1.1 Scope. This Statement of Objective (SOO) defines the requirement for the Contractor to Engineer, Furnish, Install, Test and Place (EFIT&P) into full service an integrated Command and Control (C2) dispatch system at the RAF Fairford Command Post (CP) with the latest geo-diverse/geo-redundant IP-based dispatch system. The new C2 dispatch system shall include hardware, software, licenses, controller console positions, system admin/manager workstation, admin multi-line phones, entrance phones, multi-party conferencing, voice recording, media gateways, interface equipment, and all other necessary equipment/wiring; and be capable of interfacing and integrating with the base Cisco Voice over Internet Protocol (VoIP) Unified Capabilities (UC) Local Session Control (LSC), the Secondary Crash Net, Giant Voice notification system, and radio networks (HF, VHF, UHF, and LMR) using a single intuitive graphical user interface to provide complete services. The all-new dispatch system and equipment shall be Joint Interoperability Test Command (JITC) certified with Authorization to Operate (ATO).

The Contractor shall coordinate with the base to verify all necessary information and to identify and ensure all preparations required from the base and allied support required are complete prior to implementation. The system must be installed with little or no disruption to existing services. Training for up to 5 Command Post personnel and warranty support for a minimum of 5 years shall also be required for the complete system. The requirement for an integrated Command and Control (C2) dispatch system at the RAF Fairford Alternate Command Post is addressed as an option to be exercised when funding is available.

1.2 Background. The 501 Combat Support Wing (CSW) has recently moved to RAF Fairford and has stood up a Command Post. The new Primary 501 CSW Command Post is located in Room 122 of Fairford Building 29 (Base Operations). The Alternate Command Post will be in Building 2 (501 CSW Headquarters). Currently there is no dispatch capability in the Command Post (CP). The base has a Cisco Unified Communications Manager (CUCM) installed; the primary CUCM in Building 1202 and the secondary CUCM in Building 1221. The proposed system is to support geo-diverse/geo-redundant active-active server core configuration using Session Initiation Protocol (SIP) and government provided fiber optic cable links between the Primary CP, the Alternate CP, and the primary CUCM location. The configuration using SIP will provide full active-active core redundancy, high availability, and automatic failover without loss of calls as well as load sharing/balancing in the event one core or the other becomes inoperable.
