About this file

This is a Statement of Work (SOW) for audio/visual (A/V) upgrades across five Department of Defense facilities: Buildings 152, 75, 1000, 65, and 3. The project requires installation and integration of various audio, video, and conferencing equipment, with all equipment meeting Department of Defense Information Network (DoDIN) Approved Products List (APL) requirements for cybersecurity and interoperability certification. General requirements include vendor-provided equipment racks with power conditioning, network connections, environmental disposal of old equipment per EPA guidelines, customer-provided power and access, comprehensive documentation and training, and extended warranty options with 24-hour response times.

Building-specific scope varies significantly in complexity. Building 152 includes three rooms with varying requirements: Room 111 needs video routing/switching, integrated soundbar, and TAA-compliant video collaboration device; Room 130 requires a 65" display with HDMI connectivity and swing arm mounts; and Rooms 104A/104B need dual video projectors (6500 ANSI lumens), motorized 110" screens, IP-based video distribution, digital signal processors, ceiling speakers, and control systems with 5" touch screens. Building 75 (Room 119) combines projector and flat panel display with video collaboration capabilities. Building 1000 in Beaumont, MS utilizes existing displays with added soundbar and collaboration equipment. Buildings 3 and 65 involve simpler installations with 55" displays and HDMI connections across multiple rooms, with each room designated as separate contract line items (CLINs). The SOW emphasizes BYOD (Bring Your Own Device) conferencing capabilities throughout all installations.

2.0 General Requirements and Conditions (Applicable to all Buildings):

• 2.1 DoDIN APL Compliance: All equipment installed for these projects must meet the requirements of the Department of Defense Information Network (DoDIN) Approved Products List (APL). The DoDIN APL is the single consolidated list of products that have completed Cybersecurity (CS) and Interoperability (IO) certification. The DoDIN APL process is used to test and certify products that affect communication and collaboration across the DoDIN and is an acquisition decision support tool for DoD organizations interested in procuring equipment to add to the DISN to support their mission. The DoDI 8100.04 policy and Unified Capabilities Requirements (UCR) 2013 Change 2 define the scope of the DoDIN APL. The DoDIN APL Process Guide provides guidance on the step-by-step process from submission to placement on the DoDIN APL. The Approved Products Certification Office (APCO) acts as the staff element for DISA to manage the DoDIN APL Process. The APCO provides process guidance, coordination, information, and support to Vendors and government Sponsors throughout the entire process, from the registration phase to the attainment of DoDIN APL approval.
