About this file
This document contains responses to questions from contractors regarding Solicitation Number 140G0221R0014 for the GUAM FENCE REPAIR opportunity with the Department of the Interior US Geological Survey Office of Acquisitions and Grants. The responses provide details on water access, base access permissions, storage options, scope of work clarifications around fence posts, vegetation and tree removal, footer removal, and material specifications. Contractors may submit one proposal using either galvanized or stainless steel for the wire mesh screen. Onsite storage of contractor materials and equipment would require permission from the Department of Defense and availability cannot be guaranteed. A generator would also require permission under an authorized biological opinion for the area.

1. Is there a water source available on site or close by? Not that is available to USGS at present.
The nearest federal water source with Department of Interior is Guam National Wildlife Refuge.
It’s possible Department of Defense may grant access to onsite water, but this cannot be negotiated or guaranteed until after the contract is in place.
2. Are there any permit/clearance requirements needed for this work? Yes, they will need
Andersen Air Force Base (AAFB) base access, to complete all contractor paperwork related to being on a military base and obtain access to a contractor gate on AAFB.
3. Can we have a designated area for a small container to store materials in? At this time, there are no arrangements to be able to store materials on site. We cannot guarantee onsite storage of any containers. After awarding the contract and once the knowledge of the container size is shared, we may request permission from Department of Defense to store material in areas already cleared of vegetation. This will be dependent on permission from Department of
Defense.
1. Where is the closest water source available for water blasting? The nearest federal water source with Department of Interior is Guam National Wildlife Refuge. It’s possible Department of Defense may grant access to onsite water but this cannot be negotiated or guaranteed until after the contract is in place.
2. If there are serious rust and damage on fence post, should the scope of work be considered as a repair or a replacement? Replacement of all parts (including fence posts) that are seriously compromised by rust should be considered in the scope of work. Otherwise, cleaning and painting/coating should be considered.
3. If necessary, are we allowed to clean vegetation and trees along the fence? Are we able to leave these vegetation and trees on site? The contractors should not be clearing any trees and this will not be allowed. Minor vegetation clipping may be left on site but no vegetation clearing should be required. USGS maintains fences within the zone that is permitted for clearing.
4. Description of work states “Complete Removal of the footer”. Is the footer being considered here to be removed/ demolished, the concrete footer? The concrete footer should not be removed or damaged. The contractor will only be replacing the metal pieces of the fence that connect the fencing and mesh to the concrete.
5. Specification 5-7, Usage of galvanized or stainless steel, wire mesh screen. Do we need to submit two (2) separate proposals, one using galvanized steel and another using stainless steel?
The contractor may submit two proposals or may submit one proposal using either of the two materials.
6. Specification 9, Special Site Consideration. Our company is considering bringing our own container van to be used as storage for our materials. May we know the location? At this time, there are no arrangements to be able to store materials on site. We cannot guarantee onsite storage of any containers. After awarding the contract and once the knowledge of the container size is shared, we may request permission from Department of Defense to store material in areas already cleared of vegetation. This will be dependent on permission from Department of
Defense.
7. Are there any precautions in bringing a generator on site as it will be used for our power spray? A generator would require permission from Department of Defense under an authorized biological opinion for the area.
