About this file
This Statement of Work details electrical infrastructure upgrades for the Portland VA campus, specifically focusing on power distribution equipment improvements across multiple buildings (Buildings 100, 101, 103, and 16). The primary scope includes replacing and upgrading electrical systems, performing arc-flash hazard risk assessments, ground resistance testing, transfer switch modifications, and emergency generator control panel electronics replacements. The project involves comprehensive electrical work such as replacing MV switchgear, circuit breakers, installing spare circuit breakers, and upgrading power distribution equipment.
The project has a 545-day performance period with strict work hour restrictions, requiring most activities to be conducted after-hours (generally 4:00 PM to 7:00 AM), with specialized time windows for sensitive areas like the Emergency Department (10:00 PM to 10:00 AM) and Operating Rooms (9:00 PM to 7:00 AM). Work must be coordinated and approved with VA, with weekends considered after-hours. The electrical upgrades are designed to correct existing infrastructure deficiencies and enhance electrical system safety and reliability across the VA Healthcare System's Portland campus.
