About this file
This document is a Specifications attachment for a federal contract opportunity solicitation. The solicitation is for the procurement of 16 head of cattle (calves) to maintain a fever tick colony at the Cattle Fever Tick Research Unit (CFTRU) facility in Edinburg, TX. The cattle must meet specific requirements regarding weight (300-450 lbs.), age (6-24 months), breed (Hereford, Black Angus, or Charolais), and origin (within a 60-mile radius of Kerrville, TX to ensure no prior exposure to cattle fever ticks). The government will be responsible for transporting the cattle and may factor the cost of inspection and transport into the total price evaluation. The solicitation is issued as a Request for Quote (RFQ) under Solicitation Number 12805B24Q0200, with a response due date of April 8, 2024. The contract will be awarded as a firm fixed-price purchase order to the responsible offeror whose quote conforms to the specifications and is the most advantageous to the government, considering technical acceptance, past performance, and price.

SPECIFICATIONS:
Sixteen (16) head of cattle (calves) for fever tick colony maintenance at the Cattle Fever Tick Research Unit (CFTRU) facility in Edinburg, TX.
Animal requirements: Weight between 300-450 lbs., mix of steers and heifers, age 6-24 months.
Preferred breed: Hereford (only if Hereford are unavailable will Black Angus or Charolais be acceptable to fulfill quantity; mix of the three breeds will be acceptable). No bull calves accepted. No Brahman, Brahman cross, or Brahman influence accepted.
Cattle must have no prior exposure to cattle fever ticks or exposure to locations with cattle fever ticks.
Cattle must come from cattle auctions within a 60-mile radius of Kerrville, TX, to ensure no previous possibility of encountering cattle fever ticks.
The proximity of the cattle auction facility is also required for proper inspection of cattle and for minimizing transport stress. Cattle will be transported by Government. Due to the need to inspect the animals at origin, the Government may factor the Government’s cost of inspection and transport to calculate the total cost of the proposal to determine lowest price.
