About this file

This document is a Statement of Work (SOW) for a federal contract opportunity to provide the U.S. Geological Survey (USGS) with annual agricultural pesticide usage data.

The SOW requires the contractor to provide detailed data on pesticide active ingredients, crop acreage, application rates, treated areas, and seed traits for corn, cotton, and soybeans. The data must be provided annually by March 31st for harvest years 2024 through 2028, with an option to continue for additional years. The contractor must deliver the data electronically in a structured format and provide support to USGS personnel for data analysis. The USGS has a continuing requirement for this data to support its studies on the effects of pesticides on water quality. The related federal contract opportunity is Solicitation Number 140G0124Q0213, issued by the Department of the Interior USGS Office of Acquisitions and Grants.

Pesticide Use Data Reports Statement of Work

United States Geological Survey (USGS) 140G0124Q0213

Revision: 7/1/2024 4:54 PM Page 1

I. General Information A. Introduction

Information on the amount and distribution of pesticide usage in the U.S., as well as seed trait information indicating the use of genetically modified crops, is needed in order for the U.S.

Geological Survey’s (USGS) Water Resources Availability Program (WRAP) to study the effects of pesticides on water quality. Among a variety of products, USGS produces summary tables for the total U.S., maps that show the distribution of the estimated agricultural use of selected pesticides, and various models that relate estimated pesticide use to water quality.

These tables, maps, and related products are made available to the public once the study has been completed and products have been approved.

B. Background In the past, USGS relied on pesticide usage information produced by the National Center for Food and Agricultural Policy (NCFAP). However, NCFAP no longer produces this type of information and USGS requires a more geographically granular dataset reported on an annual basis, which NCFAP did not produce. USGS previously purchased data for approximately 400 pesticide Active Ingredients (AI) with seed trait data tracked in Kynetec USA Inc’s FarmTrak™ CP U.S. Study for harvest years 2014 through 2023. The USGS has a continuing requirement for harvest year 2024 data along with the option for the annual purchase of succeeding harvest years 2025 through 2028.

II. Data A. The contractor shall provide usage data on all AI’s and related parameters tracked in the

FarmTrak™ CP U.S. Study for harvest year 2024 and optional harvest years 2025 through 2028, if exercised. The reports are expected to primarily consist of about 395 AIs as listed in Enclosure 1, Active Ingredients. The USGS recognizes that fluctuations in pesticide usage and reporting will likely result in a small variation of the actual AI’s and number of AI’s reported year-to-year. Data provided to the USGS must be detailed down to the Crop Reporting District and include the following:

1. Pesticide usage data on each of the approximately 60 crops collected in the FarmTrak™ CP U.S. Study.

2. Crop acres planted.

3. Annual application rate by AI and crop.

4. Percentage of acreage treated for each crop.

5. Total pounds of AI by crop.

6. Total area treated by crop.

7. Application timing expressed as a percent of total pounds of AI during a particular crop production phase.

8. Seed trait data for cotton, corn, and soybeans, indicating types of seed, genetic traits, and acreages.

III. Reports The data must be compiled into logically organized reports that will provide for meaningful data comparison, correlation, and analysis. Examples of the reports and contents are as follows:

A. Month Applied

1. Variables: Year, AI, Pesticide Type, Crop, CRD, and Month Applied.

2. Measures: Crop Area Grown, Total Pounds, Pounds of AI, Percent Total Pounds AI Applied at Application Month, Sample, and Projected Sample.

B. Crop Area Grown

1. Crop Area Grown

a. Variable: Year, Crop, State, and CRD.

b. Measures: Crop Area Grown, Sample Farms, and Projected Farms.

2. Crop Area Grown Seed Trait

a. Variable: Year, Crop, State, CRD, and Seed Trait.

b. Measures: Crop Area Grown, Sample Farms, and Projected Farms.

C. AI Crop Use Rates

1. Variables: Year, Active Ingredient, Pesticide Type, Crop, and CRD.

2. Measures: Crop Area Grown, AI Average Rate, AI Volume, Total Area Treated, Sample, and Projected Sample.

D. AI Crop Base Area Treated

1. Base Area Treated Sequence Crops

a. Variable: Year, Active Ingredient, Pesticide Type, Crop, and CRD.

b. Measures: Crop Area Grown, Base Area Treated, Percent Crop Treated, Sample Farms, and Projected Farms.

2. Base Area Treated Seed Trait

a. Variable: Year, Active Ingredient, Pesticide Type, Crop, Seed Trait, and CRD.

b. Measures: Crop Area Grown, Base Area Treated, Percent Crop Treated, Sample Farms, and Projected Farms.

IV. Deliverables:

A. Pesticide use data must be provided no later than March 31st of the year following the harvest reporting year unless otherwise mutually agreed upon. The data must be delivered electronically via email or download from a secure contractor supplied source in a .txt or .csv file. Multiple files may be necessary and may be used at the discretion of the contractor.

B. Assistance, as needed, for USGS designated personnel to understand and analyze the data.
