The system must monitor real-time status displays, alarms, and reporting. Must provide failsafe methods for preset or last state/latching modes to ensure safe operation in the event of a failure. The system must have a “Digitrac Interface” feature to allow for supplemental monitoring and control capabilities to pertinent airfield elements such as, but not limited to Constant Current Regulators (CCRs), Selector Switches, Power Generators, Wind cones, Beacons, Pilot Control, and various General Elements allowing for Civil Engineer Maintenance teams and Air Traffic controllers to be fully aware of airfield operational status. The system must be modular by design allowing for each controllable element, such as a CCR, Generator, Selector Switch, Beacon, etc., to have their own Digitrac interface to communicate. The operating system shall use Windows 11 64-bit IoT (Internet of Things) and long-term servicing Channel (LTSC) providing a minimum 10-year support timeline including TPM (Trusted Platform Module) 2.0, VBS (Virtualization-based Security), Memory Integrity, Credential Guard, and meet DISA (Defense Agency Information Security Agency) STIG (Security Technical Implementation Guide) Standards. Operating system must have capability to allow for comprehensive, Real-Time Data generation for Air Traffic Control Tower (ATC) and maintenance personnel a complete picture of the airfield lighting system. The ALCMS must be Capable of sending an alarm communicating time, location, and type of incident as soon as it occurs, reducing the amount of preparation required to respond quickly and efficiently. The system must allow for remote access for diagnostics and troubleshooting through a secured remote VPN connection and the control system must utilize encrypted communication and messaging channels.
The system must provide expand ability to support future operational complexity while maintaining Federal Information Processing Standard (FIPS) Cryptographic Compliance, and FIPS 140-2 Level 1 Government Cybersecurity Standard IAW Department of Defense (DoD) Cybersecurity Mandate, and Federal Aviation Administration Full L-890 (A to D) Airport Lighting Control and Monitoring System (ALCMS) (AC 150/5345-56B) compliance and ETL Certification at Barksdale AFB.
