About this file

This document is a Statement of Work (SOW) for overhaul services required by the U.S. Coast Guard (USCG) Aviation Logistics Center (ALC). The USCG requires overhaul services for components used on HC-130J aircraft, with components to be returned in Ready for Issue (RFI) condition. All overhaul actions must comply with applicable technical directives or standards approved in writing by the USCG LRS Contracting Officer. Firm fixed pricing applies to all overhaul work at a fully burdened rate, with the contractor supplying all parts, labor, materials, and facilities required to restore components to RFI condition. Service Bulletins or repairs for Unusual Damage are priced separately. The contractor must have access to applicable technical directives, performance/test acceptance criteria, and all maintenance and repair manuals. Work scope includes repair of failed components, replacement of missing hardware and broken parts, and removal of foreign matter or corrosion—not limited to installation of overhaul kits alone.

The contractor must be either FAA-certified, OEM-certified, OEM-certified distributor, or DoD-certified as an overhaul facility to perform services on listed components. Sub-contractors must meet equivalent certification requirements and be identified with certification source in writing. Quality assurance systems must be maintained to ensure conformance with technical orders or OEM specifications. Replacement parts must be new and traceable to the OEM, or "serviceable/repaired" parts meeting technical directives may be acceptable with Contracting Officer authorization. All components must be certified airworthy and ready for field-level installation on USCG aircraft, including final paint. Environmental cleaning per FAA Advisory Circular 43-205 is required. Components determined as Unusually Damaged (obvious misuse, cannibalization, or crash damage) are subject to separate evaluation and pricing, with the contractor submitting inspection condition reports and price proposals within 30 days. Product Quality Deficiency Reports accompany components with deficiencies found upon delivery. Airworthiness certification is required using FAA 8130 form or an equivalent certificate, with a Certificate of Conformance per FAR 52.246-15 affixed to shipping containers. Delivery terms are dock-to-dock with the contractor responsible for all shipping costs and customs clearance.
