About this file
This document is the Specifications attachment for a Request for Quote (RFQ) for an Automatic People Counter System for the bus fleet of Zion National Park (ZION). The key details are:
ZION is seeking proposals to purchase and install a complete automatic passenger counting (APC) solution for their fleet of 40-foot and 60-foot electric buses, which currently have no APC capability. The system must be accurate to at least 95% and have the ability to count and differentiate between types of passengers (wheelchair, stroller, child, adult, etc.). The system must be Buy America compliant, able to operate without an internet connection, and not interfere with passenger movement or privacy. ZION is looking for a turnkey system that includes equipment, installation, and 3 years of software and technical support. Installation must occur during ZION's off-season between December 2024 and February 2025. Pricing for the APC system, installation, and support services is required. The related federal contract opportunity is Solicitation #140P1224Q0033 issued by the Department of the Interior National Park Service Intermountain Region.

140P1224Q0033 Attachment 1 Specifications Automatic People Counter System for Zion National Park Transportation Fleet
SPECIFICATIONS
Background: Zion National Park (ZION) has a recently-purchased fleet of New Flyer XCelsior Battery Electric Buses.
The fleet consists of five 40 feet buses and twenty-five 60 feet articulated buses. All buses have a 5v universal connector wired above each door, but no automatic people counting (APC) capability was built-in. ZION is seeking proposals for purchase and installation of a complete APC solution for our transportation system.
The Zion Transportation System operates two transit lines: one within Zion National Park and one in Springdale Town immediately outside the boundary of the park. Each line is an in-and-out system with nine stops, although the buses do not stop at every stop during each loop. In 2023, we recorded nearly 6,000,000 passenger boardings. Buses are parked at a central facility overnight and during the off-season (typically December – February).
Quantity:
Each 40 feet bus has two sets of doors and each 60 feet bus has three sets of doors, for a total of 85 sets of doors where APC units will be installed.
Systems Integration:
Each bus is currently utilizing New Flyer 360 Connect Telematics to monitor bus statistics. Potential to integrate into that system is beneficial. Any additional systems must be intuitive, reasonable, and generally self-operating (ie. require no regular input from the driver). Include information on all components and software systems required to capture and convey passenger count data.
Accuracy & Capability:
Sensors should be accurate to at least 95% to reliably count the number of passengers both boarding and alighting from each stop under various environmental conditions. Capability to separate types of users (wheelchairs, strollers, children
vs. adults, etc.) is beneficial. Location-based people counts should be collected even when data connections are not available (ie. via GPS or other sensor systems) with the ability to store and export data when connections are restored.
System is only required to track total numbers of passenger boarding and debarking at various stops for data collection purposes, although expanded functionality in the future—including real-time access to counts to facilitate efficient use of the system—should be possible.
Other Requirements:
Buy-America Compliant and capability for gathering data without an internet connection are imperative, as the buses are U.S. Government property and operate in a canyon with no cellular or wireless service for roughly half of their route. No known outstanding general safety, privacy, security, or hazardous issues will be accepted. The system should not interfere with passenger movement or privacy. Passenger data should be securely transmitted & stored so that is only accessed by authorized personnel. System should not require regular specialized maintenance or cleaning.
Pricing: Shall include:
• APC system equipment purchase including sensors, processing units, transmission devices, and other associated components
• On-site installation resulting in a fully operational system
• Three years of software system subscription access and technical service
Timeline:
Installation shall take place between December 2nd - December 20th, 2024 or January 3rd – February 9th, 2025 to correspond with the off-season of Zion’s Transportation System. This will facilitate access to buses as they will not be operating on routes.
