About this file
This document is a specification for hydroseeding supplies for the Bureau of Land Management (BLM) Pinedale Field Office in Wyoming. The solicitation seeks to procure 30,000 pounds of 100% wood fiber hydromulch and 1,100 pounds of 100% organic guar-based tackifier to support habitat restoration and reclamation projects in sagebrush steppe plant communities. The key objectives include enhancing habitat restoration, reintroducing native vegetation, providing site stability, reducing erosion, and supporting the Sagebrush Strategic Plan focused on improving Greater Sage-Grouse habitat management areas.
The hydroseeding supplies are specified to be delivered by July 1, 2025, to the BLM-WY Pinedale Field Office in Pinedale, Wyoming. The wood fiber hydromulch is required to meet ECTC Type 1 standards and provide a protective spray-on mulch mat that aids seed germination and prevents erosion. The organic tackifier is described as environmentally friendly, non-toxic, and designed to bond mulch fibers together. The procurement is a small business set-aside under NAICS code 1114217, with basic contracting requirements including active SAM.gov registration and compliance with specified federal acquisition regulations.

Bureau of Land Management
Pinedale Field Office
Hydroseeding within Sagebrush Steppe Plant Communities
Specifications for Hydroseed Supplies
1.0 General.
1.1 Background.
The mission of the BLM Pinedale Field Office is to purchase hydroseed supplies, 100% wood fiber hydromulch and organic tackifier. The mission of the BLM Pinedale Field Office is to accomplish the following objectives: 1.) Enhance habitat restoration/reclamation project success. 2.) Deliver a habitat restoration/reclamation technique including but not limited to areas where natural and reclaimed vegetation is struggling or not meeting habitat requirements 3.) Reintroduce a seed bank to native vegetation. 4.) Provide site‐stability and reduce erosion. 5.) Decrease sediment and salinity loading into the Colorado River Drainage
Basin. 6.) Seed on slopes that would be difficult for other equipment. 7.) Seed in places that would be difficult to seed manually. 8.) Increase plant density and productivity. 9.) This project would be a part of the Sagebrush Strategic Plan. This plan focuses on planning processes that produce projects that enhance sagebrush habitat in Greater Sage‐Grouse
GHMA and PHMA. There is no known prior acquisition of hydroseeding materials within the
Wyoming BLM nor is this a DOI requirement within the BLM. This is a concept that has been contracted through other projects within the BLM. This is a new acquisition, that provides versatility to easily and efficiently to do seeding operations that would be considered complex using conventional methods such as broadcast seeding and drill‐seeding.
1.2 Objective.
Acquisition of 100% wood fiber hydromulch and organic tackifier.
1.3 Scope of deliverables.
Purchase of 100% wood fiber hydromulch and organic tackifier to be delivered.
1.4 Requested Delivery Date.
01 July 2025
1.5 Delivery Address.

2.0 Specific Requirements/Tasks.
2.1 Item 1: 100% wood fiber hydromulch
Quantity: 30,000 pounds (600, 50‐pound bales preferred)
Description: 100% wood fiber hydromulch forms a protective spray‐on mulch mat/erosion control blanket that aids in preventing washout and provides an ideal environment for germination.
Additional specifications:
• Helps establish vegetation.
• Less labor intensive than rolled erosion control products.
• Stabilizes soil.
• Holds seed in place.
• Prevents wind and water erosion.
• Meets ECTC Type 1 standards.
2.2 Item 2: 100% organic guar‐based tackifier for hydroseeding
Quantity: 1,100 pounds (20, 55‐pound bags preferred)
Description: Organic, non‐toxic & environmentally friendly. Guar is used to bond mulch fibers together like a glue, minimizing soil erosion and reducing the need for reseeding. When used with 100% wood fiber hydromulch, it forms a protective spray‐on mulch mat/erosion control blanket, that aids in preventing washout and provides an ideal environment for germination.
Additional specifications:
• Holds Fiber and seed in place.
• Prevents wind and water erosion.
• All‐natural soil stabilizer.
• Safe for the environment, humans, pets, wildlife and fish.
• Organic, non‐toxic & environmentally friendly
