About this file

This is a Statement of Work (SOW) for overhaul services related to aircraft component maintenance for the U.S. Coast Guard Aviation Logistics Center (ALC).

The U.S. Coast Guard requires overhaul services for components supporting the HC-130J aircraft, with all work performed in accordance with applicable technical directives and standards. The contractor must restore components to Ready for Issue (RFI) condition and supply all necessary parts, labor, materials, and testing equipment. Firm fixed pricing applies for overhaul services, with Service Bulletins and unusual damage repairs priced separately. The contractor must possess one of the following certifications: FAA Overhaul Facility, OEM Certified Overhaul Facility, OEM Certified Distributor, or DoD Certified Overhaul Facility. The SOW specifies that work includes not only overhaul kit installation but also repair of failed components, replacement of missing hardware and broken parts, and removal of foreign matter and corrosion. Applicable technical directives include Original Equipment Manufacturer Commercial Maintenance Manuals (CMM) and Technical Orders 15X6-3-2l-3 (dated 15 September 2025) and 15X6-3-2l-4 (dated 01 January 2025).

Key requirements include maintaining a Quality Assurance System with calibration and documentation; performing visual and technical inspections per technical directives; correcting corrosion deficiencies (though corrosion alone does not constitute unusual damage); replacing parts with new, OEM-traceable components; and cleaning all parts per FAA Advisory Circular 43-4B to remove hazardous materials prior to return. Components determined as Unusually Damaged (obvious misuse, cannibalization, crash damage), Beyond Economical Repair, or meeting no-fault conditions receive separate pricing treatment. All deliverables require FAA 8130 Airworthiness Certification or equivalent, Certificate of Conformance per FAR 52.246-15, and Component Repair Records documentation. Delivery is dock-to-dock with no government freight assistance provided. The contractor must notify the Purchasing Agent within 10 days of component receipt and maintain replacement part certification documentation for 24 months post-delivery.
