About this file

This is a Statement of Work (SOW) for repair services for HC-130J aircraft components supplied to the U.S. Coast Guard Aviation Logistics Center (ALC).

The USCG requires repair services for applicable Part Numbers (P/N), National Stock Numbers (NSN), and quantity estimates as specified on the Schedule of Supplies/Services. The Long Range Surveillance Product Line Division (LRS) supports HC-130J aircraft operations by providing logistics and inventory management for USCG aviation assets. All repair actions must comply with applicable technical directives or alternate standards approved by USCG LRS Contracting Officer. Repaired components must be returned in airworthy, Ready for Issue (RFI) condition suitable for HC-130J aircraft installation. Firm fixed pricing for repair shall be fully burdened at a rate specified in the purchase order schedule, with Service Bulletins (SB) and Unusual Damage repairs priced separately. The Contractor must be an OEM Certified Repair Facility and provide documentation from the OEM certifying capability to repair scheduled components. Sub-contractors must meet equivalent OEM certification requirements and be listed with their certifications, locations, and ratings. All repairs must comply with Original Equipment Manufacturer's Commercial Maintenance Manuals (CMM) Cage Code 73030 and applicable U.S. Federal Specifications and Standards. Technical directives must be the latest version and include access to performance/test/acceptance criteria.

The Contractor must notify the Purchasing Agent/Procurement Technician within ten days of component receipt, maintain a Quality Assurance System with component calibration requirements, and provide detailed repair documentation and data per SOW specifications. Replaced parts must be new condition and traceable to the OEM; defective parts must be rendered unusable and disposed of per facility procedures. Components must be certified airworthy and ready for field installation, including final paint. The Contractor shall submit Component Repair Records (CRR) and Significant Component History Reports (SCHR) to the USCG Aviation Logistics Center (ACMS - Bldg 78, Elizabeth City, NC 27909-5001) within five working days of completion. Unusual Damage, Beyond Economical Repair, and cannibalized components are excluded from firm fixed pricing and require separate evaluation and notification to the Contracting Officer within thirty days. Delivery is dock-to-dock with no customs duties or import fees reimbursed separately. Environmental requirements mandate thorough cleaning of parts per technical directives and FAA Advisory Circular 43-205 to ensure removal of hazardous dust including hexavalent chromium, cadmium, and lead prior to return to ALC.
