Statement of Work Summary

This is a Statement of Work (SOW) for overhaul services of HC-130J aircraft components for the U.S. Coast Guard Aviation Logistics Center (ALC). The contractor must overhaul applicable components to Ready for Issue (RFI) condition in accordance with In Accordance With (IAW) approved technical directives. Work includes complete overhaul of components with correction of all deficiencies discovered during teardown, repair of failed components, replacement of missing hardware and broken parts, and removal of foreign matter or corrosion. Firm fixed pricing applies at fully burdened rates, with Service Bulletins and repairs for Unusual Damage priced separately. Components must be returned in airworthy condition, suitable for installation on HC-130J aircraft, with all certification and documentation requirements met.

The contractor must hold FAA Overhaul Facility certification, OEM Certified Overhaul Facility or Distributor certification, or DoD Certified Overhaul Facility status. Technical requirements must comply with specified Technical Orders (9H4-2-97-3 dated 01 Aug 2025 and 9H4-2-97-4 dated 01 Dec 2018) and Original Equipment Manufacturer Commercial Maintenance Manuals. The contractor must maintain a Quality Assurance System, provide airworthiness certification (FAA Form 8130 or equivalent), submit Certificates of Conformance per FAR 52.246-15, and maintain Component Repair Records (CRR) per Asset Computerized Maintenance System (ACMS) requirements. Unusual Damage determinations (obvious misuse, cannibalization, crash damage) require written notification within thirty days and separate pricing proposals. All replacement parts must be new and traceable to OEM, with certification documentation maintained for twenty-four months. Delivery is dock-to-dock with no customs or import fees reimbursed. Environmental cleaning requirements mandate removal of hazardous materials including hexavalent chromium, cadmium, and lead per specified standards. Required delivery dates will be specified in individual purchase orders.
