About this file
This document is a Statement of Work (SOW) for the U.S. Army Corps of Engineers Northwestern Division - Seattle District to replace spillway gates at Albeni Falls Dam in Oldtown, Idaho. The project involves fabricating 5-11 new vertical lift steel spillway gates, including components such as paint, non-destructive testing, seals, seal heaters, cathodic protection, wheels, and latching mechanisms. Two new lifting beams with electric gear motor driven actuators will also be fabricated, with a contract solicitation and award planned for FY26 for the first 5 gates and optional awards for the remaining 6 gates in subsequent years.
The procurement is anticipated to be a competitive, firm-fixed-price contract under FAR Part 15, using the Tradeoff process. Fabricators must have 5 years of documented experience, AISC Quality Certification, and a Fracture Control Endorsement. Painting contractors must have SSPC QP 3 certification. The project is seeking interest from Small Business, 8(a), Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, and HUBZone contractors, with the NAICS code potentially changing from 332312 to 237990. Responses to the sources sought announcement are due by 10:00 AM PST on 29 April 2025, with submission via email to the contract specialist.

USACE Northwestern Division – Seattle (NWS) District
Title:
SOW –ALBENI FALLS DAM REPLACEMENT SPILLWAY GATES
DESCRIPTION:
The Seattle District, U.S. Army Corps of Engineers has a requirement to replace existing steel spillway gates at Albeni Falls Dam (AFD), Oldtown Idaho. AFD is a concrete gravity structure consisting of two main sections, the spillway and powerhouse. The spillway with a total of 10 spill-bays, which are controlled by 32 feet high by 41 feet wide vertical steel lift gates. These gates consist of an upper and lower leaf. One additional gate is available to be used during emergencies or when maintenance is required on another gate. The project is seeking to fabricate replacement gates. Replacement spillway gates components include:
1. Fabricate minimum five (5) and maximum eleven (11) new vertical lift steel spillway gates offsite
a. Including paint, non-destructive testing (NDT), seals and seal heaters, cathodic protection, wheels, dogging and latching mechanisms.
2. Fabricate two (2) new lifting beams for new spillway gates.
a. Including paint, NDT, and three (3) electric gear motor driven actuators for latching and dogging mechanisms on lifting beam and gates.
3. Delivery of new fabricated gates need to be staged and scheduled so that USACE dam operations are not impacted. Mobilize/demobilize a crane to transition each leaf of the gate(s) from the delivery truck to a designated location in the vertical position for the Operating project to transfer and install the gate into the designated slot with the project intake gantry cranes. Provide fixture to hold gate leaf in vertical position.
4. Retrieve the existing gates from the designated location for removal and disposal.
5. Verify the new spillway gate, lifting beam equipment, and electrical features are properly fitted and tested.
6.
The contract solicitation and award is planned in FY26 for the first 5 gates. The remaining 6 gates will be optional award items to the contract with anticipated award in the subsequent years.
The anticipated NAICS code may be 332312, Fabricated Metal Product Manufacturing (supply). (Note: The NAICS maybe changed to NAICS code is 237990, Other Heavy and Civil Engineering, Construction after the conclusion of market research).
The proposed project is anticipated to be a competitive, firm-fixed-price contract to be procured in accordance with the Federal Acquisition Regulation (FAR) Part 15 (Contracting by Negotiation), using the Tradeoff process to acquire gates in the most expeditious manner possible.
The work is performed according to but is not limited to the current versions AISC 325, AWS D1.5M/D1.5, and AWS D1.6/D1.6 as well as the Unified Facilities Guide Specification (UFGS) SECTION 05 59 20 FABRICATION OF HYDRAULIC STEEL STRUCTURES.
Fabricating plants and fabricators may be required to have 5 years of documented experience on projects of similar scope and to be certified under the American Institute of Steel Construction (AISC) Quality Certification Program with one of the following certifications:
Certified Bridge Fabricator - Intermediate (IBR)
Certified Bridge Fabricator – Advanced (ABR)
Certified Hydraulic Fabricator – Advanced (HYDA)
The fabricator will be required to hold a Fracture Control Endorsement (FCE) under the AISC Quality Certification Program, in addition to one of the certificates above.
The painting contractor must be certified by the Association for Materials Protection and Performance (AAMP) with SSPC QP 3 certification for all shop surface preparation and coating application.
Each painter will be required to get individually certified prior to painting. This is typically done via a 3rd party test agency or government witnessed test plate painting.
The gates will be painted with 5-E-Z vinyl paint.
The lifting beam will have electric gear motors with mechanical linkages for actuation of latching and dogging mechanisms for latching of lifting beam to top leaf of gate, latching of top leaf to bottom leaf of gate and dogging of gate in the gate slot.
The gate will have stainless steel wheels with spherical self-lubricated bearings.
