STATEMENT OF WORK
MRG Riprap Red Canyon Blasting 1.
BACKGROUND:
Red Canyon Mine is located approximately 8 miles southwest of Socorro, New Mexico. The Bureau of Reclamation (Reclamation) has been mining Red Canyon for over 30 years with the last blasting of the mine taking place since 2002. Reclamation is planning on developing our own riprap for river maintenance projects and this mine will help facilitate these efforts.

LOCATION OF WORK TO BE PERFORMED:
Socorro, Socorro County, New Mexico. See Figure 1

PURPOSE OF WORK:
The purpose of this work is to blast to produce 50,000 cubic yards of 16-24-inch riprap at Red Canyon Mine located 8 miles Southwest from Socorro, NM (Figure 1). The work will be done under Reclamation’s Bureau of Land Management Mineral Material Free Use Permit, (NMNM106326361). Reclamation will utilize the riprap for river maintenance and flood control projects as authorized in the Flood Control Act of 1948.

PROJECT TASKS:
The contractor will design the blasting pattern based on the geology of the Red Canyon Mine and blasting method to ensure a specified gradation size of riprap between 16 and 24 inch. The contractor will drill and blast to produce no less than 50,000 cubic yards of riprap. The area that is permitted to blast is illustrated in Figure 2 below.
Blasting: The contractor is responsible for blasting in a safe manner. The contractor shall perform blasting in accordance with all Reclamation Safety and Health Standards (RSHS), Bureau of Alcohol, Tobacco, and Firearms (ATF), Institute of Makers of Explosives (IME), Occupational Safety and Health Administration (OSHA), and Mine Safety and Health Administration (MSHA) standards. No blasting will be permitted until the contractor’s blasting plan has been approved by the Contracting Officer’s Representative (COR). No less than a thirty day prior to bringing any explosives or blasting agents on the jobsite, the contractor will submit for review and approval, a conceptual blasting plan.
The blasting plan will consist of purposed transportation, handling, storage, and use of explosives, and shall include the names of the personnel who will supervise the blasting operation and the blaster-in-charge. The blasting plan will also include a general concept for the blasting, including individual blasthole spacing and depth, delay patterns and loading diagrams to cover each type of shot anticipated, controlled blasting techniques, and controls of noise, dust, flying rock, airblast, and vibrations.
A blast record will be kept by the contractor and a copy will be provided to the COR. These records shall include the name of the company or contractor performing the job, the exact location of the blast, the type of material blasted, the type of explosives used, the number of holes, burden, and spacing, the diameter and depth of the holes, the total amount of each type of explosives used, the maximum number of holes per delay period within eight milliseconds, the method of firing, the type of circuit, type and height of stemming, the type of initiation system used, the type of delay periods used, and the weather conditions during loading and blasting.
The blasting is to be performed from the highest elevation down. Each blasting phase shall leave a smooth, flat working surface and stable highwalls. The rock at the Red Canyon Mine is hard and competent, but the mine has been known to contain voids and soft spots. These soft areas and voids can generate large amounts of flyrock if the Blaster-in-Charge is not fully aware of the situation.
5 INSPECTION AND ACCEPTANCE:
· All work will be subject to acceptance by COR.
· Acceptance is based upon completeness, conformity, and timeliness.
· Reclamation will require reperformance of any portion of the project that is not completed.
· All deliverables will be inspected by the COR for completeness, accuracy, and conformance. The inspection will include on the ground inspection for all work accomplished within this project.
6 GOVERNMENT WILL FURNISH:
· The USBR will supply the contractor with reference Maps of the project area.
7 CONTRACTOR WILL:
· Have Mine Safety and Health Administration Certification possessing MSHA Form 5000-23 for all workers on site.
· Supply Reclamation with a Blasting Plan for each shot they intend to make.
· Be responsible for all Federal, State and Local required permits.
· Furnish a completion report for the project at end of project.
8 SCHEDULE AND DELIVERABLES:
· The Performance Period for this contract will be November 1, 2025, to September 30, 2026.
9 SITE VISIT:
· Site visit to Red Canyon Mine is Mandatory for awardee.
