About this file

This document is a Purchase Description and Salient Characteristics specification for procurement by DLA Distribution Warner Robins (DDWG).

DDWG requires one new heavy-duty industrial box stitcher for powered wire-stitching operations, with the reference equipment being the DeLuxe Stitcher S5PO-45, Item S5PO-AST. The acquisition basis is Brand Name or Equal, allowing vendors to propose equivalent products that meet stated minimum functional, electrical, construction, installation, and performance requirements. The equipment must feed, form, and drive .103-inch × .023-inch arcuate stitching wire and include a powered stitching head/drive assembly, wire-feed mechanism, forming components, mounting hardware, operating controls, and manufacturer-required guarding. The system must be compatible with the Government installation point providing 208–230 VAC, 60 Hz, three-phase service with an existing 30-ampere Eaton/Cutler-Hammer safety disconnect. The motor shall be industrial-duty, suitable for continuous service; the reference installation uses a Marathon general-purpose three-phase motor, but the specification does not require the same brand on equal products.

Contractor responsibilities include delivery, installation, setup, adjustment, operational testing, and commissioning at Robins AFB, Georgia, with all associated labor, travel, tools, and incidental materials provided. The equipment must be new and include applicable operating, maintenance, parts, safety, and technical documentation with manufacturer's standard commercial warranty. Vendors must identify the manufacturer and exact model offered, provide sufficient technical literature to establish compliance, and clearly identify any required electrical or facility modifications in their quotation. Information required includes overall dimensions and weight, motor specifications, horsepower, full-load amperage, voltage, phase, frequency, RPM, motor enclosure type, supported wire size, electrical connection requirements, recommended overcurrent protection, installation/site requirements, warranty terms, and any Government-furnished utilities or site preparation needed.

Reference Manufacturer DeLuxe Stitcher Company, Inc.

Reference Equipment Industrial Box Stitcher

Reference Model / Item S5PO-45 / S5PO-AST

Quantity 1 Each

Acquisition Basis Brand Name or Equal

Required Wire .103 in. × .023 in. arcuate stitching wire

Site Electrical Interface 208–230 VAC, 60 Hz, 3-phase; existing 30 A safety disconnect

1. REQUIREMENT

DDWG requires one new heavy-duty industrial box stitcher for powered wire-stitching operations. The reference configuration is the DeLuxe Stitcher S5PO-45, Item S5PO-AST, or an equal product meeting the minimum functional, electrical, construction, installation, and performance requirements below.

2. MINIMUM SALIENT CHARACTERISTICS

a. Industrial construction. Heavy-duty, industrial-grade arcuate box stitcher.

b. Wire capability. Machine shall feed, form, and drive .103-inch × .023-inch arcuate stitching wire and include the appropriate forming/driver components for that wire configuration.

c. Powered assembly. System shall include powered stitching head/drive assembly, wire-feed mechanism, forming components, mounting/base hardware, operating controls, and manufacturer-required guarding.

d. Electrical compatibility. Offered equipment shall be compatible with the Government installation point providing 208–230 VAC, 60 Hz, three-phase service, or the contractor shall identify all modifications required to support the offered system.

e. Motor. Motor shall be industrial-duty and suitable for continuous service. The existing/reference installation uses a Marathon general-purpose, three-phase motor, Cat. No. G582, TEFC/IP43 configuration, with 208–230 V capability at 60 Hz. This information establishes existing site/reference conditions and does not require the same motor brand on an equal product.

f. Documentation and condition. Equipment shall be new and include applicable operating, maintenance, parts, safety, and technical documentation and the manufacturer's standard commercial warranty.

3. EXISTING ELECTRICAL / SITE CONDITIONS

The existing installation incorporates an Eaton/Cutler-Hammer heavy-duty safety switch rated 30 amperes, 600 VAC maximum, 4-wire, Type 1 enclosure, UL listed. Existing motor nameplate information indicates three-phase operation with 208–230 V capability at 60 Hz. These values are provided to assist vendors in evaluating compatibility with the installation site.

The contractor shall verify the actual installation-point voltage, phase, disconnect configuration, conductor requirements, footprint, mounting arrangement, and other facility interfaces before installation. Any required disconnects, fuses, breakers, conductors, connectors, receptacles, controls, or other electrical/facility modifications shall be clearly identified in the quotation.

4. INSTALLATION, START-UP AND ACCEPTANCE

Contractor shall provide delivery, installation, setup, adjustment, operational testing, and commissioning at DLA Distribution Warner Robins, Robins AFB, Georgia. Contractor shall furnish all labor, travel, tools, and incidental materials required to place the equipment into service unless specifically excluded by the resulting contract.

Following installation, the contractor shall demonstrate proper machine operation and verify that the equipment operates safely on the available electrical service and performs the required stitching function using the specified wire.

5. INFORMATION REQUIRED WITH QUOTATION

Vendor shall identify the manufacturer and exact model offered and provide sufficient technical literature to establish compliance.

Information should include: overall dimensions and weight; motor manufacturer/type; horsepower; full-load amperage; voltage;

phase; frequency; RPM; motor enclosure; supported wire size; electrical connection requirements; recommended overcurrent protection; installation/site requirements; warranty; and any Government-furnished utilities or site preparation required.

6. BRAND NAME OR EQUAL EVALUATION

Reference to DeLuxe Stitcher S5PO-45 / S5PO-AST establishes the required level of function and performance and is not intended to preclude an equal product. An offered equal shall satisfy the stated salient characteristics. The vendor is responsible for providing sufficient descriptive literature or technical data for the Government to evaluate equivalency.
