About this file

This is a Statement of Work (SOW) for repair services required by the U.S. Coast Guard (USCG) Aviation Logistics Center (ALC) for HC-130J aircraft components. The contractor shall repair components identified by Part Number (P/N), National Stock Number (NSN), and quantity to return them to Ready for Issue (RFI) condition in accordance with applicable technical directives and the Original Equipment Manufacturer's (OEM) Commercial Maintenance Manuals. All repairs must meet In Accordance With (IAW) technical directives approved by the USCG Contracting Officer, with components delivered in airworthy condition and suitable for HC-130J aircraft installation, including final paint.

The contractor must be either the OEM or an OEM Authorized Repair Center and maintain a Quality Assurance System with component calibration and test requirements. Firm fixed pricing applies to routine repairs; Service Bulletins and Unusual Damage repairs are priced separately. The contractor must provide all parts, labor, materials, tooling, and test equipment, and shall maintain access to current technical directives and performance/test acceptance criteria. Replacement parts must be new, traceable to the OEM, and in serviceable or repaired condition per technical directives. Components are considered RFI upon acceptance, with deficiencies returned via Standard Form 368 Product Quality Deficiency Report. Airworthiness certification via FAA 8130 or equivalent is required for all repaired items, along with Certificate of Conformance per FAR 52.246-15. Contractors must submit Significant Component History Reports (SCHR) and Component Repair Records (CRR) within five working days of completion to the USCG ACMS office in Elizabeth City, NC, and maintain CRR copies for one year. Delivery is dock-to-dock with no customs or import fees reimbursed, and all parts must be cleaned per FAA advisory circulars to remove hazardous dust including hexavalent chromium, cadmium, and lead.
