About this file
This is a Questions and Answers document for solicitation 36C25926Q0494, addressing clarifications regarding fuel testing and tank cleaning services for the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19.
The document clarifies specifications for seven diesel fuel tanks at the facility. Four tanks are above ground (Generators 144B, 155, 169, and MV with capacities of 800, 525, 500, and 5,430 gallons respectively), while three are underground storage tanks (Generator 158 at 3,750 gallons, Boiler 141B at 8,000 gallons, and Boiler/Generator 171 at 10,000 gallons). Generator 158's underground tank requires atmospheric testing before entry due to confined space hazards and has damage to its access hole; tank replacement is planned. Expected fuel levels during testing and remediation are between 85 to 95 percent of capacity. The contractor bears full responsibility for managing and disposing of all waste generated during remediation activities, including removed water, sludge, sediment, filters, and contaminated fuel, in accordance with EPA and Montana DEQ regulations. No recent fuel test results or tank inspection records are available; however, fuel polishing was performed in April 2026 on tanks for Generators 158 and MV. Biocides and additives must be provided by the contractor and priced as included costs rather than as pass-through expenses.

Answer 1:
Fuel Tank
Fuel Capacity [gal]
Description
Generator 144B
800
Above ground, under generator, inside structure with 8x9 ft of working space. 40 ft from vehicle access.
Generator 155
525
Above ground, under generator inside small structure. Close vehicle access possible.
Generator 158
3750
UST, 20 ft from vehicle access. Access hole for tank hatch is considered a permit-required confined space with potential atmospheric hazard until proven otherwise. The contractor must perform atmospheric testing before entry and document the results. The access hole has damage on the lower ring. Replacement of this tank is being planned. Access hole is 7’ deep, 3’ wide.
Generator 169
500
Above ground, under exterior enclosed generator. 60 ft from vehicle access.
Generator MV
5430
Above ground, under exterior enclosed generator. 20 ft from vehicle access.
Boiler 141B
8000
UST, direct vehicle access.
Boiler/Generator 171
10000
UST, direct vehicle access.
