About this file

This is a Statement of Work (SOW) for overhaul services of aircraft components for the U.S. Coast Guard (USCG) Aviation Logistics Center (ALC).

The USCG requires overhaul services for components used on HC-130J aircraft, with parts returned to Ready for Issue (RFI) condition per applicable technical directives. All overhaul work must be performed in accordance with (IAW) applicable technical directives approved in writing by the USCG Long-Range Surveillance (LRS) Product Line Division. The contractor must be certified as either a FAA Overhaul Facility, OEM Certified Overhaul Facility, or DoD/USCG Certified Overhaul Facility. Firm fixed pricing applies at a fully burdened rate, with the contractor supplying all parts, labor, materials, tooling, and test equipment. Work includes not only installation of overhaul kits but also correction of additional deficiencies discovered during teardown, repair of failed components, and removal of missing hardware, broken parts, foreign matter, or corrosion. The technical directive referenced is Technical Order 15A4-113-3 (OVH W/IPB). Components must be returned in airworthy condition, certified ready for field-level installation, and include final paint.

Key requirements include: notification to the Purchasing Agent within ten days of component receipt with confirmation of part and serial numbers; submission of airworthiness certification (FAA 8130, equivalent, or AFTO if applicable); maintenance of replacement part certification documentation for 24 months post-delivery; handling of Service Bulletins and modifications within 30 days with firm-fixed pricing proposals; and addressing of obsolete parts or processes within 15 days. Components determined to be beyond economical repair (BER), cannibalized, or unusually damaged (obvious misuse, cannibalization, crash damage) require special notification and pricing proposals. Environmental cleaning per technical directives is mandatory, and all parts must be thoroughly cleaned of hazardous dust prior to return. The contractor must maintain a quality assurance system and comply with all documentation, inspection, and certification requirements specified in the SOW.
