1. INTRODUCTION

a. The primary mission of the Defense Logistics Agency (DLA) Disposition Services (DLADS) is to dispose of Department of Defense (DoD) excess and surplus personal property generated by the military services. This is accomplished through reutilization to other DoD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the public, or ultimate disposal through abandonment or destruction. DLADS is headquartered in Battle Creek, Michigan, with a variety of field sites worldwide.

b. This requirement is for the purchase and delivery at the best value to the United States Government of Brass Shredders or Deformers to DLADS Central.

c. This contract is at a firm-fixed price (FFP) with a base period of 12-months and two one-year option periods. The total contract length shall not exceed three years.

d. Contractors shall price items on the price schedule to include any packing/shipping charges to DLADS Kuwait and Qatar.

e. New Equipment ONLY; no remanufactured or “gray market” items.

f. The Brass Shredder or Deformer will have a DoD item unique identification (IUID) in compliance with DFARS 252.211-7003.

2. MOBILE BRASS SHREDDER OR DEFORMER SALIENT CHARACTERISTICS

1. The Machine shall be capable of shredding or mutilating brass casings from 9mm-30mm so that they are unrecognizable or repairable for their originally intended purpose.

2. Flexible enough to handle the smallest and the largest items with complete destruction on first pass through of material.

3. Machine shall operate for 8 hours a day without gumming or clogging.

4. Feeding capacity/hopper capable of handling 50-gallon drums full of casings.

5. Engine Requirements/fuel

a. Machine shall operate on Military standardized fuels

b. Machine shall be able to operate on other than ultra-low sulfur diesel.

6. Throughput capability of 1.5TPH of brass

7. Integrated hydraulic folding stockpiling conveyor

8. Emergency stops

9. Engine shutdown for the following warnings: low oil pressure, high water temperature, air filter blockage, overload, low hydraulic tank level, and hydraulic oil temperature

3. FEDERAL HOLIDAYS

a. The Contractor is not required to deliver any equipment on the 11 federal holidays observed by DLA unless approved by the KO or the onsite POC. The following holidays are observed:

b. When one of the holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When the legal holiday falls on a Saturday, the preceding Friday is observed as the holiday.

4. EQUIPMENT DELIVERY AND WARRANTY:

a. For the Contractor to successfully handoff the Shredders and receive payment from the United States Government (USG), they shall:

1) Be present for delivery.

2) Unload the piece of equipment.

3) Assemble the piece of equipment (if required).

4) Conduct an inspection with USG personnel to verify that all items are present, and that the equipment contains the minimum listed salient characteristics.

b. The Contractor shall complete and sign the provided DD250, Material Inspection and Receiving Report, with USG personnel and attach the completed form in WAWF prior to acceptance for payment, see section 10. A picture of the data plate with serial number shall be attached to the invoice prior to Government acceptance.

5. MANUALS AND FAMILIARIZATION TRAINING:

a. The Contractor shall provide one digital and one hard copy Operators Manual Guide, and Maintenance and Service Manual for the equipment delivered.

b. The Contractor shall provide familiarization and operations training upon delivery at the DLA Disposition Services facility in Kuwait and Qatar. The training shall be included for the shredder or deformer listed on CLIN 0001 and 0002. Training is not required on CLIN 0003 for the second unit for Kuwait.

c. The Contractor shall ensure the training takes place within fifteen business days of delivery. The training shall include at a minimum but not be limited to the following:

1) Daily operator startup and shutdown procedures.

2) Initial systems startup including the identification and filling location of all fluids.

3) Daily and periodic preventive maintenance requirements to include visual checks.

4) Operator safety overview.

5) Operator controls and indicator familiarization and overview

6) Unit limitations and common operator errors that may cause damage or premature wear on parts/systems.

7) Demonstrate the performance of brass shredder or deformer in use. The Government will provide spent brass to facilitate the training.

6. BASE ACCESS:

a. The Contractor shall coordinate base installation access with Disposition Services POC for delivery. The Contractor shall be familiar with and comply with all Base Command policies regarding security considerations for all Contractor employees.

7. SPILL RESPONSIBILITY:

a. The Contractor is solely responsible for all spills or leaks during the performance of this contract, which occurs because of, or is contributed to by the actions of its agents, employees, or subcontractors. The Contractor shall clean up such spills or leaks to the satisfaction of the USG in a manner that complies with applicable Federal, state, and local laws and regulations. The clean-up shall be at no cost to the USG. The Contractor shall report all such spills or leaks, regardless of their quantity, to the COR and Contracting Officer (KO) immediately upon discovery. A written follow-up report shall be submitted to the COR and KO not later than twenty-four hours after the initial telephonic report. The written report shall be in narrative form, and as a minimum shall include the following:

1. Description of item spilled (including identity, quantity).

2. Whether amount spilled is EPA or state reportable, and if so, whether it was reported. Exact time and location of spill including a description of the area involved.

3. Containment procedures initiated.

4. Summary of any communications Contractor has with press or USG officials other than the KO.

5. Description of clean-up procedures employed or to be employed at the site including disposal location of spill residue.

6. Description of item spilled (including identity, quantity).

8. ENVIRONMENTAL MANAGEMENT SYSTEM

a. DLADS implemented an Environmental Management System (EMS) in accordance with ISO 14001:2015(E), DOD, and DLA requirements at all appropriate DLADS facilities. An EMS is an overall management system that includes organizational structure, planning activities, responsibilities, practices, procedures, processes, and resources for developing, implementing, achieving, reviewing, and maintaining the environmental policy of an organization. The DLADS EMS is designed to ensure that all personnel, including contract personnel, whose work activities can cause real or potential significant environmental impact, are aware of how their work supports the EMS and are competent to perform their roles, responsibilities and authorities while supporting the DLADS mission. The DLADS EMS program is explained in the agency EMS Core Instruction. Site supplements may detail information required by EMS at a local level such as local, state and host environmental regulations as well as local emergency procedures and operating procedures unique to the location. Site supplements also contain information concerning the local interaction between the appropriate DLADS tenant facility and the DOD/DLA host facility EMS program. Contractors and their personnel are required to be aware that each appropriate DLADS facility has an EMS and to be aware of EMS policies to perform work and/or gain access to an installation. Each DLADS facility maintains EMS awareness posters that identify the DLADS Environmental Management Representative (EMR) and host facility EMR for specific guidance concerning an individual facility’s EMS program. Contractors may request current copies of EMS information identified in this Section by contacting the local COR.

10. INVOICING:

a. DLADS Point of Contact (POC) will certify the invoice submitted through the Wide Area Work- Flow (WAWF) system; the on-site POC will verify the order is properly received IAW specifications.

b. The Contractor will invoice through the Department of Defense Wide Area Workflow (WAWF) system. Invoices must be submitted through WAWF in accordance with DFARS 252.232-7003. Refer to https://wawf.eb.mil for additional information.
