About this file
This is a Technical Specifications document issued by the Bureau of Land Management (BLM) Malta Field Office in Montana for the repair of two reservoirs: Flintstone Reservoir and Hump Reservoir. The work scope includes dam embankment repairs, spillway reconstruction, and erosion control measures at both locations in Phillips County, Montana, with a permitted work period from July 15 through November 30 each calendar year to accommodate wildlife concerns.
For Flintstone Reservoir, the contractor must remove trees and woody vegetation from the upstream slope, repair erosion, raise the dam crest to uniform elevation, remove and stockpile existing riprap, remove and dispose of geotextile fabric, reconstruct the spillway, armor it with erosion control mat, and build a riprap apron using stockpiled materials. For Hump Reservoir, erosion repair is required on the upstream slope of the dam embankment. The specifications include detailed requirements for clearing and grubbing, earthwork (1,750 CY common excavation and 2,150 CY embankment), riprap handling (approximately 45 CY of existing riprap to reuse), erosion control mat installation (730 SY of Tied Concrete Block Mat with specific performance standards), topsoil restoration, and perennial seeding. Key submittals required include the contractor's work schedule, erosion control mat manufacturer documentation, and seed mix certification. The contract specifies staged mobilization payments, with no separate payment for clearing, grubbing, dewatering, or other incidental work. Payment will be made for Common Excavation and Embankment in cubic yards, Erosion Control Mat in square yards, Riprap and geotextile removal as a lump sum, and Site Clearing and Restoration as a lump sum, plus mobilization as a lump sum with progressive release tied to percentage of work completion.

G. Muck Excavation: Any muck excavation that may be necessary to this project will be minor and is considered incidental to the excavation work.
PART 3 - EXECUTION
3.01 EXAMINATION:
A. Verify Conditions:
1. Prior to placing material in any section of the embankment, verify that the foundation for that portion has been cleared, stripped and water conditioned.
2. Scarify soil foundation areas so that the surface will bond and compact with the first layer of fill. Scarify by ripping and disking material 3 to 6 inches in depth, as determined by the Government, so that no smooth surfaces remain.
3. Condition the foundation surface and previous lift surfaces to uniform water content prior to placing fill. Pay particular attention to edges of fill against sloping ground and against abutment surfaces.
4. Do not allow water to accumulate on fill surfaces.
5. Do not place frozen materials, nor place fill on frozen ground.
6. Do not place fill below water.
7. No earthwork is allowed when materials are excessively wet.
3.02 EXCAVATION:
A. Clearing, Stripping, and Grubbing: The area to be excavated shall be:

04/27/2026 02300-3 depth of 6 inches and as required to remove all organic soils, vegetative matter, roots, and other perishable, loose or objectionable material. Perform stripping operations in a man-ner to conserve all topsoil that contains organics.
B. Excavate: Excavate according to the lines and grades shown on the drawings, or written field clarifications.
C. Common excavation material will be measured in the original space occupied. This in-cludes:
1. Excavated material from designated borrow areas and cut spillway which is placed di-rectly in dam embankment and spillway.
2. Excavated material designated and placed to waste.
3. Excavated material which is suitable for placement in dam embankments but authorized to be placed in temporary stockpiles.
4. Excavated material placed directly for repairs to dam embankments are considered inci-dental to this contract and is not subject to separate payment.
D. Suitable excavated materials shall be placed directly in required embankments, or if author-ized, placed in temporary stockpiles, and later placed in the embankment. The Contractor shall use care not to disturb existing vegetation in natural spillways or sod watercourse areas below excavated spillways.
E. Required excavation lines shown on the drawings are the final or actual lines unless other-wise directed by the Government. Final quantities may be higher or lower than those esti-mated in the Bid Schedule.
F. Backfill unauthorized excavations, excessive soil excavations, and excavations for Contrac-tor convenience with approved materials as determined by the Government, at no additional cost to Government.
G. Take precautions to preserve, in a sound condition, the material below and beyond the lines of all excavations.
H. Perform operations so that the excavations will yield as much suitable material for construc-tion purposes as practicable.
I. Reuse, as much as is practicable, all suitable materials from required excavation in the per-manent construction.
J. Water-condition materials that are too dry for immediate compaction. Water conditioning is incidental to the work.
K. Level and trim waste piles to reasonably regular lines, and slope to drain. Finished slopes shall be no more than 3H:1V.

This item also includes removal of dewatering facilities upon completion of construction. The Contractor is responsible for designing and maintaining all construction water control features to prevent damage to the Work. Water will be controlled on an as needed basis. Dewatering is considered incidental to the project and shall be included in the bid price of other items in the contract.
B. Maintain exposed foundation surfaces in a moist condition (not saturated). Use watering equipment as necessary to maintain the water content of the foundation soils near optimum for compaction. Scarify or otherwise roughen all exposed temporary cut slopes to facilitate infiltration of water.
C. Scarify fill slopes and foundation surfaces equal to or flatter than 2.5H:1V (horizontal to vertical) so that the surface will bond and compact with the first layer of fill. Scarify by ripping and discing material 3 to 6 inches in depth, as determined by the Government, so that no smooth surfaces remain. Moisture condition as necessary to meet requirements of adjacent fill.
D. Condition the foundation surface and previous lift surfaces to a uniform water content prior to placing layers of fill.
E. Grade areas to receive fill to the lines and grades shown prior to fill placement.
3.04 PLACEMENT:

2. The construction of each lift in a continuous, approximately horizontal layer for the full length and width of the dam or spillway embankment. Lifts shall be placed parallel to the axis of the embankment.
3. Maintain lift surfaces in a moist and roughened condition.
B. Embankment:
1. Spread materials in uniform layers not to exceed 6 to 8 inches in loose thickness.
2. Travel of rubber-wheeled earth moving equipment shall be distributed evenly over the entire width of the embankment to obtain full and complete compaction of each layer.
a. Over compaction, which causes lenses to develop, should be avoided. Should lenses develop, the Contractor shall scarify these areas prior to placing the next lift of materials.
3. Watering: Distribute water uniformly throughout each lift of material as required to maintain moisture levels to achieve optimum compaction.
04/27/2026 02300-5
4. Permeable materials shall not be used in the embankment.
5. Successive loads of material shall be placed to produce a distribution of material throughout the embankment that is free from lenses, pockets, streaks, or layers of material differing substantially in texture or gradation from surrounding material.
C. Compaction: Compaction of embankment shall be accomplished with uniform distribution of rubber-wheeled earth moving equipment as described above to achieve 95% of maximum dry density.
