1.0 INTRODUCTION
This Performance Work Statement (PWS) defines the requirements for the Contractor to engineer, furnish, install and test (EFI&T) new premise wiring, removal of all existing premise and copper backbone cabling, relocation of government furnished equipment
(GFE) wireless access points, and procurement of new network equipment for Hanger 13 at JBSA Randolph. Newly installed premise wiring will provide Local Area Network
(LAN) and Voice Connectivity for 12th Flying Training Wing (FTW) personnel.
2.0 REQUIREMENTS
2.1 General Requirements
The Contractor shall provide all materials, transportation, labor, management, tools, and other incidentals necessary to meet the requirements as stated in this PWS. All materials provided shall be new and not refurbished.
2.2 Base Support Requirements
The Contractor must identify any base support requirements (for example, laydown and storage areas) necessary to complete this project. The Contractor shall coordinate with
502 CS/SCXP for storage space and staging area requirements.
2.3 Restoration
The Contractor shall restore all disturbed grounds/base property to the “as found” condition or better after installation. Base grounds/property restoration requirements shall be complied with.
2.4 Project Residue
All residues from this project shall be disposed of base and IAW Federal, State, and local laws and regulations. The Contractor is wholly responsible for project waste removal.
Removed premise wiring shall be transported to recycling center on base; premise wiring will be processed for disposition. Contractor must dispose of all other waste materials, not accepted by the Recycling Center, off the installation. Contractor shall verify which waste materials the Recycling Center will accept. Contractor will not use base, facility, or hanger waste dumpster(s) to dispose of project waste material(s). If Contractor chooses to lease dumpsters for project waste, Contractor shall coordinate with 502 CS/SCXP for dumpster placement.
2.5 Installation Standards
All telecommunications cabling installations must, at a minimum, adhere to Chapters 1-3 of the Unified Facilities Criteria (UFC) 3-580-01 and all applicable standards are listed in section 8.1 of this PWS.
3.0 SPECIFIC REQUIREMENTS
The Contractor shall engineer, furnish, demo, and install the infrastructure as defined herein.
3.1 DEMO/Removal
The installer will remove all existing premise and selected back bone cabling in hanger
13. This shall include all existing communications wall outlets, cable channels, and raceways. Upon removal the contractor shall repair, paint and restore walls to match current surrounding walls. It is up to the contractor to remove the existing premise cabling before or after the installation of new premise wiring. The 502 CS/SCXP PM will identify all cables requiring removal during site visit.
3.2 Backbone Cable Requirement
The Contractor shall complete the following requirements.
3.2.1 Lockable Cabinet
The contractor must install a new lockable cabinet in TR #2 as location is shown on diagram in section 10.0 of this PWS. The lockable cabinet can be a Chatsworth Products
Model# NCTJ-213C_C42-1 or equivalent. All current communications in existing 2 post rack must be transferred over to new lockable cabinet. Installation must be to standards found in this PWS in section 2.5.
3.2.2 Existing Fiber Back Bone
The installer will test and maintain connectivity with existing fiber backbone cabling in between building entrance terminal (BET) to existing telecommunications rooms (TR’s).
3.2.3 Copper Back Bone
The installer will install two (2) new individual 50-Pair copper cables from BET to both hanger TR’s numbers one and two. See drawing in section 10.0 of this PWS for additional information.
3.3 Premise Wiring Requirement
Hanger 13 will require the installation of approximately 168 Dual CAT 6 Drops, two 12 port outlets and the relocation of three Gen 2 Wireless access points in accordance with the diagram in section 10.0 of this PWS.
3.3.1 Comm Room Terminations
Newly installed cabling will terminate on new 48 port CAT 6 patch panels. Patch panels will mount on to existing network rack in Hanger 13 TR#1. In Hanger 13 TR#2 the
CAT6 patch panels will be installed in new lockable rack. See drawing in section 10.0 of this PWS for existing communications room locations.
Coordinate with the 502 CS/SCXP PM for installation/termination locations within racks in each Comm room.
3.3.2 Drop Locations
During the site walk through, locations and number of drops will be finalized for installation requirements. User drop locations and number of drops indicated on drawing found in section 10.0 of this PWS are approximates.
3.3.3 Cable Support
New cable support hardware must be installed for all cable runs and must follow standards mentioned in paragraph 2.5 of this document.
3.3.4 Cable Path
All cables shall be routed within a structured and orderly manner. Secure cable(s) within support hardware by installing new J-hooks or new cable tray (above false ceiling).
3.3.5 Cable Distance
All CAT 6 cables shall be “home runs” from work area outlet (faceplate) to patch panel(s) in the appropriate TR’s. Cable runs shall not exceed 295 feet in length (total), per UFC 3-
580-01 section 2-4.2.1.
3.3.6 Cable Requirements
Install plenum rated solid pure copper cables where in accordance to IAW Chapters 1, 2 and, 3 of the Unified Facilities Criteria (UFC) 3-580-01.
3.3.7 Wall Installation
Within user drop room/areas, install faceplates flush mount through drywalls if feasible.
If flush mount installation is not feasible, terminate Cat-6 cables with double gang outlet box (as an example); for dry wall installations, route cable in “Panduit” surface mount raceway; for cinder block/concrete wall installations, route cables w/in surface mount
EMT conduit. Paint ALL new Conduit/Panduit to match wall surfaces.
3.3.8 Fire Stop
The Contractor shall fire stop all cable entrances cut, drilled, or cored drilled into walls, per Industry/NEC/Safety codes. Table of standards are located in section 8.1.
3.3.9 Cable Color
All new CAT 6 cabling shall have a “Blue” colored sheath for identification IAW UFC 3-
580-1.
3.3.10 Termination
All termination hardware, cable components, and cables shall be CAT 6 compliant.
Termination hardware to include, but not limited to, termination modules, patch panels, etc. All cabling and termination hardware shall be new and not refurbished.
3.3.11 Existing LAN Drops
In accordance with the diagram found in section 10.0 the yellow portioned area of the hanger will not require new LAN drops to be installed or removal of any existing drops.
When removal of the LAN drops for the blue section of the map is completed it is the responsibility of the contractor to consolidate the existing drops from the yellow section into patch panels to make space for new patch panels to fit in existing racks. There will be no mixing and matching of the patch panels. Newly installed cable will have new Cat6 patch panels for the blue section and the existing CAT 5 cable will have CAT5 patch panels.
3.3.12 Labeling
All Patch Panels and Voice/Data terminations shall be labeled IAW standards in section
2.5 of this PWS.
3.3.13 Testing and Acceptance
All newly installed facility communications cabling shall be tested IAW UFC 3-580-01 section 2-11.
A 502 CS/QA government representative must be present for final acceptance testing.
Please schedule the final acceptance testing with the 502 CS/SCXP PM a 48 hour notice is needed to schedule acceptance testing.
Test and certify all new premise cabling infrastructure to the CAT 6 specifications.
Document test results and provide in a sortable/downloadable method to the 502
CS/SCXP PM for review and reference.
3.3.14 Site Restoration/Debris Removal
All working area(s) shall be restored to its original condition.
3.4 Network Equipment
3.4.1 Network Switching Equipment
The contractor shall use all existing switches and components.
3.4.2 Patch Cords
The Contractor, in addition, will supply 300, 10 foot CAT 6 patch cords.
3.5 Wireless Access Points (AP’s)
In Hanger 13 there are currently three existing wireless AP’s. AP’s will need to be relocated to area specified in section 10.0, and a new CAT 6 Cable ran. The three CAT 6 cables are captured in the total amount of LAN drops cover under section 3.3 of this PWS.
3.5.1 Access Point Labeling
The contractor shall affix a label to every wireless AP displaying the Owner and last 4 digits of the MAC address:

3.5.2 Activation and Deliverable
The contractor shall coordinate with the government POC for activation and heat map testing of all the newly reinstalled wireless access points and provide completed digital results as a PDF document.
4.0 MANAGEMENT
4.1 Schedule
The Contractor shall provide a complete milestone schedule that denotes major activities to include time-phased start and completion dates for this project and sub-projects associated with the installation of the components and systems.
4.2 Project Manager on Site
The Contractor shall provide a full time, on-site Project Manager (PM) to oversee all facets of the project.
4.3 Quality Assurance
The Contractor shall provide quality assurance support for the entire life of the project.
This support shall assist the government representative in performing random spot checks and in performing the system acceptance tests. Contractor QA and Government
Representative shall be responsible for identifying system and outside plant deficiencies and/or discrepancies throughout the life of the project. A weekly report (soft copy) will be submitted indicating project progress/statuses and listings any deficiencies/discrepancies found and actions to correct them.
4.4 Compliance
The Contractor shall remain in compliance with all Federal, State, county, and base security and safety laws, regulations, policies, and requirements.
4.5 Clean up
At day’s end, the Contractor shall remove all debris and surplus materials from the work place. Equipment and materials required to complete the work effort may remain on site as long as they are organized/stored in a manner that does not cause a safety hazard.
4.6 Environmental Management
The Contractor shall comply with the most stringent environmental federal, state, and local laws and regulations; and Air Force policies, instructions, and plans. The federal
Government is not exempt from compliance with environmental regulations. The installer shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities. The Prime Contractor shall ensure their sub-contractors (if any) comply with these specifications. Asbestos may be present at all hangers within the scope of this project. But the presence of asbestos along, adjacent, or within existing cable runs is not anticipated. If asbestos is discovered during the installation phase of this project, the Contractor shall stop work and contact 502 CS/SCXP for disposition.
4.7 Integrated Product Team (IPT)
The Contractor shall chair a weekly IPT meeting consisting of Contractor representatives, the Contracting Officer, Program Manager, Engineer, and representatives of the 502
CS/SCXP JBSA-Randolph. The purpose of this meeting is to discuss project progress, problems being encountered, and other discussions necessary/beneficial to ensure success and timely completion of the PWS.
4.8 Walk-Through
The Contractor shall schedule a final project walk-through of all work completed prior to close out with the government Project Manager. This should be scheduled at least 72 hours prior to the event.
5.0 DELIVERABLES
5.1 List of Deliverables
All deliverables are subject to Government acceptance and approval. They shall meet professional standards and the requirements set forth in this Task Order. All deliverables shall be produced using recommended software tools/versions as accepted by the
Government. The Contractor shall submit the following deliverables:

5.2 Acceptance Test Plan
The Contractor shall provide a detailed acceptance test plan of the installation covering all aspects of the installation and demonstrate the acceptability of the work on meeting the government requirement. The Contractor shall perform all tests and document results of tests with government witnesses overseeing the Acceptance testing.
5.3 As-Built Drawings
The Contractor shall submit three (3) copies of engineering redline drawings showing the as-built configuration. This includes one paper copy, one PDF, and one in Microsoft
Visio compatible format on a CD/DVD. The Contractor shall provide As-Built Drawings, prior to final acceptance, to include Cabinet Elevations, Floor plans, Floor and/or ceiling cable route diagrams, furniture drop and cable tray/raceway location drawings incorporated on floor plans, cable schedules to indicate – cabinet, patch panel, remote port location, local port location. All Floor plans shall be to scale.
5.4 Testing Requirements
The Contractor shall perform testing and inspections of all systems solutions to ensure the technical adequacy and accuracy of all work, including reports and other documents required in support of that work. The Contractor shall conduct on-site testing in accordance with the Original Equipment Manufacturer’s installation manuals, practices and the appropriate vendor’s test procedures. The Contractor shall provide a sortable detailed test plan.
6.0 WARRANTY
The Contractor shall provide a one-year warranty or manufacturer’s standard commercial warranty, whichever is longer. This warranty shall include a one-year workmanship warranty for all work performed for this PWS. The warranty period shall start from the date of system and/or project acceptance as recorded by completion of the AF Form 747 and not the DD Form 250. The Contractor shall provide written procedures and required information for warranty services at or prior to site acceptance.
7.0 PERFORMANCE
7.1 Period of Performance
The period of performance for the project shall not exceed 2 months after the start of the project.
7.2 Place of Performance
The place of performance is JBSA-Randolph.
7.3 Hours of Work
The Contractor shall routinely work during normal operating hours of the site. Monday through Friday, excluding federal holidays and/or site-unique down days. Any site work requested by the Contractor to be performed outside of normal duty hours shall be coordinated with the Base POC at least two working days in advance. The Contracting
Officer must be notified in advance if there is any cost impact for this work.
8.0 GOVERNMENT FURNISHED INFORMATION/ACCESS/STANDARDS
8.1 Government Standards
The Contractor shall comply with installation standards mentioned in section 2.5 of this
PWS. Installation technicians shall be familiar with appropriate Commercial/Military installation standards. Installation tasks shall be performed in accordance with the appropriate installation standards and practices. 9.0 SECURITY
9.1 Security Clearances
Stated work and associated products shall be performed at the UNCLASSIFIED level.
However, when access to classified areas may be required, selected personnel who install network equipment, test network equipment and cutover network equipment may be required to obtain a minimum of DoD Secret Security Clearance. Escorts may be required, as some work will be performed in secure facilities. It is the Government’s responsibility to provide escorts.

9.2 Base Access
The Contractor shall process a Site Visit Request Letter. This letter shall identify the names, social security numbers, driver’s license numbers and state of issue, and birth date of the personnel who will performing on this . This information is required to grant access to the base. If required by the base, the Contractor shall provide identification badges for their employees. All Contractor personnel shall wear these badges while on duty on the
Government site. The badges shall identify the individual, company name, and be clearly and distinctly marked as Contractor and be in accordance with base regulations.
Complete Installation Access Application form (Refer above 9.2). Access requests should be made thru 502 CS/SCXP. Access requests shall be submitted at least one (1) week prior to scheduled arrival.
