordinated with the VAMC Point of Contact, comply with VAMC regulations and OSHA requirements, and the contractor is responsible for worksite safety and any property damage incurred.

Statement of Work Fuel Testing and Tank Cleaning

Overview The contractor shall provide all services, materials, labor, supervision, safety planning, certification, expertise, tools, and equipment to perform diesel fuel testing and tank cleaning. Testing and cleaning services shall be performed in accordance with National Fire Protection Association (NFPA) 110. The place of performance is the Fort Harrison VA Medical Center (VAMC), located at 3687 Veterans Drive, Fort Harrison, MT 59636.

Required Services A. Annual Fuel Quality Testing: Testing shall be performed on seven diesel fuel storage tanks using applicable Advancing Standards Transforming Markets (ASTM) standards. Fuel tests must include the following:

1) Flash Point

2) Water and Sediment

3) Distillation

4) Viscosity

5) Sulfur

6) Cetane Index

7) Cloud Point

8) Density / API Gravity

9) Thermal Stability

10) Pour Point

11) Free Water

12) Trace Metals

13) Microbial

14) Visual Appearance

B. As Needed Fuel Remediation: Where test results show fuel is outside of the acceptable range, perform fuel remediation for diesel fuel tanks to meet fuel quality standards defined by ASTM D975.

1) Tank 144B800 gal
2) Tank 155525 gal
3) Tank 1583750 gal
4) Tank 169500 gal
5) Tank MV5430 gal
6) Tank 141B8000 gal
7) Tank 17110000 gal

8) Clean tank with High Velocity Recirculation & Filtration System.

9) Remove contamination in the tank including but not limited to:

a) Water bottom

b) Sediment

c) Gums

d) Microbes

e) Oxidized Fuel

10) Add Biocides when required – dosing to be calculated and determined on site. All additives must be approved by the Fort Harrison maintenance supervisor or VAMC Point of Contact (POC) before introduction.

C. As Needed Additional Fuel Quality Tests: Where annual fuel testing has revealed the need for remediation, after remediation is performed, perform up to three additional fuel quality tests per calendar year for the remediated fuel. The tests should occur every 90 days or until analysis is acceptable.
