About this file
This is a Statement of Work (SOW) for repair services required by the U.S. Coast Guard Aviation Logistics Center (ALC) for HC-130J aircraft components.
The contractor shall repair components to Ready for Issue (RFI) condition in accordance with applicable technical directives and industry standards, with all parts, labor, materials, tooling, and test equipment provided at firm fixed pricing. The contractor must be either an Original Equipment Manufacturer (OEM) or OEM Authorized Repair Center, with certification documentation required; if not OEM-certified, the contractor must provide an OEM point of contact for independent verification. All repairs shall comply with current technical directives and Commercial Maintenance Manuals (Cage Code 19623), and the contractor must maintain access to current technical documentation, which USCG does not provide. Sub-contractors must meet equivalent certification requirements and all work must comply with FAA 8130 Airworthiness Certification or equivalent documentation. The contractor shall submit a Component Repair Record (CRR) and Significant Component History Report (SCHR) with each component, maintain a Quality Assurance System including calibration and test requirements, and notify the Purchasing Agent within ten days of component receipt.
Additional key requirements include: providing an inspection condition report with photographs and price proposal within thirty days for components determined to be Unusually Damaged (obvious misuse, cannibalization, or crash damage); removing DD Form 1577-2 unserviceable tags upon completion; incorporating Service Bulletins within thirty days at firm fixed pricing plus material and labor cost increments; and delivering components in airworthy condition suitable for installation on USCG aircraft including final paint. Environmental compliance requires thorough cleaning per FAA Advisory Circular 43-205 to remove hazardous dust including lead, hexavalent chromium, and cadmium. Components received in "no fault found" condition shall be invoiced at the "Inspection/No Fault Found" rate. All repaired or modified components with deficiencies shall be returned via Standard Form SF 368 Product Quality Deficiency Report with investigation findings within thirty days.
