GOVERNMENT-FURNISHED PROPERTY

The Government will NOT furnish any supplies, materials, property, or services to the Contractor.

WORK PROGRESS

Within each site as listed in Table 1, the Contractor shall complete mowing the same day it is started unless a time adjustment is given in writing by the Contracting Officer's Representative (COR). The work must be started within seven (7) calendar days after the date of receipt of the initial Notice to Proceed.

The Forest Service retains the option to cancel or reschedule mowing of the contract area during one or more scheduled weeks due to weather conditions.

PRE-WORK CONFERENCE

This contract will be administered by the Contracting Officer (CO). The CO may designate a COR for the purpose of insuring compliance with the specifications and provisions of this contract.

Prior to commencement of work, the CO or COR will arrange a meeting with the Contractor to discuss the contract terms and work performance requirements. A work progress schedule will be developed at this meeting.

Before work starts, preferably, at the pre-work conference, the Contractor shall designate in writing a person to act for him in his absence. The Contractor or the designated representative shall be on the job whenever work is in progress.

In the absence of the Contractor, the authorized representative will take action as required to keep the job in progress under terms of the contract. The presence of the Contractor's Representative or COR on the job will not relieve the Contractor of responsibility for satisfactory performance.

USER AND RESOURCE PROTECTION AND MAINTENANCE

User Protection: All lawnmowers will be equipped with a protective shield to prevent or reduce throwing of debris by the blade.

Resource Protection and Maintenance: The Contractor shall (1) avoid operating equipment when soil conditions are such that excess damage, including rutting, will result and (2) repair promptly any erosion caused by the operation.

Damage to Property and Persons: The Contractor shall be responsible for all damage to property and to persons, including third parties, that occur as a result of their or their agents or employee's fault or negligence. The term "third parties" is construed to include employees of the Government.

The contractor shall ensure that the general appearance of the lawn is well kept throughout that time. The Government reserves the right to request more or less frequent mowing based on the appearance of the lawn which is to be reflected in the bid as ON CALL AS NEEDED under Item #29. During the hot and dry season, the mowing may be less frequent and during warm and rainy weather, the mowing may be more frequent. The contractor will perform spring debris removal prior to the first mowing at the following sites:

MUNISING OFFICE AND WORKCENTER

RAPID RIVER OFFICE AND WORKCENTER

MANISTIQUE OFFICE AND WORKCENTER.

MOWING

Each pass of the mower shall overlap the previous pass so that no strips of uncut vegetation result. Grass shall be cut evenly to a height of 2 ½ to 3 inches above ground level and not to exceed 4 ½ inches unless the COR approves an exception. Grass blade height shall not be cut by more than one half its length in any one mowing.

Equipment shall be adjusted to prevent scalping or narrowing of work area. Mowing will not be performed when the ground is excessively wet, as determined by the COR. Grass will be mowed to within 6 inches of the base of all trees, shrubs, buildings, fences, sidewalks, posts, car stops and other associated facilities. Picnic tables will be moved, mowed under, and replaced to their original location. The remainder will be cut with a string trimmer without causing any damage to the facility. Contractor shall mow ditch lines through the bottom of ditch.

Additionally, mowing tasks and areas are detailed in Appendix A and associated Maps 1-5.

TRIMMING

The Contractor will not be required to do trimming other than that trimming required to accomplish the mowing specified above. All edges, including grassed areas adjacent to buildings, sidewalks, roads, trees, shrubs, signs, mailbox, and car stops will be trimmed to the same height as surrounding mowed areas. All trimming will take place at the time of mowing. Mowing work is not complete until all trimming is complete.

RUBBISH

All items such as paper, cans, wrappers, glass bottles, etc., shall be removed from mowing area to the nearest dumpster or other disposal point to be designated by the COR or Inspector.

SPRING DEBRIS REMOVAL

At Administrative Sites listed above, spring debris removal is required prior to mowing operations. Sticks and limbs will be picked up and disposed of offsite. Clumps of sod and dirt will be smoothed and leveled to match surrounding lawn height and seeded with weed free grass seed if exposed soil is present. Displaced rocks and gravel will be raked out of lawn and relocated to nearby gravel parking areas. Leaves that have fallen to the ground during the autumn season shall be mulched as much as needed during this time to prevent excess debris accumulation. Also, excess leaves shall be removed from the parking lots, driveway, sidewalks, sides of buildings, and ditches. Accumulations of displaced gravel or disturbed soil areas that exceed 6 feet in diameter will be excluded from this contract and must be reported to the COR prior to commencement of mowing operations.

EQUIPMENT

Any riding or push-type mowing machine and lawn care trimmers may be used. If at any time during the course of this contract any equipment is deemed to be unsatisfactory by the Contracting Officer, it will not be used in performance of this contract and alternate equipment will be provided by the contractor.

CLEAN UP AFTER MOWING

Upon completion of mowing, the Contractor will leave the work and premises in a neat, clean, and orderly condition. All grass and leaf material blown onto roads and paved areas by Contractor's equipment must be removed by the contractor on the same day mowing is completed.

INSPECTION/ACCEPTANCE/PAYMENT

INSPECTION

Contractor shall contact the COR within two days of each mowing. Inspection of the mowed area will be made after the contractor has notified the COR that mowing has been completed. Failure to notify the COR may result in the area not being inspected. No payment will be made for mowing not inspected and accepted by the COR because of the Contractor's failure to contact the COR.

ACCEPTANCE

Any work not meeting specifications, will be brought to the attention of the Contractor and the Contractor will be responsible for making corrections at his own expense.

PAYMENT

The Contractor may invoice a minimum of every 30 days for services completed and accepted by the Contracting Officer through the Internet Payment Processing (IPP) system. Invoices must be in sufficient detail to validate the request for payment. The Contractor must cite the CLIN/SubCLIN(s) being invoiced against. If the invoice cannot provide sufficient details, the Contractor must attach a summary of the work completed and accepted by the Government to the invoice in IPP for the period being invoiced. Details include, at a minimum. the CLIN/SubCLIN, summary of work completed by task, labor disciplines used, hours expended, etc.
