About this file

This document is a Questions and Answers (Q&A) file for Solicitation Number 140R4025R0026, a riprap blasting project by the Bureau of Reclamation. The solicitation involves blasting to produce 50,000 cubic yards of 16-24-inch riprap at the Red Canyon site. Key clarifications include: contractors must blast to create 50,000 cubic yards with a target rock size of 16-24 inches, payment will be based on in-place (bank) cubic yards, and the government expects the contractor to blast with the specified size range as the dominant rock dimension. The Contracting Officer's Representative (COR) will sample the blasted material to verify the rock size, and Reclamation anticipates potentially crushing larger rocks to meet specifications. Rock will be separated and stockpiled at the mine site and other Reclamation riprap locations after blasting.

140R4025R0026 Solicitation Questions and Answers

1. On the Statement of Work it states: PURPOSE OF WORK: The purpose of this work is to blast to produce 50,000 cubic yards of 16-24-inch riprap, yet the Schedule states Blast 50,000 cy to produce Rip Rap. Should the contractor assume blasting 50,000 cy or blasting the necessary quantity to produce 50,000 cy of 16-24” Rip Rap?

The riprap is the 16–24-inch rock needed. Yes, the contractor should assume they are blasting to create 50,000 CY with a target size of 16-24" rock. Contractor's blast plan should have a target size of 16-24". The blasting plan should not just target 50000 CY, but both the overall cubic yards and target size of rock required.

1. How is the 16-24” quantified for a measurement and payment?

The COR or a representative from Socorro will take a sample to ensure the 16-24" is the dominant size rock. Reclamation does not expect every piece of rock to be 16-24" in size but expects the contractor to blast to target that size.

1. Is the pay item for 50,000 cy measured for payment as in place (bank cubic yards)?

Yes, as in place. Reclamation does not expect the contractor to sort the rock.

1. If blasting 50,000 cy does not produce the 50,000 cy of 16-24” rip rap, will the owner pay the unit price to conduct more blasting until enough of the required size is produced?

Reclamation anticipates not all rock will be 16-24". Reclamation plans on crushing rock that is larger as needed, but expects enough rock is produced to make 50,000 CY of 16-24" rock.

1. What does the owner plan for processing and stockpiling the rip rap from the blasted muck pile?

Reclamation will separate rock by size and pile the rock at the mine site as well as other Reclamation riprap stockpile locations.
