STATEMENT OF WORK
USGS Closed Population Fence Repair
1) Project Background
The USGS Closed Population facility is surrounded by a two-way barrier that prevents emigration or immigration of brown treesnakes (Boiga irregularis). The fence is constructed of 1.5-m height chain-link fence over a concrete footer. The fence is covered by ¼” metal mesh with a bulge on each side to prevent climbing by brown treesnakes. The 5-ha site (225-m x 225-m) is located in Northwest Field North on Andersen Air Force Base on Guam.
Construction of the new firing range associated with the Marine Corps relocation to Guam was planned so as to avoid impacting the USGS Closed Population, representing a significant military investment in maintaining the integrity and functionality of the study site. However, the barrier was constructed in 2004 using steel mesh and although carefully maintained over the past 16 years has been exposed to the corrosive environmental conditions on Guam (salt spray). Therefore, portions of the mesh have rusted beyond reasonable repair and complete replacement of the mesh overcoat is required to maintain the integrity of CP as a study site for brown treesnake control and management. This Statement of Work (SOW) concerns 1) constructing a temporary barrier out of plywood or erosion cloth, 2) disassembling the entrance ramp, 3) removing the old mesh overcoat, 4) coating the underlying chain link with rust control paint, 5) replacing the mesh overcoat, and 6) reassembling the entrance ramp.

The location of this contract will be the USGS Closed Population which is an enclosure used for the purposes of brown treesnake research on Guam. The enclosure is to remain operational throughout the life of this contract and optimally preservation of a temporary boundary will be constructed to reduce movement of snakes in and out of the enclosure. In areas where work is required and the USGS must maintain data collection activities, work shall be conducted with minimal disruption to the USGS’s data collection activities, and in close coordination with the onsite USGS representative and/or USGS Facility Manager.
4) Hours of Operation
Normal working hours shall be 7:00am-5:00pm, Monday-Friday. The contractor shall not work Saturdays, Sundays, legal holidays, or non-normal working hours, unless otherwise authorized by the Contracting Officer. Requests to work times other than normal hours shall be made in writing.
5) Description of Work
Mesh Overlay Deficiency Statement
A standard chain-link fence was covered with ¼“ x ¼“ mesh made of galvanized steel, with a circular “bulge” at the top to prevent climbing or other methods of entry or exit by an arboreal snake. Due to the highly corrosive environment on Guam, the outer mesh layer and the ground footing (Fig. 1 and 2) has corroded extensively and requires complete replacement to maintain the integrity of the facility. Complete removal of the footer and replacement of the mesh is required.
Contractor shall:
1. Inspect the installation technique of the metal footer strip and document exact assembly.
2. Inspect the mesh layer and document method and structure of assembly.
3. Remove the metal strip (Fig. 2) on the inside and outside of the barrier via a sectional process (One side of the four sides will be disassembled and repaired before moving to the next section)
4. Remove the ¼” mesh outer layer.
5. Inspect the chain-link fence and advise USGS is repairs are required.
a. Clean rust and corrosion from chainlink via power washing to remove lichen or moss.
b. Paint chainlink fence with a rust inhibitor.
6. Install new mesh (galvanized or stainless-steel material may be used, specifications are provided in Fig. 4 – 6 below) using the same technique used in original construction (wires, clips installed in same orientation as original to prevent climbing mailto:cbhopkins@usgs.gov mailto:Thomas_hinkle@usgs.gov by snakes).
7. Install new metal footer strip (galvanized or stainless steel material may be used).
8. Disassemble the entry/access platform (if required to properly install mesh outer layer)
9. Reassemble the entry/access platform. Specifications can be provided at request of the contractor.
10. For steps 1-9 contractor must verify that all metals used for assembly do not have properties that will interactively increase the rate of corrosion.
11. For steps 1-9 contractor will follow original fence assembly design to ensure that snakes cannot climb the fence.
12. Ensure final product can withstand wind damage from typhoons due to adequate attachment and reinforcement linkages between the chainlink fence and mesh overlayer.
13. Inspect the final product to verify stability, snake containment standards are met, and bulge is sufficiently uniform across the entire enclosure.
6) General Performance and Requirements
The contractor shall:
1. Be aware that all metallic materials used in this project will need to be compatible in corrosive effects; meaning they will not interactively accelerate the rate of corrosion. Those metal materials that are necessary for the completion of the project will need to be checked by the USGS prior to use. This may involve sending metallurgical composition of materials and/or samples of proposed materials to
Facility Manager in Fort Collins Colorado for approval. Failure to meet these criteria will be unacceptable. Any non-compliant or non-approved metals will be removed and replaced by contractor at no cost to the government.
2. Remove any supplies, equipment, or tools at the end of the work day unless prior approval from Department of Defense has been granted to store equipment onsite.
The contractor shall comply with all stipulations required by Department of Defense and ensure joint coordination between DoD personnel, Facility Manager, and onsite
USGS representative.
