About this file
This Statement of Work (SOW) details a security infrastructure project for the Vancouver VA Medical Center. The project involves constructing a comprehensive campus security fence and access control system with three primary line items: 1) replacing the existing 6-foot chain-link fence with a new perimeter fence featuring a concrete mow strip, motorized and personnel gates, vehicle fortification along Fourth Plain Blvd (designed to stop a 4000-pound vehicle traveling 30mph), headlight screening, and integrated lighting and camera systems; 2) installing new entry doors, frames, and hardware with electronic locks and card readers at Buildings 3 and 4; and 3) adding eight trees with associated wheel stops.
The project is estimated to take 9 months from contract award, with normal work hours from 7:00 AM to 9:00 PM (PST), Monday through Friday, excluding federal holidays. The contractor must coordinate closely with the VA, obtaining advance permission for work outside standard hours and ensuring minimal disruption to medical center activities. Key requirements include providing all necessary materials, labor, and equipment, submitting a quality control plan, managing site logistics, and implementing comprehensive traffic and site protection measures. The Government will provide specifications and drawings, and weekly progress meetings will be held to discuss work status and potential modifications.

LINE-ITEM 0001: The new fence will replace the existing 6-foot chain-link fence and be constructed with:

• one motorized vehicle gate.
• three personnel gates.
• A vehicle fortification will be included for approximately 1100 linear feet of perimeter fence along
Fourth Plain Blvd., starting approximately 100 feet East from the NW corner, and following the perimeter eastward.
• This fortification is concrete, 3 feet tall, and sloped like a jersey barrier on the side facing Fourth Plain Blvd.
• Fortification is to be designed to stop an impact from a 4000-pound vehicle traveling 30mph. The intent is for this type of impact to cause no more than surface damage to the concrete.
