STATEMENT OF NEED (SON)

Solicitation #: W50S6S22Q0012 Project Title: Bldg. 12 Air Compressor Date: March 2022

SUMMARY OF WORK

1. PURPOSE OF SECTION: The SON explains the general intent of the project named above. It documents the major line items of work the Government expects to see accomplished, but it does not attempt to explain the exact details and/or method of execution; the Contractor will be responsible for providing specific performance details in their resulting proposal.

2. CONTRACTUAL REQUIREMENTS: Questions regarding contractual requirements should be directed to the Government Contracting Officer.

3. PROJECT SCOPE: This project is located at Bldg. 12, Morris ANG Base Tucson AZ 85706. The

Contractor shall furnish all labor, supervision, materials, tools, equipment, transportation with fuel, incidentals and subcontracting if applicable necessary to accomplish all the work involved as necessary to remove existing air compressor, and replace with new air compressor which effectively meets or exceeds the below specifications.

4. MAJOR ITEMS OF WORK: Work includes but is not limited to the following items:

4.1 Remove and dispose of existing Air Compressor.

4.2 Install new air compressor which effectively meets or exceeds the below specifications; including all connections to pneumatic, electrical, condensate/drain lines and any other utilities necessary to facilitate a “turnkey” installation.

4.3 Setup of new compressor, initial startup, operational check(s), and any necessary training.

5. WORK RESTRICTIONS: A portion of the work will be performed in a controlled area. Base access passes and escorts are required. No unauthorized entry is permitted by any contractors or delivery vehicles unless approved. Standard contract work hours of 06:00 AM – 5:00 PM shall be in effect.

6. SUBMITTALS: The Contractor shall provide the following with their quote: Compressor specification sheet

7. DESIRED PERFORMANCE PERIOD: Delivery 30 Days ARO, Install 45 Days ARO (negotiable)

8. APPLICABLE STANDARDS: Contracts for Materials, Supplies, Articles, and Equipment (Ref FAR 52.222-20)

9. GOVERNMENT FURNISHED MATERIALS/EQUIPMENT: None outside incidental use of utilities at install site.

10. GENERAL LOCAL REQUIREMENTS

Access and General Protection/Security Policy and Procedures.

The contractor shall comply with all applicable installation/facility access and local security policies and procedures. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

Antiterrorism Awareness Level I Training (AT Level I). This standard language is for contractor employees with an area of performance within a US Government controlled installation, facility or area.

All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities and controlled access areas shall complete AT Level I training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. AT Level I may be accomplished by a Level I qualified instructor; completing the Force Protection computer-based training (CBT) course on the Advanced Distributed Learning System (ADLS), or Joint Knowledge Online at http://jko.jten.mil. Tracking for each contractor or subcontractor employee is the responsibility of the unit AT Representative.

Conflict of Interest. The contractor shall not employ any individual who is an employee of the United States Government if the employment of that individual would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval of the employment in accordance with Department of Defense Directive (DODD) 5500-7, Standards of Conduct. In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities.

Operations Security (OPSEC). All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities, controlled access areas, and government information shall receive OPSEC training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. OPSEC training may be accomplished by the installation OPSEC Signature Management Officer (SMO), the OPSEC Planner, or an OPSEC Coordinator designated by the SMO; OPSEC training can also be accomplished by the contract/subcontract employees via the OPSE-1301 CBT located on the IAD IOSS website. Tracking for each contractor or subcontractor employee is the responsibility of the Unit Opsec Coordinator.

Controlled Unclassified Information (CUI) (formerly For Official Use Only (FOUO). The contractor shall comply with DoDI 5200.48, Controlled Unclassified Information (CUI) requirements. This regulation sets policy, responsibility, and procedures for protection of CUI and for marking, handling, transmitting, and safeguarding CUI material. The DoD CUI Program can be accessed via www.dodcui.mil. CUI material discovered by the contractor or contractor employees shall not be retained by the contractor and surrendered immediately to an appropriate Government authority.

Reporting Requirements. Contractor employees shall immediately report to an appropriate Government authority any information or circumstances of which they are aware that may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.

Physical Security. Contractor employees are responsible for safeguarding all Government property and controlled forms provided for the contractor’s use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.

Safety. The contractor shall comply with Occupational Safety and Health Act (OSHA), Air Force Occupational Safety, Fire Prevention and other applicable laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor’s compliance or non-compliance with such responsibilities. The contractor shall provide all personal protective clothing and equipment for contractor employees.

Hazardous Materials (HAZMAT). The contractor shall manage, handle, transport and store in accordance with the Resource Conservation and Recovery Act, 40 CFR 260-265, Protection of Environment, applicable State statutes and regulations. Any waste that is generated will require coordination with the Environmental Office for storage and disposal. Hazardous waste generated on base shall not be removed by the contractor without prior approval.

Smoking in AF Facilities. Contractors are advised that the Air Force has placed restrictions on the smoking of tobacco products in Air Force facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as the COR. Smoking is permitted only in designated areas.

Illegal Substances. Illegal substance possession and/or use will not be tolerated. The contractor shall ensure that contractor employees who have base access do not possess and/or use illegal substances. All contractors and subcontractors are required to adhere to all local, state and federal laws concerning possession and/or use of illegal substances. Contractors found to be in possession of illegal substances will be barred from the installation and subject to arrest and prosecution by local authorities.
