About this file
This document is a Request for Quotation (RFQ) for the purchase of one (1) new Rubber Process Analyzer (RPA) for the Department of Agriculture's Agricultural Research Service, Plains Area Administrative office. The RPA must be capable of measuring the viscoelastic properties of polymers and elastomeric compounds before, during, and after cure, with specific technical requirements for frequency range, temperature range, strain delivery, and torque range. The RPA must be delivered within 120 days after the purchase order is issued and will be delivered to Peoria, IL. This is a firm-fixed-price contract set-aside for 100% Small Business, to be evaluated using Lowest Priced Technically Acceptable (LPTA) factors, including technical acceptability and past performance. Offers are due by 5:00 PM EST on June 19, 2024, and must be submitted electronically.

Project New rubber process analyzer (RPA)
General Information
1.0 Scope of Work
Vendor is to deliver a rubber process analyzer (RPA) that can measure viscoelastic properties of polymers and elastomeric compounds both before and after the rubber sample is cured. The RPA should be capable of testing at high and low strain at variable frequencies and temperatures (details listed in the technical requirements).
2.0 Background
The rubber process analyzer is a standard characterization tool in the rubber processing industry and will allow our lab results to be better understood by other rubber researchers and industry. An RPA provides rheological measurements of rubber compounds before, during, and after curing in a single test.
Contractor Requirements
3.0 Technical Requirements / Tasks
1) Rubber process analyzer that can measure the viscoelastic properties of polymers and elastomeric compounds before, during, and after cure
2) Unit must include software to analyze data and be able to export that data via text or MS Excel files
3) Unit must include a closed and/or sealed die system for the sample
4) Installation and training must be included
5) Minimum 1-year warranty provided with purchase
6) Frequency range of at least 0.01 – 50 Hz
7) Temperature range of ambient temperature – 200 degrees Celsius
8) Able to deliver strains ranging from at least 0.1 – 1000%
9) A working torque range from 0.001 – 200 dNm
10) Unit must be able to measure torque, shear modulus, dynamic viscosity, temperature, pressure, elapsed time, frequency, shear rate, strain, and cure rate
5.0 Deliverables / Schedule
The RPA should be delivered no later than 120 days after purchase order is provided to the vendor. The RPA should be delivered to 1815 N University Peoria, Il 61604. Delivery will require a lift gate.
