The Government will furnish two DCU-R units (estimated value $96,500.00) and the USCG Aviation Logistics Center will serve as the Government technical point of contact. The contractor must also provide integration support for two integration releases with an optional onsite support component. All deliverables must be submitted electronically via DOD-SAFE. The purchase order will be issued at the time of award with specific contract data requirement list (CDRL) items and acceptance milestones detailed in Appendix A.

Attachment 1 - Statement of Work (SOW) – 70Z03826QJ0000195 for MH-60T Refreshed Data Concentrator Unit (DCU-R)
Input/Output (I/O) Configuration Software Development
GENERAL
1.1 Background
The United States Coast Guard (USCG) operates the MH-60T Jayhawk helicopter to conduct its missions. Since the first MH-60T flight in 2007, the USCG has completed several interim upgrades to the Common Avionics Architecture System (CAAS) to integrate new avionics capability. The current MH-60T Data Concentrator Unit (DCU-L) is facing obsolescence and has reached its end of life. The Refreshed Data Concentrator Unit (DCU-R) is the recommended Form, Fit, and Function replacement for all currently fielded MH-60T DCUs.
1.2 Objective
The primary objective of this effort is to update the I/O Configuration File for the MH-60T DCU-R (P/N 5561000- 001). The updated I/O Configuration shall be fully compatible with the existing (Legacy) MH-60T DCU (DCU-L).
1.3 Scope
This SOW is to be accomplished under purchase order (To be determined (TBA) at time of award). The requirements defined herein are as detailed in subsequent paragraphs.
DOCUMENTS
2.1 Applicable Documents
Technical documents applicable to this purchase order are identified in Table 2. The list is comprised of the latest version of the documents existing at the time of purchase order issuance. In the event that a new version of a document is released, the Contractor shall use the latest version available. Other documents that may apply include internal SCI Technology, Inc. (SCI) developed system documents, commercial and military specifications and standards.

PROJECT MANAGEMENT
3.1 Roles and Responsibilities
3.1.1 SCI Technology, Inc.
SCI Technology, Inc shall serve as the principal design authority for DCU-R I/O configuration File (IOM) design and development. As such, SCI Technology, Inc. shall provide all software required to load the Portable Operational Flight Program (POFP) and I/O Configuration Files into the DCU-R.
3.1.2 USCG Aviation Logistics Center (ALC)
The ALC Medium Range Recovery product line shall serve as the Government representative and technical point of contact for the porting of the existing DCU I/O configuration file to the DCU-R. ALC shall manage the installation of equipment in the aircraft and any required aircraft modifications. During all portions of the aircraft integration, the USCG is responsible for supporting the aircraft. The USCG will provide the aircraft crew, all aircraft maintenance, all aircraft fuel, and all aircraft supplies. The aircraft shall remain the property of the USCG and shall not be bailed to the Contractor.
3.2 Government Furnished Equipment (GFE)
The Contractor shall utilize GFE managed under purchase order TBD.
3.2.1 Required GFE
The Government will provide the Contractor with the additional GFE listed in Table 3 (if needed).

REQUIREMENTS
4.1 Develop Software
The Contractor shall develop and deliver DCU-R software in accordance with Appendix A. All deliveries shall be in electronic format and delivered via DOD-SAFE.
4.1.1 I/O Configuration File (IOM)
The Contractor shall develop and integrate a DCU-R I/O Configuration File (P/N 5561731-001) for the MH-60T.
The updated I/O Configuration File (IOM) shall implement the same parameters and settings as the DCU-L (5443000-001). The POFP / IOM / DCU-R combination shall be fully compatible (work in parallel) with the existing MH-60T DCU-L configuration, as referenced below:
a. DCU-L P/N: 5443000-001
b. DCU-L SW Configuration number 5443902-001
c. DCU-L Strap ID: 19 / 28
d. DCU-L UOFP: 5443798-001 Rev C
e. DCU-L UIOM: 5443761-003 Rev C
Integration Releases (IR) The Contractor shall plan for two integration releases.
1. Initial IR release (CDRL A001).
2. Optional second IR release with corrections to any I/O configuration problems found during initial IR test
(CDRL A001).
Configured Product Release (CP) The Contractor shall plan for one fully configured product release (CP) after IR validation and acceptance (CDRL B001).

4.1.2 Bundled Disk
The Contractor shall create and deliver a new Bundled Disk, 5561902-001, for the DCU-R (CDRL B002). This disk shall be the equivalent of 5443902-001 for the DCU-L but does not replace it. The disk shall contain the following items:
1. POFP (CDRL B003): 5561730-001
2. IOM (Configuration File) (CDRL B004): 5561731-001
3. Loader Software (CDRL B005): 5561734-001
4. Load Procedure (CDRL B006): PROG5561900-001
5. POFP Version Description Document (VDD) (CDRL B007): VDD5561730-001
6. IOM Version Description Document (VDD) (CDRL B008): VDD5561731-001
7. Bundled Disk Description Document (BDD) (CDRL B009): BDD5561902-001
4.2 Contractor Technical Support
The Contractor shall provide integration support for two integration releases (IR). This shall include an option for on-site support (C001).
4.3 Develop Technical Documentation
The Contractor shall create and deliver DCU-R technical documentation in accordance with Appendix A. All deliveries shall be in electronic format and delivered via DOD-SAFE.
4.3.1 Software/Hardware Verification Test Procedure (SHVTP)
The Contractor shall create & deliver a new SHVTP (SHVTP5561902-001) for DCU-R (P/N 5561000-001) (CDRL A002) as specified below:
a. Shall be equivalent to existing DCU-L SHVTP (3989-A011-001)
b. Does not replace 3989-A011-001
4.3.2 Software/Hardware Verification Test Report (SHVTR)
The Contractor shall create & deliver a new SHVTR (SHVTR5561902-001) for DCU-R (P/N 5561000-001) (CDRL A003) as specified below:
a. Shall be equivalent to existing DCU-L SHVTR (3989-A012-001)
b. Does not replace 3989-A012-001
4.3.3 Interface Control Document (ICD)
The Contractor shall create & deliver a new ICD (ICD5561902-001) for DCU-R (P/N 5561000-001) (CDRL A004) as specified below:
a. Shall be the combined equivalent to the current ICD (3989-A007-001) & MICD (3989-A008-001).
b. Does not replace ICD 3989-A007-001 & MICD 3989-A008-001 for DCU-L (5443000-001)
4.3.4 Version Description Document
The Contractor shall deliver a Version Description Document (VDD) for the new POFP and I/O Configuration File as specified below:
a. POFP Version Description Document (VDD) (CDRL B007): VDD5561730-001
b. IOM Version Description Document (VDD) (CDRL B008): VDD5561731-001
