GENERAL INFORMATION AND REQUIREMENTS
PART 1 - GENERAL
1.01 SUMMARY:
A. Background: Mavencamp Well is an existing well that was originally dug and developed in 2008, but a pump was not installed. The well has remained idle since that time. The total depth of the well is 375 feet.
1. The following background information is included with these Specifications:
a. A copy of the original Montana Well Log Report GWIC Id: 250571 dated 10/28/2008.
b. A current photo of the existing wellhead.
B. Scope of Work:
1. Base Bid consists of the following work:
a. Yield test existing well to verify its viability and to ascertain that historical yield data remains accurate as per the original Montana Well Log Report. Furnish expertise, materials, equipment, and labor to perform preliminary yield testing, well development, final yield testing, and capping of the well.
2. Additives Bid consists of the following work contingent on results of yield testing:
a. If yield test results prove successful, meeting the production rate requirement of 10 gallons per minute, then furnish materials, equipment, and labor to install a submersible pump, pitless adapter, solar-powered electric generation system, and livestock exclosure for the existing well site. Work shall include connection from pitless adaptor to existing underground water line and installation of curb stops. Work shall also include all related appurtenances necessary to ensure a fully functioning well system.
b. If yield testing results do not meet minimum production requirements, then the
Government reserves the right to evaluate and consider alternative courses of action.
The Government and the Contractor will engage in discussions to determine the appropriate next steps. These steps may include, but are not limited to, modifications to the existing Contract or the development of a new path forward, which will be mutually agreed upon. Any adjustments or modifications to the Contract will be formalized in writing and executed through a Contract modification.
i. If it is determined that no further action can be taken under the current scope, the Government may, at its discretion, de-obligate the Additives Bid Items in the Bid Schedule and may execute a termination for convenience of the Contract.
Should further work be required, it may be pursued under a separate Contracting vehicle or under a new agreement that better aligns with the project needs.
C. Location: This well is in Phillips County, Montana, located approximately 50 miles northeast of
Malta, Montana (and approximately 17 miles northeast of Whitewater, Montana) at Section 01, T36N, R32E SW1/4 SW1/4 SW1/4. Coordinates: Latitude N 48.901500, Longitude W 107.490917.

Access to the well is available using public roads. A location map is included with the Drawings.
D. Work Data Sheet: Designates the type and quantity of work required at the project location and provides existing well data.

1.03 DEFINITIONS:
A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only

to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, the Contractor may submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project. Any work done, or materials provided prior to approval shall be at the Contractor’s own risk. Any work done, or materials provided prior to approval will not be eligible for payment until approval is obtained.
1.04 SUBMITTALS:
A. Scope: Submittals include but not limited to, Contractor's Work Schedule, well logs, well record, manufacturers literature, manufacturers shop drawings, manufacturers installation instructions, well testing data, concrete design mix, bedding gravel sieve analysis, and as-built drawings. All submissions shall have a cover letter attached as included at the end of this section. An electronic version of the cover letter will be made available to the Contractor upon request.
B. Requirements: Refer to specifications for submittals required. Allow at least 10 working days for review. Submittals shall be delivered to the Contracting Officer or appointed Contracting Officer’s Representative.
C. Identification of Submittals: Completely identify each submittal by showing at least the following information:
1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.
2. Name of project as it appears in these specifications.
3. Contract number, drawing number, and specification section number to which the submittal applies.
4. Whether this is an original submittal, or resubmittal.
5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.
D. Government review and acceptance of submittals is solely for the purpose of assessing general compliance with contract requirements and shall not be construed as relieving the Contractor of responsibility for errors, omissions, or deviations from the Contract. Approval by the Government does not waive or modify any terms of the Contract, nor does it transfer any risk or liability from the Contractor to the Government. The Contractor remains solely responsible for the accuracy, completeness, and coordination of all submittals, and for ensuring that the work complies in all respects with contract requirements.
1.05 CERTIFICATES OF CONFORMANCE:
A. Requirements: The Contracting Officer may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materials used based on a Certificate of Conformance may be sampled and tested. Installation of materials based on Certificates of Conformance shall not relieve the Contractor of responsibility for incorporating materials that conform to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not.
B. Format: The form of the Certificate of Conformance provided by the supplier shall be as follows:
1. The certificate shall state that the named product conforms to the Contract requirements.

2. The certificate shall either be accompanied with a certified copy of the test results or certify that such test results are on file with the manufacturer and will be furnished to the Contracting Officer upon request.
3. The certificate shall provide the name and address of the manufacturer, the testing agency and the date of tests.
4. The certificate shall set forth the means of identification, which will permit field determination of the product delivered as being the product covered by the certification.
1.06 QUALITY ASSURANCE:
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.
C. A water well driller possessing a valid and current license to drill water wells in the State of Montana must be always present on the site during drilling, installation of casing/ pitless adapter, and testing of the well.
1.07 DELIVERY, STORAGE, AND HANDLING:
A. Delivery: The Contractor shall protect products, incorporated into the work, from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer's name and brand designation and contents legibly indicated. The containers shall bear the referenced specification number, type and class as applicable.
B. Storage: The Contractor shall provide temporary storage facilities for products complying with manufacturer's recommendations that will protect them from damage until installation on the project and final acceptance. The storage area shall permit access for inspection and handling.
C. Handling: The Contractor shall load and unload products in such a manner that protects them from damage until installation on the project.
1.08 PROJECT/SITE CONDITIONS:
A. Access to the Work:
1. Access to the work shall be on existing roads or trails, building additional access roads/ trails will be at the Contractors expense. The contractor is responsible for preparing the site for work. (See specifications)
2. Public or private access roads, and any off-road travel areas, damaged by the Contractor's travel or operations, shall be restored, by the Contractor at the Contractor's expense, to the same condition that they were in at the commencement of work.

4. The contractor shall not perform any work to the access roads, well site or adjoining areas unless specifically required to in the specifications, drawings, or by written directive of the

Contracting Officer.
B. Utilities: Before starting construction, the Contractor shall be responsible for determining the location and extent of all utilities, both above and below ground. The Contractor shall be responsible for protecting utilities during construction. If any utilities are damaged by the Contractor's operations, the Contractor shall notify the utility owner immediately and the Contractor shall be responsible for the cost of the repairs to the utility.
C. Environmental Considerations:
1. Operations of the Contractor (including storage of materials, project office, camping area, and equipment parking) upon Government premises shall be confined to areas approved by the Contracting Officer. The surrounding landscape shall not be disturbed. If it is disturbed, the Contractor shall restore that area at the Contractor's expense. Government premises adjacent to the construction site will be made available for use by the Contractor without cost whenever such use will not interfere with other Government activities.
2. No waste products from vehicles or equipment (such as fuel, oil, grease or antifreeze) shall be drained or spilled on the ground. All waste products shall be captured by the Contractor and disposed of properly, and legally offsite. If a waste product is accidentally spilled on the ground, the Contractor shall excavate areas that have been saturated to a depth 12" beyond contaminated material. The excavation shall be backfilled with approved material. The Contractor shall haul the contaminated material to an approved disposal site at the Contractor's expense.
3. All drill hole cuttings shall be buried before leaving the site. Final site conditions shall be approved by the contracting officer before the contractor demobilizes.
4. All the Contractor’s vehicles and equipment shall be washed before mobilizing onto the site to prevent the spread of noxious weeds.
1.09 SEQUENCING AND SCHEDULING:
A. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, the
Contractor shall submit an updated schedule within 3 calendar days. As a minimum, the estimated start and completion dates shall be shown in the schedule.
B. Permitted Work Period: If Contractor’s proposed work schedule includes the period between March
15th to July 15th, then Contractor must receive permission from Contracting Officer prior to start of work. Bird nesting activities in the immediate vicinity shall preclude the start of work.
C. Climatic Conditions: No work required under this section will be allowed when soil conditions are frozen or excessively wet.
1.10 CONTRACTOR USE OF PREMISES:
A. Confine operations to the site of the proposed Work or within the right-of-way or construction easements provided. Construction camps and staging areas outside of the construction area must be approved by the Contracting Officer.
B. It shall be understood that the responsibility for protection and safekeeping of equipment and materials on or near the site will be entirely that of the Contractor and that no claim shall be made against the Government by reason of any act of an employee or trespasser whether Government has paid Contractor for equipment or materials in storage or not.
C. The period of performance for this Contract is 365 calendar days. The yield testing portion of the
Contract may be completed at any time within the performance period, provided that sufficient time is

allowed for the Additives Bid work, including the installation of the pump, photovoltaic (PV) system, and all related appurtenances. Once the installation of the pump and PV system commences, the Contractor shall complete the remaining work within 60 calendar days. The 60-day period begins upon the start of pump and PV system installation and applies to the completion of the entire project.
1.11 SOILS:
A. The following design criteria shall be included with this action:
1. Construction activities shall not be performed during periods when the soil is too wet to adequately support equipment/vehicles. If equipment/vehicles create ruts more than three increase deep, operations must cease as the soil will be deemed too wet to adequately support equipment/vehicles.
2. Where soils are disturbed and topsoil is present, topsoil shall be stripped, separated from subsoil/parent material, and stockpiled for use in reclamation.
1.12 LIVESTOCK:
A. Livestock may be present in the area during construction. If livestock become a hindrance to the work, Contractor shall notify Contracting Officer, and the Government will remediate the issue.
PART 2 - PRODUCTS
(There are no applicable requirements.)
PART 3 - EXECUTION
3.01 PROJECT MEETINGS:
A. Pre-Work Conference:
1. Notification: A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.
2. Attendance: The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.
3. Presentation: The Contractor shall be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.
B. Progress Meetings:
1. Location: Meetings shall be held at the project site, or as determined by the Contracting Officer.
2. Notification: Meetings shall be called by either the Contracting Officer or the Contractor.
Request shall state who should attend.
C. Final Inspection:
1. Location: Meeting shall be held at the project site, or as determined by the Contracting Officer.

2. Notification: The Contractor shall notify the Contracting Officer in writing at least 3 working days before the completion date so the Government can schedule final inspection.
3. Drawings and Manuals: The Contractor shall deliver yield test results to the Contracting
Officer prior to final inspection.
4. Attendance: The Contractor shall require the superintendent to be present during this inspection.
3.03 WORK LAYOUT:
A. Requirements: The Government will set construction stakes to give the Contractor measurements, lines and grades necessary for the work executed under the Contract. The Contractor at the Contractor’s expense shall reset baseline monuments, benchmarks disturbed or removed during construction.
3.04 CLEAN-UP AND DISPOSAL OF DEBRIS:
A. Waste Removal: The Contractor shall always keep the premises free from accumulations of waste materials or rubbish caused by work. At the completion of the work, the Contractor shall remove all such materials from the work site. The Government may remove all such materials and charge the cost to the Contractor if the site is left untidy.
3.05 WARRANTY:
A. Requirements: Materials and equipment furnished under this Contract shall be covered by the most favorable commercial warranties given to customers for such materials or equipment. The rights and remedies provided herein are in addition to and do not limit rights afforded to the Government by other clauses of this Contract. With respect to warranties, expressed or implied, from manufacturers or suppliers for materials or equipment furnished under the Contract, the Contractor shall:
1. Obtain warranties that would be given in normal commercial practices.
2. Require warranties to be executed, in writing, for the benefit of the Government.
3. Submit warranties to the Contracting Officer prior to the final inspection.
B. The Contractor warrants that all work performed under this Contract, including materials, equipment, and workmanship, shall be free from defects and in conformance with the Contract requirements for a minimum period of one (1) year from the date of final acceptance by the Government. During this period, the Contractor shall, at its own expense and upon notification by the Government, promptly correct or replace any work, materials, or equipment found to be defective or not in compliance with the Contract requirements. The warranty shall not limit the Government’s rights under any other clause of this Contract or remedy available by law or equity.
PART 4 - MEASUREMENT AND PAYMENT
4.01 METHOD OF MEASUREMENT:
A. Units: The work described in this section will not be measured for payment.
4.02 BASIS OF PAYMENT:

A. Payment: No direct payment for the work described under this section will be made. The Contractor shall include consideration for this item in the bid price for other items of the Contract.

SECTION 01505 MOBILIZATION

MOBILIZATION
A. Mobilization consists of the preparatory work and operations performed by the Contractor, including, but not limited to, those necessary for:
1. The movement of personnel, equipment, supplies, and incidentals to the project site,
2. The establishment of facilities necessary for all work on the project,
3. Premium on bonds and insurance for the Contract,
4. Mobilization costs for subcontracted work; and
5. For other work and operations which must be performed, or costs incurred prior to beginning work on the various items on the project site.
A. Units: Progress payments will be made as follows:
1. Mobilization will be separated and measured as Mobilization 1 for the Base Bid and Mobilization 2 for the Additives Bid. Progress payments will be made according to each separate mobilization as specified below.
2. When 5% of the original Contract amount is earned from other bid items, 50% of the amount bid for mobilization or 5% of the original Contract amount, whichever is lesser, will be paid.
3. When 40% of the original Contract amount is earned from other bid items, 100% of the amount bid for mobilization or 10% of the original Contract amount, whichever is lesser, will be paid.
4. Upon completion of work for the project, payment of the amount bid for mobilization more than
10% of the original Contract amount will be paid.
5. The total sum of all payments for this item shall not exceed the original Contract amount bid for mobilization, although the Contractor may have shut down the work on the project or moved equipment away from the project and then back again.

WATER WELLS
A. Section Includes: Furnish materials, equipment, and labor to install pitless adapter and curb stops as shown on the drawings and on the Work Data Sheet, and as specified herein.
B. Related Sections:

1.02 SUBMITTALS:
A. General: Submittals shall be according to Section 01009 - General Information and Requirements.
B. Certificates of Conformance: Submit electronic copy of certification from the supplier of the Contractor-furnished equipment to be used on this project that it conforms to the requirements of this specification section.
C. Records: Submit electronic copy of the well testing data and electronic copy of the samples described in this section to the Contracting Officer upon completion of the well.
D. Materials list: Prior to beginning work, Contractor shall submit for approval a complete list of proposed Contractor furnished materials showing brand, model, type, size or class designation as applicable, and intended location of use. When requested, Contractor shall also submit manufacturer's literature fully describing materials including manufacturer's recommended methods of sizing, installing and adjusting.
E. Product Data, Manuals, and Warranties: Contractor shall deliver to Contracting Officer before final inspection all installation instructions, manuals, product data, parts lists, and warranties packaged with products by manufacturer.
1.03 QUALITY ASSURANCE:
A. Failure Criteria: Not limited to the following:
1. Evidence of leakage
2. Evidence of breakage of pipe
3. Malfunctioning valves
4. Blockage of piping
5. Pressure drop
2.01 MATERIALS:
A. Pitless Adapter: Shall be a lead-free unit, conforming to the Water System Council PAS-97 (2019) Standards. Maass Model J Weld-on Adapter or equivalent.

B. Curb Stops: Brass curb stops conforming to AWWA Std. C800-89. O-Ring type valve, 150 psi minimum, Minneapolis-style, full port, tee head, and stem. With cast iron curb box including lid and stationary shut-off rod. See Work Data Sheet for descriptions and quantities.
C. Riser and Cap for Curb Stop: Cast iron curb box 6.5 feet in length compatible with curb stop.
Extend minimum 4 inches above ground surface when attached to valve buried at pipeline depth.
D. Curb Stop Rod: Shall be standard manufactured extension steel rod which can attach to the top of the curb stop valve with a tee head which is compatible with a tee handle curb stop key or shall be a fabricated steel extension rod which can attach to the curb stop valve and extend to the top of the riser & cap to allow it to be turned with a wrench or pliers rather than a curb stop key.
E. Curb Stop Key: Tee handle type, without a pentagon head for operating stationary shut-off rod.
One end of tee handle shall be pointed for digging. Compatible with a stationary rod. Furnish at least 1 key.
F. Check Valves: Precision-cast red brass, with an abrasion resistant “O” ring and spring, machine fitted to the valve seat, tapered for positive sealing and self-cleaning. Designed for horizontal flow.
Check valve and water line shall be compatible. Install check valves for proper direction of flow in horizontal position with hinge pin level.
G. Pipe Unions: Quality, corrosion-resistant union, creating a leak-proof connection, compatible with HDPE pipes. Pipe unions shall provide easy disassembly for maintenance or repair.
H. Thrust Block: Made of precast concrete. Size thrust block appropriately to adequately transfer pipe thrust force to prevent pipe movement and separation of joints. Position thrust block as shown in the Drawings.
I. Pressure Reducing Valve: Valve shall be capable of 200 psi or equal. Maximum Working Pressure: 200 psi, adjustable reduced pressure range 25 to 50 psi, Watts u5 or equal. Need and location shall be determined in the field. Set the outlet pressure as determined in the field.
3.01 WELL LOG AND SAMPLES:

C. Information for State Filing: Furnish the Contracting Officer with drilling information required by State law for filing on water wells and prepare and submit reports required of the driller by State law.
3.02 DISINFECTION:

3.03 ABANDONMENT OF THE WELL:
A. Abandonment Due to the Contractor's Actions: When the drilled well must be abandoned because of lost tools, damaged well, misalignment, or other causes attributed to carelessness or poor

workmanship, pull casing (if installed) that can be removed. Fill the hole with grout, puddled clay or other impervious earth material according to State regulations and requirements.
B. Abandonment Due to Other Causes: When the well must be abandoned because of inadequate quantity or quality of the water, or for another reason not the fault of the Contractor, pull the casing (if installed) that can be removed. Fill the hole with grout, puddled clay or other impervious earth material according to State regulations and requirements. The order to abandon the well must be in writing from the Contracting Officer.
C. Casing: Casing that can be removed shall be removed. The Government will retain ownership of the casing. If the casing cannot be removed, it shall be closed with a steel cap tack welded to the casing. The name of the well, total depth drilled, static water level, if any, and the date shall be plainly and permanently marked by welding beads on the protruding part of the casing. The annulus around the casing shall be abandoned according to State regulations and requirements.
3.04 SANITARY PROTECTION OF WELL AND GENERAL INSTALLATION:
A. General: Protect the well during the construction period to prevent tampering or seepage of contaminated water, petroleum products, or other contaminants into the well from the ground surface.
B. Seal: When the well is completed, install a cap compression seal designed to prevent pollutants from entering the well. The watertight casing shall extend above the final ground level as shown on the drawings. Seal or screen equipment that permits direct access to the well to prevent entrance of foreign matter or contaminants.
C. Pitless Adapters: The specified installation shall be complete including fittings and discharge line.
Excavate around the existing casing as specified. Connect the drop pipe and horizontal discharge line to the adapter or unit according to the manufacturers' instructions. Connections shall be watertight. The horizontal discharge line shall be minimum six (6) feet below finished grade.
1. Pitless Adapters: The outside section of the adapter shall connect onto the well casing a minimum six (6) feet below finished grade. The adapter shall be connected to the casing by clamp-and-gasket or by welding. The casing shall extend above natural ground a minimum of 18 inches. Cut a hole in the casing specified for the horizontal discharge line or adapter.
2. Discharge pipe shall tee into existing water line. Provide curb stop on each side of tee.
See details on drawings.
C. Install all plumbing devices and accessory items according to all current and relevant National
Standard Plumbing Code (NSPC) standards.
D. HDPE Pipe, Joint, and Fittings: HDPE pipe, joints and fittings shall be assembled and installed in accordance with the pipe manufacturer’s instructions and ASTM specifications D 2737 and D 3350.
The ends of the pipe shall be covered during progress of the work to preclude intrusion of undesirable material.
E. Steel Pipe & Fittings: Except where otherwise specified, steel pipe and fittings shall not be used where they will be in contact with the soil. Only brass, HDPE pipe, and fittings or steel wrapped fittings shall be used in such locations.
F. Pipe Wrap: All buried exposed steel pipe and fittings shall be wrapped with pipe wrap. Wraps shall be tight and moisture-proof, with each wrap overlapping one-half the previous lap. All uncoated and exposed HDPE steel transition fittings and other HDPE steel fittings shall be wrapped

with pipe wrap as described above and the wrap sprayed, or brush coated with an adequate layer of black urethane protective bed liner.
G. Connections: Connection of a new pipeline to other facilities shall be made in accordance with the drawings.
H. Pressure Reducing Valve Assembly: Install valve, reducer, slip-to-thread adapter, riser and cap, and reducing valve marker, cap. Wrap or urethane coat any exposed metal fittings.
E. Grading: Slope the ground immediately surrounding the top of the well casing or pitless wellheads away from the well in all directions, as shown on the drawings.
F. Correcting Contamination: If the well becomes contaminated, or water with undesirable physical or chemical characteristics enters the well due to the neglect of the Contractor, corrective work including the supplying of casing, seals, sterilizing agents, or other materials necessary to prevent contamination of the aquifers shall be performed at the Contractor's expense.
3.05 FIELD QUALITY CONTROL:
A. Testing procedure: Test pressure shall be maximum operating pressure. Fill pipeline with water and conduct test as follows:
1. First Test: The presence of the Contracting Officer is not required at the first test.
Pressurize to test pressure and inspect for failure criteria. Correct all defects and repeat the test until no further defects are observed.
2. Second Test: Once the first test has been conducted and all defects corrected, a second test shall be conducted in the Contracting Officer's presence. Pressurize to test pressure. Hold this pressure for a minimum of 4 hours and then inspect for failure criteria. Correct all defects and repeat the test until no further defects are observed and until test is approved. Backfilling may be completed after approval of test.
3. Final Test: Once backfilling is complete a final test shall be conducted in the Contracting
Officer's presence. Pressurize to test pressure. Hold this pressure for a minimum of 24 hours and then inspect for failure criteria. Correct all defects and repeat the test until no further defects are observed and until test is approved.
A. Units: Pitless adapter and curb stops will be measured and paid for on a lump sum basis.
B. No payment will be made for drilling, installing casing, removing casing, or the plugging of a well abandoned due to the Contractor's actions. Payment will be made for furnishing and installing casing for the quantity abandoned due to other causes. Payment for pulling casing and filling the hole when the well is abandoned due to other causes will be negotiated and the Contract will be modified in writing.

WELL FINALIZATION
A. Section Includes: Preliminary yield testing, well development, final yield testing, and capping of the well.
B. Minimum required yield shall equal 10 gallons per minute (gpm).
2.01 EQUIPMENT
A. Well Testing and Developing Equipment: Equipment must, at a minimum, be able to test and develop the well at 1-1/2 times the minimum required yield at 1-1/2 times the maximum depth listed.
The following equipment shall be on site:
1. Final Yield Pump Testing Equipment: Pump shall be capable of pumping 1-1/2 times the minimum required yield. Pumping unit shall be equipped with a hose and valve to regulate the flow for the purpose of establishing the maximum yield at various depths. Furnish generator capable of operating the pump, drop pipe and outlet pipe with a flow meter.
2. Provide temporary lines for safe discharge of test water away from work area as approved by Contracting Officer.
B. Well Cap: Use existing well cap.
3.01 DISINFECTION:
A. General: After the well has been fully developed and results show that the well can produce the required minimum yield:
1. Clean the hole thoroughly of foreign substances and swab the casing pipe, using alkalis if necessary to remove oil, grease, or joint dope. The well shall then be disinfected with a chlorinated compound. The disinfection agent shall be left in the well for a period of at least 12 hours. After a 12-hour – or longer – contact period, the well is to be pumped to clear it of the disinfection agent.
B. Chlorine Solution: Prepare and apply chlorine solutions according to the following table:

A. Yield Test Procedure:
1. Provide the following at one-hour intervals in writing:
a. Pumping rate
b. Pumping water level
c. Static water level
d. Water recovery rate and level
e. Time of starting and ending each test cycle,
2. Provide for continuous constant rate pumping at 1.5 times the minimum yield required. Pump for 8 hours. The test may be terminated if stabilized drawdown occurs for two hours during the test. If the design pumping rate is 35 gpm or greater, the minimum stabilized drawdown period must be at least eight hours.
3. Divert and measure the flow of water through a mechanical flow metering system capable of measuring accurately to within 1/4 gallon/minute. Complete pump test results shall be provided in writing to the Contracting Officer as soon as they are available.
4. Protect the well during the construction period to prevent tampering or seepage of contaminated water, petroleum products, or other contaminants into the well from the ground surface.
PART 4 - MEASUREMENT AND PAYMENT
4.01 METHOD OF MEASUREMENT:
A. Units: Final yield testing will be measured by the number of actual hours spent pumping to the nearest 1/4-hour increment.
B. Units: Disinfection of the well will not be measured and paid for. Contractor shall include consideration for such item in the bid price for other items of the Contract.
C. Units: Standby time will not be paid. Time utilized in assembling equipment, servicing or repairing equipment, or any other nonproductive time shall not be paid. Contractor shall include consideration for such items in the bid price for other items of the Contract.

LIVESTOCK EXCLOSURE
A. Section Includes: Furnish materials, equipment, and labor to install a steel panel livestock exclosure as shown on the drawings and on the Work Data Sheet, and as specified herein.
1.02 SUBMITTALS:
A. General: Submittals shall be according to section titled – General Information and Requirements.
2.01 CONTRACTOR-FURNISHED MATERIALS:
A. Steel Posts: Shall be a 2-7/8-inch outside diameter (OD) by 0.217-inch minimum wall thickness, Oil Country Tubular Goods (OCTG) steel pipe. Pipe shall be used/recycled structural OCTG casing or drill pipe in sound structural condition, clean and radiation free (<12 µR/hr.), or new reject pipe, or unused surplus pipe.
Surface rust is acceptable; however, any material that is excessively pitted, rusty, flaking, peeling, or corroded will be rejected. Pipe with splits, bends, or thin spots (hot spots) will not be accepted. Pipe shall be free from oil debris. All pipe that is concrete lined, lined with any synthetic material, has holes or perforations shall not be accepted. All drill stem threads and collars shall be removed. Round post caps shall be field installed on all steel posts.
B. Steel Panels: Steel panels shall be HW Brand, HB 560-16 Heavy Panel or equivalent, 16’ long and 5’ high.
C. Steel Gates: Provide one heavy-duty steel panel gate to act as the entrance to the livestock exclosure.
Gate shall match the other steel panels in color, quality, and dimensions. Gate shall be fastened to post with hinges such that the gate is able to swing freely when opened. See Drawings for location.
D. Fasteners: Chain: Lengths of steel chain shall be used to secure the steel panels to the steel posts.
Chain shall be 3/8” links and shall be wrapped around the post and through the openings in the panels. The ends of the chain fasteners shall be bolted together.
3.01 PREPARATION:
A. Clearing: No clearing of the area is allowed.
3.02 INSTALLATION:
A. General: Drive steel posts. Posts shall be installed plumb, to the designated depth, and the lateral alignment shall be within plus or minus 1/2 inch. See Drawings for exclosure layout, pipe lengths, and depth of bury.
B. Orientation: Orient exclosure layout and shape to minimize shadows being cast onto surface of solar array by exclosure.
C. Steel Panels/Gate: Steel panels and gate shall be installed in accordance with drawings. Fasten steel panels to steel posts with lengths of 3/8” chain, two chains per post. Fasten chains together with bolts so that any individual panel can be removed as needed for maintenance of solar panel system and well.

C. Contractor may submit a proposal to the Contracting Officer for an alternative structural support and foundation system in lieu of the concrete foundation and pole mount as specified in this Section. Contractor shall provide detailed drawings and specifications for the alternative foundation design. Proposed alternative design shall be approved and stamped by a Professional Engineer. Any alternative design proposal shall require approval of the Contracting Officer prior to proceeding with installation.

PART 2 - PRODUCTS
2.1 PEFORMANCE REQUIREMENTS:
A. Comply with ACI 301, "Specification for Structural Concrete," and with ACI 117, "Specifications for Tolerances for Concrete Construction and Materials."
2.2 MATERIALS:
A. Reinforcing Steel: Reinforcing steel shall be No. 5 bars and shall meet the requirements of ASTM A 615, Grade 60. Store reinforcing steel clear of the ground and protect against rusting and damage. Rust, scale, mill scale, or other coating that may destroy or reduce bond is not acceptable. Steel reinforcing shall be furnished in full lengths where practicable. Design, materials, fabrication, and installation shall comply with the requirements of ACI 318, Chapter 7 and Part 4.
B. Reinforcement Accessories: Tie wire shall be annealed, minimum 16 gauge. Chairs, Bolsters, Bar Supports, and Spacers: Shall each be sized and shaped for adequate support of reinforcement during concrete placement.
C. Cementitious Materials:
1. Portland Cement: ASTM C 150, Type V, grey color. Meet equivalent alkali requirements of ASTM C 150 – Table 2.
2. Low-alkali Blended Hydraulic Cement in accordance with ASTM C595, Type IS, IP, IL, or IT, designated with special property HS for high-sulfate resistance.
3. Pozzolan: ASTM C 618, Class C or F. Test for effectiveness in controlling alkali-silica reaction (ASR) under supplementary optional physical requirements in Table 3 of ASTM C
618. Use low-alkali cement for test.
D. Aggregates:
1. Coarse Aggregates: ASTM C 33; nominal maximum size aggregate (NMSA) as identified in Table 03300A – Mix Design Table.
2. Fine Aggregates: ASTM C 33, except allowable fines content (material passing No. 200 sieve) less than 3%.

1. Admixtures are limited to those approved.

F. Water: Potable water is acceptable without testing. Where non-potable water will be used (wholly or blended with potable water), the water shall comply with ASTM C 1602, including the optional requirements of Table 2.

1. Water: ASTM C 1602, including optional requirements of Table 2 within ASTM C 1602.
2. Curing Compound: ASTM C 1315, Type II (white pigmented).

I. Structural Steel:
1. Steel pipe supporting photovoltaic array: ASTM A252 Black Iron Steel Pipe Piling. All structural steel pipe shall be new with a smooth, rust-free exterior surface. See Work Data Sheet for sizes and lengths.
2.3 CONCRETE MIXTURES:
A. Prepare design mixtures, proportioned according to ACI 301.
B. Normal-Weight Concrete Design Mix:
1. Minimum Compressive Strength: In place of a prescribed strength rating (i.e.: 4000 psi at 28 days), a 6-sack concrete mix is required.
2. Water cement ratio shall not exceed 5 gallons per 94-pound sack of cement, inclusive of water in the aggregate.
3. Slump Limit: 4 inches for concrete with verified slump of 2 to 4 inches before adding high-range water-reducing admixture or plasticizing admixture.
4. Air Content: Maintain within range permitted by ACI 301.

C. Measure, batch, mix, and deliver concrete according to ASTM C 94. The Contractor shall allow Government access to the batch plant to observe batching operations, sequence of batching, and to confirm batch component tolerances.
1. Chemical admixtures shall be incorporated into the mix in accordance with ACI 212.3R and the manufacturer’s recommendations.
2. For hauls longer than 1-1/2 hours, extended set control admixtures may be used as approved during the mix design approval process.
3. Hot weather: In accordance with ACI 305R. Materials required for protection shall be on the jobsite before concrete work is started.
4. Cold weather: In accordance with ACI 306.1. Materials required for protection shall be on the jobsite before concrete work is started. Do not place concrete on frozen subgrade or against surfaces having deposits of frost, snow, or ice.
PART 3 - EXECUTION
3.1 STEEL POLE MOUNT INSTALLATION:
A. Installation:
1. Excavate the ground to the required footing depth and size.
2. Center and vertically plumb the steel pole and stabilize with temporary shoring.
3. Pole shall be left hollow when concrete is placed.
4. Follow all manufacturer instructions for proper installation.
3.2 CONCRETING:
A. Formwork:
1. Design, construct, and remove formwork in accordance with ACI 347.
2. Tolerances are based on the finished concrete surfaces as described in ACI 117.
3. Construct forms to the sizes, shapes, lines, and dimensions shown on the drawings, to obtain accurate alignment, location, grades, and level and plumb surfaces in finished structures. The Contractor shall provide construction and imbedded items such as anchor bolts. Fabricate forms for easy removal without hammering or prying against the concrete surfaces. Provide crush plates or wrecking plates if stripping may damage the concrete.
Form oil may be applied to facilitate removal of forms. Forms and subbase shall be wet before placement of concrete.
4. For concrete placed directly into excavation without the use of formwork, oversizing of excavation is acceptable. However, Government is not responsible for the cost of additional concrete volume required for oversized excavations.
5. Reinforcing Steel: Footing reinforcement shall consist of #5 reinforcement with amount, placement, and spacing per Drawings and Work Data Sheet.
a. A minimum of 3-inch concrete clear cover.
b. Reinforcement shall be securely wired in proper positions and shall be adequately supported before concrete is placed.
c. Steel bars splices shall have a minimum overlap of 24 inches and splices staggered.

B. Placement:
1. In accordance with ACI 304R.
2. Mix Design: Concrete shall not be placed until the mix design has been approved by the Contracting Officer.
3. Placement and Consolidation: Concrete shall be placed in lifts with a maximum depth of 18 inches. Each lift shall be adequately vibrated, rodded, or spaded into place to fill voids.
Where more than one lift is placed, a vibrator shall be used to consolidate the concrete by penetrating through the upper lift and at least 6 inches into the lower lift. Vibrators shall not be used next to the form or move concrete. Concrete shall be deposited as nearly practical to its final position to avoid flow causing segregation of the aggregate. Concrete shall not be dropped more than 5 feet vertically without the use of a tremie or similar device.
