SPECIFICATIONS
United States Department of
Agriculture (USDA) Agricultural Research Service (ARS)
Range and Meadow Forage
Management Research (RMFMR)
Topcon Hiper HR GPS with accessories (Brand Name or Equal)
1. Introduction As directed by Senate Document 59 (U.S. Congress, 1959), the U.S. Department of Agriculture (USDA) Agricultural Research Service (ARS) established regional research centers across the nation in the 1960s. Each regional center was located to address specific research needs and important natural resource and environmental issues within major land resource areas. Experimental watersheds and ranges were instrumented at each of the centers to serve as outdoor laboratories providing field data required for conducting scientific investigations aimed at developing a greater understanding of agricultural processes. The Pacific West Area (PWA) is the largest and most diverse of the eight Areas in ARS. Research in PWA addresses all five Research, Education, and Economics (REE) research priorities: climate change, food safety, children’s nutrition/health, global food security, and bioenergy. The mission of the Range and Meadow Forage Management Research (RMFMR) station is to provide the science for sound land and livestock management. The research focuses on productivity, weed invasions, species composition, and water, carbon, and nitrogen cycles of Great Basin rangeland and meadow plant communities. Specific projects address the impacts of grazing, fire, invasions by juniper and other species, and climate on rangeland and meadow plants. The location is also committed to technology transfer and community outreach activities.
2. Scope RMFMR is in the process of purchasing a survey-grade real time kinematic (RTK) GPS system.
Data collected with the RTK GPS will be used in research manuscript development by several research scientists. The research will contribute to comparisons of vegetation, soil condition, and potentials for carbon storage across multiple sites in the U.S. Thus, the RTK GPS must be capable of collecting survey-grade GPS data over a research range in eastern Oregon in hot and dry environmental conditions.
The United States Department of Agriculture (USDA) Agriculture Research Service (ARS) Range and Meadow Forage Management Research (RMFMR) requires contractor assistance to procure (1) new Topcon Hiper HR RTK GPS (Base, Rover, and all necessary components and software) (or equal) for Burns, Oregon. This RTK GPS will be used to collect survey-grade GPS points for research at the Burns location, generating new datasets, filling objectives of approved NP215 and NP304 research plans. These datasets also provide key information for coordinated research across multiple ARS locations.
