About this file

This document is a Request for Quotation (RFQ) for a GreenFeed Pasture Trailer System (Brand Name or Equal) to be delivered to the Northern Great Plains Research Lab (NGPRL) in Mandan, ND. The unit will be used to measure metabolic gas production (CH4, CO2, H2, O2) from beef cattle in feedlot pens and grazing pastures, supporting the beef grazing and nutrition research program.

The key requirements include a mobile, solar-powered unit with dual feed hoppers, RFID tag reading, and connectivity for data transmission. The unit must be new, currently in production, and meet detailed salient characteristics. Quotes are due by August 28, 2024, and the Government anticipates award to the responsible offeror whose quote conforms to the specifications and is the most advantageous based on technical acceptance, past performance, and price. The NAICS code is 333111 with a small business size standard of 1,250 employees. The contracting agency is the Department of Agriculture Agricultural Research Service Field Research Implementation and Information Delivery Plains Area.

GreenFeed Pasture Trailer System (Brand Name or Equal)

Solicitation No. 12805B24Q0486

The Northern Great Plains Research Lab (NGPRL) has a requirement for the supply, delivery, installation and training on the use of a new Pasture Trailer system GreenFeed Emission

Monitoring System (or equal) in Mandan, ND. The unit will be used to measure metabolic gas production (CH4, CO2, H2, O2) from beef cattle in feedlot pens and crop or rangeland grazing pastures, thereby increasing the beef grazing and nutrition research program capacity and incorporating precision feeding managements and strategy into management of beef cattle.

Background:

The beef cattle industry is one of the largest contributors to the US economy. However, the industry also contributes about ~43% of total national agricultural emissions with enteric CH4 accounting for more than ~53% of total beef farm emissions. Management practices such as feed supplements, feeding management, and improving animal husbandry have been proposed to decrease greenhouse gas emissions from the beef sector. As such, producer groups have asked NGPRL to increase research into beef cattle management and nutrition in order to minimize the environmental impact of US beef. The purchase of the new GreenFeed system at

NGPRL will help the beef grazing and nutrition program to tackle projects on quantification and reduction of greenhouse gas emissions from beef cattle.

Specifications (Brand Name or Equal):

Quantity Description

1 GreenFeed Pasture Trailer System: System standard with methane and carbon dioxide sensors, include solar power, modem, wind sensor, and auto calibration.

Also includes 3 year supply of certified calibration gas, span gas, regulators, and CO2 cartridges. Complete height of unit is 105" or 2.67m.

1 Dual-hopper system

1 Hydrogen Sample System

1 Verizon or AT&T data line subscription for data transfer to secure website. One subscription per modem. Up to 1GB of data, if more than 1GB you maybe subject to additional charges.

1 Hardened GreenFeed suitable for high latitude operation.

Includes heated manifold, dish, and cold weather durable wiring.

1 External webcam overlooking alleyway

1 Installation and Training – 1-2 day final assembly and hands on training, plus an online user interface training to review product settings and data

1 Service Contract – One Year, to include Data Access, Hardware and Software Support and Maintenance for length of term

Delivery:

Contractor shall deliver no later than January 5, 2025 to the following:

Attn: Rachael Christensen Northern Great Plains Research Lab (NGPRL) 1701 10th AVE SW, Mandan, ND 58554

Salient Characteristics:

The new GreenFeed unit will allow the quantification of metabolic gas production for various projects at NGPRL to from beef cattle. The unit will also provide an opportunity to asses the reduction effects of different feeding management on enteric methane production and develop best feeding management practises to reduce the environmental impacts of beef production.

1 Instrument must be new, and the model must be currently in production

The unit must measure metabolic CH4, CO2, H2, O2 emissions from individual animals

The unit must be mobile (can be mounted on a trailer and/or cart) so that it can be moved between grazing plots during its use on pasture or crop fields and between pens during its use in feedlot pens

The trailer must be equipped with solar panels/power so that the unit can be used in a grazing field without power source

The unit must be equipped with a dual feed hopper (feed bin) with a minimum capacity of 25 kg to feed the animal while measuring its metabolic gas emissions

The feed hopper must be able to deliver up to 100 g of feed each time the animal stands in front of the metabolic gas measurement unit

The unit must be programmable to deliver a quantified amount of feed/supplement at specific time within the day.

The unit must have a radio-frequency identification (RFID) reader that can electronically identify the animal (which will be wearing an RFID ear tag) each time the animal stands in front of the metabolic gas measurement unit

The unit must come with external webcam overlooking the alleyway to monitor animal activity on a real-time basis

The unit must be equipped with heated manifold and dish and cold weather durable wiring so that it can be used in cold winter seasons

The unit must come with software for recording data electronically (in files, not manually)

For data acquisition, the unit must support SIM Card and Wi-Fi connectivity so that it can record the data on a computer.
