About this file
This is a Statement of Requirement for the acquisition of five All-Terrain Utility Vehicles (UTVs) to support the 23d Training Squadron at Officer Training School (OTS) located at Maxwell Air Force Base. The vehicles will support tactical field training and medical response operations for simulated deployment exercises, serving approximately 3,800 Officer Trainees annually across seven primary field events. The UTVs will transport personnel, equipment, sustenance, and medical supplies across simulated austere environments at Maxwell AFB and the Vigilant Warrior tactical training site.
The required UTVs must feature a 4-stroke, 2-cylinder engine with 850cc-1000cc displacement, minimum 34.7 lb-ft torque at 2,500 RPM, and unleaded gasoline fuel system with minimum 5-gallon capacity. Transmission must include high/low range with forward, neutral, and reverse options, along with selectable 4-wheel drive and dual-mode rear differential lock. The vehicles require electric power-assisted steering, 4-wheel hydraulic brakes, independent front suspension, minimum 7.1 inches ground clearance, maximum 20-foot turning radius, and minimum 1,200-pound towing capacity. Critical mission requirements include seating for minimum four personnel with seatbelts, a 23-amp alternator or greater, street legal kit with horn, turn signals, and reverse lights. The vehicles must have fully enclosed cabins with doors, roofs, windshields, and functional HVAC systems for heat and air conditioning to support the transport of heat-sensitive medical supplies and casualties in extreme weather conditions.
