Statement of Requirements Summary
This is a Statement of Requirements document for the 418th Flight Test Squadron's KC-46A ARO/Receiver/Engineering Virtual Reality Simulator system. The 418th Flight Test Squadron requires an interactive and realistic air refueling simulation system composed of multiple integrated components: a virtual reality rendering and physical user interface for a KC-46A Air Refueling Operator (ARO) station with accurate aircraft systems representation; a virtual reality rendering and physical user interface for a KC-46A receiver aircraft pilot station with realistic handling characteristics; a physical interface replica of the 418th FLTS special instrumentation pallet in Air Refueling Certification (ARC) configuration for use by Flight Test Engineers (FTEs) and Disciplined Engineers (DEs); a server that merges interactions between all three stations in a virtual environment with realistic physics modeling for test-specific air refueling maneuvers and requires no commercial internet connectivity; and an integrated communications system that replicates airborne communication patterns for all users. The system must incorporate accurate aerodynamic models for boom and receiver aircraft motion and possess the capability to integrate with other similar systems across the USAF and with existing 418th FLTS software (IADS).
The contractor must secure CUI information transmission and reception, provide system updates through physical or secure means, and ensure zero sustainment costs. All system components must fit within a single-story 30-foot by 20-foot area and draw no more than 60 amps of total power. The contractor is required to work directly with 418th FLTS engineers to develop the engineering pallet replica functionality.

STATEMENT OF REQUIREMENTS
KC-46A ARO/Receiver/Engineering Virtual Reality Simulator
The 418th Flight Test Squadron requires a system that renders interactive and realistic Air Refueling scenarios for test and training composed of the following components:
• Virtual reality rendering and physical user interface of a KC-46A Air Refueling Operator (ARO) station. Station will be representative of actual aircraft systems, with primary controls and interfaces performing in a realistic and accurate manner.
• Virtual reality rendering and physical user interface of a KC-46A receiver aircraft from the receiver pilot station. Station will be representative of actual aircraft handling characteristics, with primary controls and interfaces performing in a realistic and accurate manner.
• Physical interface of the 418th FLTS special instrumentation pallet in the Air Refueling Certification (ARC) configuration for use by 418th FLTS Flight Test Engineers (FTEs) and Disciplined Engineers (DEs). The contractor must work with the 418th FLTS engineers to develop a workable replica of the functionality at the engineering pallet.
• Server which merges interactions between the ARO station, receiver pilot station, and engineering station in a virtual environment with realistic physics modeling for the purpose of training test-specific Air Refueling maneuvers. Server shall have no requirement to connect to commercial internet.
• Communications system which integrates the ARO station, receiver pilot station, and engineering station in a closed loop communication net, to allow for the replication of communication patterns of airborne 418th FLTS ARO, receiver pilot, FTEs, and DEs.
• Accurate aerodynamic models to describe the motion of the boom and receiver aircraft.
• The ability to integrate the system with other similar systems across the USAF.
• The system should be able to integrate with the software used by the current 418th FLTS engineers (IADS).
The contractor should be required to:
• Be able to transmit and receive CUI information securely.
• Provide required system updates through physical or secure means.
• Require no sustainment costs.
• All system components shall fit into a single-story, 30-foot by 20-foot area.
• All system components shall not draw more than 60Amps of power total.
