About this file

This is a solicitation document for the procurement of two ultra-low-noise diesel engine generators for the U.S. Army Garrison Okinawa's sewer lift stations located at Naha Military Port and Torii Station.

The primary requirement is for two identical Denyo DCA-60LSIE (or equivalent) diesel generators with main specifications including three-power-supply configuration, fuel line switching device (three-way valve), lockable fuel filler cap, and Tier 3 emission-compliant engine. Equivalent products must meet four critical criteria: 60kVA output, integrated oil containment dike (Eco-Base), ultra-low noise operation, and compliance with third-stage exhaust gas regulations. Requested options include automatic fuel pump, salt-resistant generator and charging component specifications, thick-film coating, clear fade-resistant coat, bonnet sealing, stainless steel bolts, and two-wheel trailers for transportation during on-site maintenance. The generators will serve as emergency backup power supplies for drainage pumps during power outages and disasters, equipped with water level sensor-linked automatic start/stop systems to prevent sewage backflow and flooding while operating unmanned.

Delivery shall be coordinated with the Government Representative and completed within 120 days after receipt of order (ARO) to Torii Station, Building 360, Okinawa, Japan. The contractor must provide installation, testing, commissioning, technical documentation including electrical and assembly diagrams, on-site training, and local on-site support for maintenance and repairs. A one-year on-site warranty covering parts and labor is required, with warranty period extension if malfunctions occur. Products of Japanese manufacture are preferred due to maintenance requirements and parts availability on the island. The contractor bears responsibility for protecting delivered equipment from weather, humidity, temperature variations, and contamination, with any delivery damage replaced or repaired at no cost to the Government.

Main specifications:

Three-Power-Supply Configuration

Fuel Line Switching Device (Three-Way Valve)

Lockable Fuel Filler Cap

Tier 3 Emission-Compliant Engine

The options requested:

Generator with Automatic Fuel Pump

Salt-Resistant Generator Specification

Salt-Resistant Specification for Charging Components

Thick-Film Coating Specification

Clear Coat (Fade-Resistant)

Bonnet Sealing (Caulking)

Stainless Steel Bolt

Two-Wheel Trailer(Used for transportation during on-site maintenance. )

※Key specifications to consider when making a selection.

Ultra-low noise diesel generators are designed for high-risk environments where environmental protection, power versatility, and operational durability are critical. As part of the Eco-Base series, leak prevention mechanisms are directly integrated into the chassis.

※Key specifications to consider when evaluating and selecting equivalent products.

This document explains the key specifications and specific comparison candidates that should be considered when evaluating and selecting an "equivalent" product to the Denyo DCA-60LSIE. When selecting an equivalent product, it is not enough to simply have a "60kVA output"; it must also meet three other criteria: **"Eco-Base (integrated oil containment dike)", "ultra-low noise", and "compliance with the third stage of exhaust gas regulations"**.

Please consider the same quality for optional accessories.

**Purpose of this requirement/Mission Impact if we don’t get**

The purpose is to maintain the function of drainage pumps during power outages or disasters, and to prevent sewage backflow and flooding onto the ground.

The generators will be used in support of sewer lift stations. One in Naha Military Port and the other in Torii Station. Without generator support during extended power outage such as typhoon event can cause sewerage to overflow and cause environmental concerns especially Naha Military Port.

This is an "emergency backup power supply" designed to maintain power supply during sudden power outages or disasters. In addition to the functions of a standard manual generator, it is equipped with a "water level sensor-linked automatic start/stop system."

This ensures reliable power supply and safe shutdown even in completely unmanned environments by operating only when the water level rises during a power outage and stopping when it is low. It automatically controls the ON/OFF of the power supply without human intervention. This prevents unnecessary fuel consumption and supplies power only when needed.

Regarding salt damage countermeasures for emergency generators and their eƯectiveness, corrosion-induced electrical and engine problems are significantly reduced, resulting not only in extended lifespan but also in substantial benefits in terms of operating costs and reliability. Furthermore, in pursuing eƯiciency in "maintainability" and "installation," mounting emergency power supplies on two-wheeled trailers is crucial not only for emergency response but also for dramatically reducing costs and risks.

In the event of a power outage or disaster, the loss of power to drainage pumps significantly delays the installation of emergency generators and the deployment of personnel, which is one of the most serious factors causing secondary damage in facility management.
