About this file

This Statement of Work (SOW) details the removal and transfer of a Forma Biosafety Cabinet (Serial# 11949-151) from the Beltsville Agricultural Research Center (BARC) to the USDA Materials Management Service's Central Excess Property Operation (CEPO). The contractor's primary objectives are to efficiently and safely transfer the excess property, preserving its condition and functionality, within three business days of removal from the BARC campus. The transfer must occur during CEPO's scheduled hours, with no required BARC staff support, and the contractor must navigate potential passage restrictions like hallways, offices, and laboratories when moving the equipment.

Key performance requirements include providing all necessary supervision, labor, transportation, and equipment to prevent damage to the biosafety cabinet, submitting invoices upon task completion, and following the most efficient routing for property retrieval. The pickup location is the BARC campus at 10300 Baltimore Ave, with delivery to the CEPO dock at 6351 Ammendale Rd. in Beltsville, MD. CEPO will provide rolling carts for the transfer, which the contractor must return. The contract also stipulates that contractor employees may need to complete identity proofing and background investigations if routine facility access is required.
