Summary of Statement of Work for Repair (70Z03826QH0000052)
This Statement of Work outlines repair services required by the U.S. Coast Guard Aviation Logistics Center (ALC) for HC-130J aircraft components. The contractor must repair components identified by Part Number, National Stock Number, and quantity estimates per the Schedule of Supplies and Services, returning all components to Ready for Issue (RFI) condition. Repair actions must comply with applicable technical directives or alternate standards approved in writing by the USCG LRS Contracting Officer. The contractor must be an OEM Certified Repair Facility and supply all parts, labor, materials, tooling, and test equipment at fully burdened, firm-fixed rates. Components must be returned in airworthy condition, suitable for installation on HC-130J aircraft, with all repairs performed in accordance with OEM Commercial Maintenance Manuals (latest version, Manufactures Cage Code 63563), technical orders, and IAW technical directives. The contractor is responsible for maintaining a Quality Assurance System including test component documentation and calibration systems to ensure repairs conform to Technical Orders and OEM specifications.
Key requirements include: OEM certification documentation specifying part numbers; notification to the Purchasing Agent within ten days of component receipt with confirmation of Part and Serial Numbers; visual and technical inspection per technical directives with correction of corrosion and deficiencies; replacement parts must be new, traceable to OEM, or serviceable/repaired and meeting technical directive requirements; submission of Component Repair Records (CRR) to USCG within five working days; compliance with environmental requirements including FAA Advisory Circular 43-205 for hazardous material removal; and certification via FAA 8130 form or equivalent Airworthiness Certificate. Components received in Unusually Damaged condition (obvious misuse, cannibalization, crash damage) require separate pricing proposals within thirty days. Beyond Economical Repair determinations are made by USCG, with contractor compensation limited to a "Scrap Fee" for teardown and evaluation. Delivery dates and turnaround times will be specified in individual purchase orders.
