GENERAL INFORMATION AND REQUIREMENTS

SECTION 01009
PART 1: GENERAL
1.1 SUMMARY:
A. Description of Work: Furnishing labor, equipment, supplies, and materials (11,380 ft
2”), to construct a livestock pipeline. Work shall be based on the construction requirements for all scheduled items listed. *Note: The pipeline shall be trenched or ripped (pulled) to a 5 ft. depth. All pipeline appurtenances to be installed to 6 ft. frost free depth. (hydrants, valves, etc.).
B. Location: Work under this contract is in Prairie County, Montana. The work location is shown in the drawings.
C. Drawing General Notes and Quantities: Designates the type, quantity, and order of work required at each project location. As well as the dimensions required for typical drawings.
1.2 REFERENCES:

Wherever the following acronyms are used in these specifications or on the drawings, they are to be construed the same as the respective expressions represented. Copies of the referenced specifications/standards referred to herein may be procured by the Contractor, from the following:

1.3 DEFINITIONS:
A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted.
Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, the Contractor may submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.
1.4 SUBMITTALS:
A. Scope: Submittals include manufacturers' literature, samples, and maintenance manuals.
B. Requirements: Refer to specifications for submittals required. Allow at least 7 working days for review. Submittals shall be delivered to Contracting Officer at the Pre-work Conference.
C. Identification of Submittals: Completely identify each submittal by showing at least the following information:
1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.
2. Name of project as it appears in these specifications.
3. Contract number, drawing number, and specification section number to which the submittal applies.
4. Whether this is an original submittal or resubmittal.
5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.
1.5 QUALITY ASSURANCE:
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications.
This contract incorporates materials, applications, and tests by reference, with the

same force and effect as when they were given in full text.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.
1.6 DELIVERY, STORAGE, AND HANDLING:
A. Delivery: The Contractor shall protect products incorporated into the work, from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer's name and brand designation and contents legibly indicated.
B. Storage: The Contractor shall provide temporary storage facilities for products complying with manufacturer's recommendations which will protect them from damage until installation on the project and final acceptance. The storage area shall permit access for inspection and handling.
C. Handling: The Contractor shall load and unload products in such a manner that protects them from damage until installation on the project.
1.7 PROJECT/SITE CONDITIONS:
A. Access to the Work: Public access roads damaged by the Contractor shall be restored, at the Contractor's expense to the same condition they were in at the commencement of work. Activity may be restricted during wet or frozen conditions.
Mechanized equipment use will be avoided if the equipment causes rutting to a depth of 4 inches or greater. Survey monuments or markers disturbed or removed during construction shall be reset at the Contractors expense.
B. Environmental Considerations: Operations of the Contractor upon government premises including storage of materials, camping areas and equipment parking shall be confined to areas approved by the Contracting Officer Representative. In the event the surrounding landscape is disturbed, the Contractor shall restore that area at the Contractor's expense. All equipment shall be pressure washed prior to entering project area.
1.8 SEQUENCING AND SCHEDULING:
A. Work Schedule: The schedule shall be submitted at the pre-work conference.
When requested, the Contractor shall submit an updated schedule within 3 calendar days.
B. Construction shall not occur from March 15 to July 15 to protect sensitive status bird nesting activities and from December 1 to March 31 to minimize impacts to wintering big game species.

PART 2: PRODUCTS
(There are no applicable requirements.)
PART 3: EXECUTION
3.1 PROJECT MEETINGS:
A. Pre-Work Conference:
1. A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the contract.
2. The Contractor, subcontractors, and the people responsible for coordination of the work shall be present at the meeting.
3. The Contractor shall be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.
B. Progress Meetings:
1. Meetings shall be held at the project site or as determined by the Contracting Officer.
2. Meetings may be called by either the Contracting Officer or the Contractor.
Request shall state who should attend.
C. Final Inspection:
1. Meeting shall be held at the project site, or as determined by the Contracting
Officer.
2. The Contractor shall notify the Contracting Officer in writing at least 2 working days before the completion date so the Government can schedule final inspection.
3.2 PROTECTION OF EXISTING PROPERTIES:
A. General
1. Take precautions to protect all adjoining private and public property and facilities, including underground and overhead utilities, structures, and fences.
Restore or replace all disturbed or damaged facilities to its original condition at Contractor’s expense, taking necessary steps and precautions to protect buried

utilities.
2. Contact utility owners using the Montana One Call System for utility locates before starting work. The Contractor is also responsible for ensuring that all private utilities are located within the work area. Protect the utilities exposed during the work and prevent damaging underground utilities adjacent to excavations. Immediately notify the utility owner of any construction damage.
Repairs of damage to utilities are at the expense of the Contractor.
3.3 PREPARATION:
A. Work Layout: The Government will set lath, stakes, pin flags, or steel fence posts to give the Contractor measurements, lines and grades necessary for the work executed under the contract. Baseline monuments or benchmarks disturbed or removed during construction shall be reset by the Contractor at the Contractor's expense.
B. Work Limits and Control Points: Will be established by the Contracting Officer.
3.4 SALVAGEABLE ITEMS:
A. Requirements: Salvageable items shall become the property of the Government.
Remove and store items designated as salvage for the Government at the locations approved in writing by the Contracting Officer Representative. Government property shall be left at the site. The Contractor shall replace or reimburse the Government for items that are lost or destroyed during demolition work.
3.5 WARRANTY:
A. Requirements: Materials and equipment furnished under this Contract shall be covered by the most favorable commercial warranties the Contractor gives to any customer for such materials or equipment. The rights of remedies provided herein are in addition to and do not limit any rights afforded to the Government by any other clause of this Contract. With respect to all warranties expressed or implied, from manufacturers or suppliers for materials or equipment furnished under the Contract the contractor shall;
1. Obtain all warranties that would be given in normal commercial practices.
2. Require all warranties to be executed, in writing, for the benefit of the Government.
3. Submit all warranties to the Contracting Officer Representative prior to the final inspection.
B. Warranty Enforcement: Contracting Officer Representative shall review and inspect

any noted warranty deficiencies such as trench settlement, backfill, erosion, etc.
within the one year warranty period after contract completion to determine required work. All required project warranty work shall be consolidated by the Contracting Officer Representative and coordinated with the Contractor to be completed within the same time period. The Contractor shall have all deficiencies completed within a 30 day period of notification by the Contracting Officer Representative.
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT:
A. Units: The work described in this section will not be measured for payment.
4.2 BASIS OF PAYMENT:
A. Payment: No direct payment for the work described under this section will be made.
The Contractor shall include consideration for this item in the Schedule of Items (SOI) for other items of the contract.

MOBILIZATION

SECTION 01505
A. Section Includes: Preparatory work and operations, including those necessary to the movement of personnel, equipment, supplies and incidentals to the project site; and for other work and operations which must be performed or costs incurred prior to beginning work on the various items on the project site. This specification does not include moves between project sites.

PART 4: MEASUREMENT AND PAYMENT
A. Units: Progress payments will be made as follows:
1. When 5 percent of the original contract amount is earned from other bid items, 50 percent of the amount bid for mobilization or 5 percent of the original contract amount, whichever is lesser, will be paid.
2. When 10 percent of the original contract amount is earned from other bid items, 100 percent of the amount bid for mobilization or 10 percent of the original contract amount, whichever is lesser, will be paid.
3. Upon completion of work for the project, payment of the amount bid for mobilization in excess of 10 percent of the original contract amount, will be paid.
4. The total sum of all payments shall not exceed the original contract amount bid for mobilization, regardless of the fact that the Contractor may have shut down the work on the project or moved equipment away from the project and then back again.
4.2 BASIS OF PAYMENT:
A. Payment: No direct payment for moves between project sites will be made. The
Contractor shall include consideration for moves between project sites in the Schedule of Items (SOI) for other items of the contract. Prices and payment will be

full compensation for the work described in this section. No modification and adjustments shall be allowed for costs and changes to mobilization despite changes in fuel or transportation costs. Payment will be made under:

TRENCHING, PLOWING, BACKFILLING, AND COMPACTING

SECTION 02229
PART 1: PART 1: GENERAL
A. Section Includes: Trenching, plowing, backfilling and compacting for the installation of utility lines.
1.2 QUALITY ASSURANCE:
A. Failure Criteria: Not limited to the following:
1. Settlement of backfill below natural ground surface.
2. Bury depth less than designated depth.
1.3 PROJECT/SITE CONDITIONS:
A. Borrow Sources: On Government land shall be as shown on the drawings or as approved prior to excavation.
B. Rock: Surface and subsurface rock is evident along the pipeline alignment.
Any rock that cannot be compressed, fractured, removed, or separated with 100 tons draw bar power by plowing or pulling shall be paid for under trenching/plowing (rock).
Any rock that cannot be compressed, fractured, removed, or separated with a Ditch Witch RT45 with H313 attachment (or equivalent equipment) shall be paid for under trenching/plowing (rock).
All other material shall be paid for under trenching/plowing (common).
C. Water and Caving Soils: Subsurface water and caving soils may also exist along the alignment.
Trenching, pulling, or plowing pipe through water or caving soils will be considered as trenching/plowing (common), except if conditions require the use of a backhoe or excavator to install pipe to the proper installation depth. This work will be paid for under trenching/plowing (rock). Note: Only HDPE pipe shall be acceptable for plowing.
2.1 MATERIALS:
A. General: Material excavated shall be considered unclassified.

B. Fill Material: Shall be approved before use. Material from excavations or plowing shall be used unless it contains material which might damage the utility or create voids.
C. Bedding: Shall be round and be free of material that is sharp and angular.
3.1 PREPARATION:
A. Clearing: Provide minimum disturbance to existing grass and sod. Dispose of debris in the immediate vicinity of the pipeline. In areas of construction, topsoil will be stockpiled separately from other material, and be reused in reclamation of the disturbed areas.
B. Utilities: Before starting excavation, trenching, or plowing, establish the location and extent of underground utilities in the work area. Protect active utility services uncovered by excavation, trenching, or plowing. Damage to utilities shall be repaired or replaced at the Contractor's expense.
C. Trenches: Follow OSHA regulation Part 1926, subpart p., Excavations.
3.2 INSTALLATION:
A. Trenches: Excavated trenches and plowed lines shall be a minimum of 6 inches in width. The bury depth shall be measured from the top of the pipe to the natural ground surface as stated in Section 01009 and in the drawings under General Notes.
B. Pipe Bedding: The pipe shall be bedded in the bedding zone with approved bedding material. If rock is encountered, over excavate as directed by the Contracting Officer Representative and then backfill with 2 inches of bedding material under the pipe.
C. Center-loading: Prior to testing, the pipe may be center-loaded with approved material. Leave 2 feet of pipe uncovered at all joints and connections for trenched lines and any excavated assemblies for plowed lines.
D. Trench Backfill: After testing and approval of the pipeline, trench or plow backfilling may be completed. Mound excess material over the trenched or plowed backfill in an inverted U-shape as directed by the Contracting Officer Representative. All backfill shall be compacted by wheel or other equivalent equipment to reduce the amount of settlement. All backfill within roadways shall be compacted to the same density as the original roadway. Place compacted backfill in 8 inch lifts.
E. Borrow: Furnish borrow materials required for backfill, bedding, and water bars.

F. Utility Crossing: Contractor is responsible for all utility crossings encountered while completing the project work. For the project, the known utility crossings are identified on the drawings. It is the contractor’s responsibility to coordinate all necessary personnel and equipment to comply with utility owner’s crossing requirements. No extension in contract time will be granted for failure to comply with the requirements of this section.
3.3 FIELD QUALITY CONTROL:
A. Testing of Pipelines: Shall be done according to Specification 02665 - Water
Systems.
B. Bury Depth: Depth of excavated trenched and plowed lines shall be checked or verified by visually checking and measuring excavated trenches and assemblies, observing the location of the natural ground surface in relation to the trencher stinger or plowing mechanism when at the proper depth and angle or by probing covered or backfilled lines. Lines not at the designated depth shall be required to be excavated or plowed to the proper depth, re-routed or additional cover added from an approved borrow source as directed by the Contracting Officer Representative. Responsibility and expenses shall be determined by the Contracting Officer. Plowed and trenched lines using HDPE pipe shall be allowed to be installed at the designated bury depth as stated in Section 01009 and in the drawings under General Notes. Trenched lines using PVC pipe shall be installed at a 6 foot minimum bury depth.
PART 4: MEASUREMENT AND PAYMENT
A. Units: The work for trenching, plowing, backfilling and compacting described in this section shall be measured and paid for by the linear foot as measured along the ground surface over the completed utility. The work for utility crossings described in this section shall be measured and paid for by each crossing of a buried utility. All additional bores shall not be separately paid unless proper justification is provided and submitted to the Contracting Officer Representative for prior approval.
Justification of additional bores shall explain the need for the additional bores and justification for payment other than trenching, plowing, backfilling and compacting.
Utilities in close proximity in which a single crossing excavation or horizontal directional drill will be performed shall be considered 1 Utility Crossing.
4.2 BASIS OF PAYMENT:
A. Payment: Prices and payment will be full compensation for the work described in this section. Payment will be made and based on the following pay items:

1.3 SUBMITTALS:
A. Materials List: Prior to beginning work, Contractor shall submit for approval a complete list of proposed Contractor furnished materials showing brand, model, type, size or class designation as applicable, and intended location of use. When requested, Contractor shall also submit manufacturer's literature fully describing

materials including manufacturer's recommended methods of sizing, installing and adjusting.
B. Product Data, Manuals, and Warranties: Contractor shall deliver to Contracting
Officer before final inspection all installation instructions, manuals, product data, parts lists, and warranties packaged with products by manufacturer.
C. Plastic Pipe Certification: Pipe shall be marked with the appropriate ASTM designation, pipe diameter, type of plastic pipe material (designation code number), manufacturer's name and code, schedule number or SDR (or pressure rating) and National Sanitation Foundation (NSF) designation.
1.4 QUALITY ASSURANCE:
A. Failure Criteria: Not limited to the following:
1. Evidence of leakage
2. Evidence of breakage of pipe
3. Malfunctioning valves
4. Blockage of piping
5. Pressure drop
1.5 DELIVERY, STORAGE, AND HANDLING:
A. Storage: Store materials and equipment according to the manufacturer's recommendations. Store all plastic piping under a cover, and out of direct sunlight.
PART 2: PRODUCTS
2.1 CONTRACTOR-FURNISHED MATERIALS:
A. Plastic Pipe & Fittings: Pipe and fittings shall be manufactured of material approved by NSF for potable water systems. Fittings shall be the same size as the adjoining pipeline except where otherwise specified, or where reducers are required to enter a valve body. Pressure rating of fittings shall be equal to or greater than the adjoining pipeline.
1. PVC Pipe: PVC 1120 solvent weld type pipe conforming to applicable ASTM
Standards D1784, D2241, and D2672.

2. PVC Pipe Fittings: Fittings conform to applicable ASTM Standard D2466.
3. HDPE Pipe: High density polyethylene pipe manufactured from PE4710 resin polyethylene in accordance with ASTM D2239, D2837 and D3350.
4. HDPE Pipe Fittings: Fittings shall be PE4710 HDPE to conform to applicable
ASTM Standards D2513, D3035, D3261, or D3350.
5. Transition Fittings: Fittings shall be brass, stainless steel, fabricated or molded fittings shall be rated equal to or greater than the adjoining pipeline to adapt HDPE pipe to steel/PVC connections.
B. PVC Solvents: Certified by manufacturer for use on type I PVC pipe under conditions existing at worksite at time of application. Certified by NSF for potable water systems.
Primer and cement conform to ASTM F656 and D2564 respectively.
C. Brass Pipe and Fittings: Threaded, schedule 40. All fittings shall be either PVC or
Brass. Fitting size shall be the same as the adjoining pipeline except where otherwise specified, or where reducers are required to enter a valve body.
D. Air Relief Valve: Automatic continuous air bleed and vacuum relief type, 2 to 230 PSI minimum working pressure range, free floating foam float system. Minimum vent discharge rate 0.01 cu ft/sec at 50 PSI. Bermad Model A30 or equal.
E. Curb Stop Valve: 1-1/2 inch O-ring type valve, 1-1/2 inch I.P. threaded inlet and outlet, 3 turn check, 200 PSI minimum working pressure, Minneapolis top threads, brass or bronze body, tee-head, and stem. No drain port. Working pressure shall match the pipeline where the curb stop is installed and shall be no less than a 200 PSI minimum working pressure for any installation.
F. Riser & Cap for Curb Stop Valves: For use on 1-1/2 inch curb stop valves: 1-1/2 inch
PVC pipe Class 160, 1-1/2 inch female adapter slip to flip, 1-1/2 inch PVC Cap Class 160, stationary shut off rod 63 inches long, compatible with curb stop valves. Extends 4 inches above ground surface when attached to valve buried at pipeline depth as stated in Section 01009 and in the drawings under General Notes.
G. Curb Stop Rod: Shall be a standard manufactured extension steel rod which can attach to the top of the curb stop valve with a tee head which is compatible with a tee handle curb stop key or shall be a fabricated steel extension rod which can attach to the curb stop valve and extend to the top of the PVC riser & cap to allow it to be turned with a wrench or pliers rather than a curb stop key.
H. Curb Stop Key: Tee handle type, without a pentagon head for operating stationary shut-off rod. One end of tee handle shall be pointed for digging. Compatible with a

stationary rod. Furnish at least 1 key for each pipeline as listed in the drawings.
I. Riser and Cap for Air Relief and Pressure Reducing Valves: Shall be Plastic Sewer or PVC risers and caps. Risers for air relief/pressure reducing valve assemblies shall be 4 inch diameter minimum. Furnished risers and caps shall be large enough to accommodate furnished valves and appurtenances.
J. Pipe Wrap: 10 mil minimum thickness, 2 inch minimum width, 14,000 volts minimum dielectric strength, 1,000,000 megohms minimum insulation resistance.
Polyethylene backing with butyl rubber resin adhesive.
K. Sump Gravel: Well graded 1/2 inch minus gravel. Less than 2 percent by weight smaller than No. 200 sieve size.
L. Polyethylene Sheeting: 6 mil minimum thickness.
M. Strapping and Nails for Hydrant: 3/4 inch x 22 gauge minimum galvanized steel strapping, with 16d minimum galvanized nails.
N. Nails for Water Quality signs: 16d galvanized nail minimum or as approved by the
Contracting Officer Representative.
O. Wood Fence Post: 6-1/2 feet long, 4 inch diameter, entire post pressure-treated with a waterborne preservation in accordance with AWPA C5 standards. Post shall be straight, single-stem, and sound.
P. Steel Fence Post: 5-1/2 feet long, Type "T", with anchor plate. Post shall have white reflective top.
Q. Hydrant: Frost free or a Frost-Proof, automatic drain-back type, adjustable flow, 1 inch stainless steel riser pipe, brass or bronze valve body with 1 inch NPT inlet, cast iron head, 3/4 inch brass hose adaptor on nozzle, valve body drain port tapped 1/8 inch NPT. Hydrant length shall be required to provide between 26 and 30 inches of clearance between outlet and ground surface when hydrant is buried to pipeline depth as stated in Section 01009 and in the drawings under General Notes.
R. Pressure Reducing Valve: Valve shall be capable of 200 psi or equal. Maximum
Working Pressure: 200 psi, adjustable reduced pressure range 25 to 50 psi, Watts u5 or equal. The drawings indicate the locations on the pipeline. All pressure reducing valves shall be installed above ground on hydrant riser. Set the outlet pressure to 50 psi.
S. Galvanized Pipe: Schedule 40 grade B, conforming to ASTM A53 standards, and wrapped with pipe wrap.

2.2 BLM GRAZING PERMITEE-FURNISHED MATERIALS
A. 20,000 Gallon Water Storage Tank: A 20,000 gallon fiberglass water storage tank shall be provided by the BLM Grazing Permitee. The tank shall be on site at the location of installation prior to work beginning. The tank shall be a Montana Fiberglass underground tank 12ft in diameter and 26ft in length. The tank shall hold 20,304 gallon and weigh 4846 lbs. See Storage Tank Shop Drawings for dimensions.
3.1 PREPARATION:
A. General: Clearing, grubbing, topsoiling, excavation, backfill, and bedding shall be performed in accordance with Specification 02229 - Trenching, Plowing, Backfilling, and Compacting.
3.2 INSTALLATION:
A. PVC Pipe, Joints, and Fittings: PVC pipe, joints, and fittings shall be assembled and installed in accordance with the pipe and cement manufacturer's instructions and ASTM specifications D2774 and D2855. The ends of the pipe shall be covered during progress of the work to preclude intrusion of undesirable material. Pipe shall be at operating temperature when backfilling. *Note: PVC pipe shall not be plowed and shall be installed at a 6 foot bury depth.
B. HDPE Pipe, Joint, and Fittings: HDPE pipe, joints and fittings shall be assembled and installed in accordance with the pipe manufacturer’s instructions and ASTM specifications D2737 and D3350. The ends of the pipe shall be covered during progress of the work to preclude intrusion of undesirable material. HDPE pipe, joints and fittings shall be heat fusion welded unless otherwise specified or approved.
*Note: HDPE Pipe is acceptable for plowing/trenching to a 5 foot bury depth.
C. Steel Pipe & Fittings: Except where otherwise specified, steel pipe and steel fittings shall not be used where they will be in contact with the soil. Only brass fittings, stainless steel fittings, PVC pipe, and HDPE pipe shall be used in such locations.
D. Pipe Wrap: All buried exposed steel pipe and fittings shall be wrapped with pipe wrap. Wraps shall be tight and moisture-proof, with each wrap overlapping one-half the previous lap. All uncoated and exposed HDPE steel transition fittings and other HDPE steel fittings shall be wrapped with pipe wrap as described above and the wrap sprayed, or brush coated with a adequate layer of black urethane protective bed liner.
E. Thread Lubrication: Thread lubricant shall be used on all threaded fittings.

F. Connections: Connection of a new pipeline to other facilities shall be made in accordance with the drawings.
G. Assemblies: Refer to the drawing’s details and plan & profile.
1. Air Relief Valve Assembly (Detail C): Install air relief valve, PVC or HDPE transition tee, reducer, slip-to-thread adaptor, riser and cap, wood post. Drill six evenly spaced 1/4 inch diameter vent holes in riser just below cap. Wrap and urethane coat any exposed HDPE steel fittings.
2. Curb Stop Valve Assembly (Detail D): Install curb stop valve, PVC or HDPE transition tee, 1-1/2 inch or 3 inch PVC pipe riser, three slip-to-thread adapters, wood post, and PVC cap (do not glue). *Note change from detail. Wrap and urethane coat any exposed HDPE steel fittings.
3. Hydrant Assembly (Detail E): Install hydrant, 90 degree stainless steel or brass elbow, reducer, slip-to-thread adaptor, PVC or HDPE transition tee, wood fence post, sump gravel, and polyethylene sheeting. Attach hydrant solidly to post with two steel straps. Wrap each strap twice around post. Nail the first strap just below the hydrant head and the second strap 12 inches below the first. Provide 26 to 30 inches of clearance between hydrant outlet and ground surface. Install flow control valve on hydrant outlet when required in the drawings. Attach water quality sign by wrapping around post and securing each corner with a roofing nail or at least three wraps with approved tape (1 inch).
4. Pressure Reducing Valve Assembly (Detail E): Install valve above ground on hydrant.
5. Storage Tank Assembly (Detail A & B): Shall include site preparation, setting the tank, installing, plumbing, and backfilling the government furnished 20,000 gallon fiberglass storage tank. The tank shall be approximately 12 ft. in diameter and approximately 26 ft. in length, with an access port, port for an overflow, secondary drain, inlet/outlet, and daylight drain. Shop drawings of the tank can be found as a contract attachment. Excavate the horizontal storage tank foundation to a depth of 11 ft below original ground. The excavation directly under the storage tank shall be a cradle for the tank at a depth of 10 ft.
Line the excavated area with a gravel apron made of pit run gravel to the depth of 1.0 ft (approximately 14 cubic yards), see storage tank detail. Place the storage tank atop the gravel apron, within the natural support, 10 ft. below original ground. The tank shall be oriented to newly installed pipeline and connection, see drawings. The Contractor shall be responsible for supplying and installing an inlet/outlet, air vent, overflow, and a daylight drain with protection/screen as designated and shown on the storage tank detail. The storage tank shall be back filled and compacted at a 2:1 slope from the gravel

apron to total bury depth of 14 ft. minimum, 4 ft above original ground. The backfill and gravel material shall be approved by the Contacting Officer prior to installation.
1.1 FIELD QUALITY CONTROL:
A. General:
B. Testing (not anticipated within this contract): The pipeline may be tested as requested by the Contracting Officer Representative at the cost to the BLM. The Contractor shall prove pipeline integrity if lack of quality control or mishandling or poor installation has been observed during the installation of the pipeline. The Contractor shall make necessary accommodations if any tests are requested (no tests anticipated under this contract).
C. Testing Procedure (not anticipated within this contract): The pipeline may be tested in whole or in segments as work progresses. If the pipeline is connected to an existing system, the test shall apply to both systems. A 24 hour notice is required for conducting second and final tests. Test pressure shall be the maximum operating pressure as listed in the drawings. Fill pipeline with water and conduct test as follows:
1. First Test: The presence of the Contracting Officer Representative is not required at the first test. Pressurize to test pressure and inspect for failure criteria. Correct all defects and repeat the test until no further defects are observed.
2. Second Test: Once the first test has been conducted and all defects corrected, a second test shall be conducted in the Contracting Officer Representative 's presence. Pressurize to test pressure. Hold this pressure for a minimum of 4 hours and then inspect for failure criteria. Correct all defects and repeat the test until no further defects are observed and until test is approved. Backfilling may be completed after approval of second test.
3. Final Test: Once backfilling is complete a final test shall be conducted in the
Contracting Officer Representative's presence. Pressurize to test pressure.
Hold this pressure for a minimum of 24 hours and then inspect for failure criteria. Correct all defects and repeat the test until no further defects are observed and until test is approved.
PART 2: MEASUREMENT AND PAYMENT
2.1 METHOD OF MEASUREMENT:

A. Units: Measurement for pipe shall be the number of linear feet provided measured on the ground surface along the completed pipeline centerline. Pay items of the Schedule of Items shall include the cost per foot of only PVC or only HDPE pipe to be used for trenching pipe. Pay items of the Schedule of Items shall include the cost per foot of only HDPE pipe to be used for plowing pipe, since PVC pipe shall not be plowed. Measurement for assemblies shall be the number of each type of assembly provided and installed. PVC or HDPE pipe within or between parts of an assembly shall be included for payment under pipe when payment is provided in the Schedule of Items for that respective pipe type, size, and rating. The cost of excavating, cutting into and "teeing" from a pipeline will not be paid for separately, but will be considered to be a subsidiary obligation of the Contractor under other contract items or assemblies. Storage Tank Installation shall be paid as lump sum. This shall include all excavation, foundation material, setting of tank, plumbing/plumbing hardware, and backfilling.
2.2 BASIS OF PAYMENT:
A. Payment: Prices and payment will be full compensation for the work described in this section. Payment will be based on the following pay items:

SECTION 02910
A. Section Includes: All stripping, stockpiling, spreading, grading of topsoil. All preparation for seeding and seeding of restoration areas.
B. Permits: The Contractor shall obtain all necessary permits for this project (such as the DEQ Storm Water permits). The Contractor shall follow Federal and State rules for erosion controls.
PART 2: PRODUCTS
2.1 TOPSOIL:
A. Excavation of Topsoil: In areas of construction, topsoil will be stockpiled separately from other material, and be reused in reclamation of the disturbed areas. Remove all construction debris.
2.2 SEED MIXTURE:
A. There shall be no primary or secondary noxious weed seed in the seed mixture.
Seed shall be tested, and the viability testing of seed shall be done in accordance with State law(s) and within 6 months prior to purchase. Commercial seed shall be either certified or registered seed. The seed mixture container shall be tagged in accordance with State law(s) and available for inspection by the Contracting Officer Representative.
Seed shall be planted using a drill equipped with a depth regulator to ensure proper depth of planting where drilling is possible. The seed mixture shall be evenly and uniformly planted over the disturbed area. Smaller/heavier seeds have a tendency to drop to the bottom of the drill and are planted first. The holder shall take appropriate measures to insure this does not occur. Where drilling is not possible, seed shall be broadcast, and the area shall be raked or chained to cover the seed.
When broadcasting the seed, the pounds per acre noted below are to be doubled.
Use Attachment A in order to determine seed mixture for each area.

3.1 STRIPPING:
A. Requirements: Strip and stockpile for all areas to be excavated for borrow and waste areas and all areas that are to receive fill.
3.2 PLACING TOPSOIL:
A. Requirements: Do not spread topsoil when the ground is frozen, excessively wet.
Lightly scarify designated surfaces prior to the spreading operation. Place at least 6 inches of topsoil over all areas disturbed. After placement is completed, finish the top-soil surface to a uniform surface.
3.3 SEEDING:
A. Requirements: Drill or rake in grass seed in all disturbed areas at time of completion of areas or project. Drill method preferred. Seeding shall not begin prior to October 1st and shall be completed within the period of performance. Seeding shall be performed in unfrozen ground. Provide seed tags to the Contracting Officer Representative. Coordinate seeding dates with the Contracting Officer Representative.
3.4 EROSION CONTROLS:
A. Requirements: Place final erosion controls (straw wattles, erosion blankets, etc.)
per Montana EPA “Developing Your Stormwater Pollution Prevention Plan” and any DEQ permit requirements. Water bars shall be constructed by the table below.
Requirement of water bars will be determined by Contracting Officer Representative.

3.5 CLEANUP OF AREA:
